<p>The meeting, called amid ongoing monsoon rains, focused on urban flooding, drain cleaning, road repairs and civic services. However, water leaking inside the assembly hall became the centre of attention, prompting sharp criticism from opposition councillors over the corporation’s preparedness.</p>
<p>The controversy gained further significance as the corporation has earmarked nearly <strong>₹3,000 crore in its 2026-27 budget</strong>, a substantial increase from the previous year's allocation of around ₹2,000 crore, for civic works including drain cleaning and infrastructure maintenance.</p>
<p>Leader of Opposition <strong>Akash Tiwari</strong> arrived at the meeting wearing a life jacket fashioned from newspaper clippings, calling it a symbolic protest against what he described as the failure of the "triple-engine government." He alleged that despite increased spending, residents continue to face severe waterlogging and poor civic infrastructure during the monsoon.</p>
<p>The session also witnessed heated exchanges between elected representatives and officials. BJP councillor <strong>Swapnil Mishra</strong> accused zone officials of failing to discharge their responsibilities, referring to them as "thieves." The remark drew an immediate objection from the presiding chairperson, who acknowledged the councillor's concerns but advised him to use appropriate parliamentary language.</p>
<p>Outside the municipal headquarters, contractors staged a protest alleging delays in payment of dues. Raising slogans against the civic administration, they demanded immediate clearance of pending bills and criticised the functioning of the municipal authorities.</p>
<p>During the meeting, Mayor <strong>Meenal Choubey</strong> said the special session had been convened to address public grievances rather than engage in political confrontation. She expressed dissatisfaction with officials, saying councillors were repeatedly facing complaints from residents due to delays in resolving civic issues.</p>
<p>The Mayor attributed many instances of urban flooding to rapid concretisation and unplanned urban development. She urged the Town and Country Planning department to strictly enforce building norms while approving layouts. She also pointed out that roads constructed by multiple government agencies have contributed to drainage bottlenecks at several locations.</p>
<p>Responding to criticism over the leaking roof inside the municipal headquarters, the Mayor said the problem surfaced due to sudden heavy rainfall and assured that necessary repairs would be undertaken at the earliest. During the meeting, flower pots were placed beneath leaking sections of the roof to collect dripping water.</p>
<p>Several councillors highlighted additional civic concerns. BJP councillor <strong>Ramesh Sapha</strong> raised the issue of garbage collection being affected due to an alleged shortage of diesel for waste collection vehicles. Councillor <strong>Bhagat Lal Dhruv</strong> claimed that despite submitting 14 applications over the past eight months, officials had failed to act against encroachments in his ward. Councillor <strong>Rajesh Devangan</strong> also raised concerns regarding encroachment management.</p>
<p>The opposition also questioned the necessity of convening a special general body meeting for issues such as sanitation and waterlogging, arguing that these fall within the corporation's routine responsibilities. Former Mayor and Congress leader <strong>Pramod Dubey</strong> said special meetings are generally reserved for policy decisions or emergency situations and suggested that holding one for routine civic matters reflected shortcomings in administrative planning.</p>
<p>The discussions come as Raipur, like several parts of Chhattisgarh, continues to witness heavy monsoon showers, with civic authorities under increasing pressure to improve drainage, sanitation and urban infrastructure ahead of the peak rainy season.</p>

<p>Officials said <strong>First Information Reports (FIRs)</strong> have been registered against all 34 beneficiaries following an investigation that found widespread misuse of funds released under the <strong>Beneficiary Led Construction (BLC)</strong> component of PMAY.</p>
<p>According to the Municipal Corporation, the beneficiaries received the first instalment of <strong>₹70,000 to ₹1 lakh</strong> in <strong>2017</strong> to begin construction of their homes. However, years later, many of them neither completed nor even initiated construction, despite repeated notices and reminders from the civic body.</p>
<p>During the inquiry, authorities found that <strong>six beneficiaries had sold their land</strong> after receiving the government assistance, making it impossible to complete the intended housing projects. Several others were found to have diverted the funds for purposes unrelated to house construction.</p>
<p>Officials stated that beneficiaries had been issued multiple notices directing them to either complete construction or return the government funds. They were also warned that failure to comply would invite legal action, including recovery proceedings and criminal cases.</p>
<p>Following the notices, only <strong>five beneficiaries</strong> deposited partial amounts ranging between <strong>₹10,000 and ₹20,000</strong>. Of these, three individuals repaid ₹20,000 each, while two deposited ₹10,000 each. However, the remaining beneficiaries neither returned the financial assistance nor resumed construction, prompting the Municipal Corporation to proceed with FIRs.</p>
<p>The action was initiated on the directions of the then Municipal Commissioner <strong>Dr. Saurabh Sonawane</strong>, officials said.</p>
<p>Municipal authorities reiterated that the <strong>Pradhan Mantri Awas Yojana</strong> aims to provide permanent housing to economically weaker and needy families. Misuse of public funds, they said, undermines the objective of the welfare scheme and affects deserving beneficiaries waiting for assistance.</p>
<p>The civic body has now begun the process of <strong>recovering the government funds</strong> from the beneficiaries in addition to the criminal proceedings. Revenue recovery measures will also be initiated wherever required.</p>
<p>Officials said the investigation would continue, and strict action would be taken against anyone found to have fraudulently obtained financial assistance under the housing scheme.</p>
<p>The beneficiaries booked belong to several municipal wards across Rewa, with multiple cases reported from Wards 3, 15, 35, 37, 38, 40 and 43.</p>
<p>The latest action underscores the government's efforts to ensure accountability in the implementation of flagship welfare schemes and prevent misuse of public money intended for affordable housing.</p>

<p>Out of the 61 coaching institutes previously served show-cause notices for fire safety lapses, only 15 have submitted their responses so far.</p>

<h3 dir="ltr">Death Certificate Under Scrutiny</h3>

Local residents say large groups of stray dogs occupy roadsides and footpaths in some locations, making movement difficult for pedestrians, schoolchildren and elderly people.</p>
<h5><strong>Limited Capacity At ABC Centres</strong></h5>
<p>Municipal records show that the corporation currently operates three Animal Birth Control (ABC) centres at Arwalia, Adampur Chhawani and Kajlikheda. However, the combined capacity of all three centres is only around 600 dogs, which remains significantly lower than the estimated stray dog population of more than one lakh. Officials said nearly 20 to 25 dogs undergo sterilisation and vaccination every day at these facilities. The centres are currently designed only for sterilisation and vaccination work, while permanent rehabilitation shelters for stray dogs are still unavailable.</p>
<h5><strong>Crores Spent On Sterilisation</strong></h5>
<p>Over the last five years, the municipal corporation has reportedly spent around Rs 8.56 crore on sterilisation and anti-rabies vaccination programmes. Authorities claim that more than 81,000 dogs have undergone sterilisation and vaccination during this period. Despite these efforts, complaints related to stray dogs and dog bite incidents have continued to increase across the city, raising questions over the effectiveness of existing management systems.</p>
<h5><strong>Indore Also Facing Crisis</strong></h5>
<p>The stray dog issue is not limited to Bhopal alone. Indore has also recorded a sharp rise in dog bite cases. Data from April 2026 showed that Indore reported 3,493 dog bite cases within just 24 days, averaging nearly 146 cases every day. Earlier months also recorded high figures, including more than 5,000 cases in January and March. Officials say large urban populations, open garbage disposal and growing stray dog numbers are worsening the problem in major cities across Madhya Pradesh.</p>
<h5><strong>MP Among Top States In Dog Bite Cases</strong></h5>
<p>National Health Mission data from 2024 estimates that Madhya Pradesh has more than 10 lakh stray dogs, with over six lakh concentrated in major cities including Bhopal, Indore, Gwalior, Ujjain and Jabalpur. Central government records show that between 2022 and January 2025, Madhya Pradesh reported nearly 3.39 lakh dog bite cases. The state recorded 66,018 cases in 2022, 1.13 lakh in 2023 and over 1.42 lakh in 2024. At least nine rabies-related deaths were also reported during this period. Health experts say Madhya Pradesh remains among the states reporting the highest number of dog bite cases in the country.</p>
<h5><strong>Heat Increases Aggression</strong></h5>
<p>Veterinary expert Dr. SR Nagar said summer weather often increases aggressive behaviour among stray dogs. He explained that dogs do not have sweat glands like humans, making it difficult for them to regulate body temperature during extreme heat.
