Gwalior Dog Sterilization Scam: Fake Affidavit Used in Claim of 656 Sterilizations, Vet Booked for Fraud

Municipal probe uncovers forged affidavit; another doctor's name allegedly used in official records

A major irregularity has surfaced in Gwalior Municipal Corporation’s stray dog sterilization programme, with investigators uncovering the alleged use of a forged affidavit linked to the sterilization of hundreds of street dogs. The case relates to operations carried out at the Animal Birth Control (ABC) Centre between March and April 2022, during which 656 stray dogs were reportedly sterilized.

According to officials, a municipal inquiry found that an affidavit submitted as part of the project documentation contained serious discrepancies. Investigators allege that the stamp paper was purchased and signed by one veterinarian, while the affidavit was submitted in the name of another doctor. Following the findings, police have registered a criminal case for fraud and forgery and launched a detailed investigation.

The complaint was filed by Municipal Corporation nodal officer Keshav Singh Chauhan, who approached Padav police station after reviewing the inquiry report. Based on the complaint, police registered a case against veterinarian Dr. Raviraman Sharma.

Questions Over Project Documentation

Municipal records show that a Chhattisgarh-based organisation had been awarded the contract for sterilization of stray dogs under the civic body's Animal Birth Control programme in 2022. Under established guidelines, sterilized dogs must be released back at the same location from where they were captured. An affidavit confirming compliance with this requirement was submitted to the corporation.

During verification, officials found that the affidavit had been prepared on stamp paper purchased in the name of Dr. Raviraman Sharma and also carried his signatures. However, the document submitted to the Municipal Corporation reportedly mentioned the name of another veterinarian, Dr. Raghav Parashar.

Officials believe the discrepancy may have been intended to mislead authorities and conceal the actual source of the affidavit.

FIR Registered After Inquiry

The matter came to light after the Municipal Corporation sought clarification from the organisation involved in the project. According to reports, the organisation acknowledged that Dr. Raviraman Sharma was posted at the ABC Centre during the relevant period and had handled the affidavit-related process.

Following the inquiry, municipal authorities forwarded their findings to the police. Preliminary investigation revealed sufficient grounds to register a case involving the alleged use of forged documents and fraudulent representation.

Police have begun collecting original records, including the stamp paper and affidavit, as part of the evidence-gathering process.

Wider Concerns Raised

Officials say the case may not be limited to a single affidavit. The scope of the investigation is being expanded to examine whether any additional irregularities occurred in project records, claims submitted by the contractor, or related payment processes.

The incident has also raised concerns about oversight and accountability in government-funded animal welfare projects. Transparency in Animal Birth Control programmes is considered crucial because the projects are directly linked to public health and urban animal management.

Padav police station in-charge Shailendra Bhargava said the investigation is ongoing and all relevant documents are being examined. Authorities are also looking into the possible involvement of other individuals connected to the project.

For now, the Gwalior dog sterilization scam has emerged as one of the most closely watched civic investigations in the city, with officials indicating that further revelations may follow as the probe progresses.

Indore Civic Official Dismissed Over Financial Irregularity Charges

Indore Municipal Corporation terminates assistant revenue inspector after departmental inquiry confirms unauthorized property tax modifications

The Indore Municipal Corporation has taken major disciplinary action against a civic official accused of causing financial loss to the corporation through unauthorized modifications in property tax records. Municipal Commissioner Kshitij Singhal ordered the immediate dismissal of in-charge Assistant Revenue Officer Arvind Nayak, whose original post was Assistant Revenue Inspector, after a departmental inquiry reportedly found serious irregularities against him.

Officials said the action was taken under provisions of the Madhya Pradesh Civil Services (Classification, Control and Appeal) Rules, 1966, after the accused officer failed to provide a satisfactory explanation during departmental proceedings. The development has become a significant Government Updates and Public Interest Story in Indore amid growing scrutiny over financial accountability within urban local bodies.

Departmental Inquiry Conducted

According to civic officials, the matter surfaced after complaints were received regarding modifications made in a property tax account linked to land located in Bicholi Mardana area of the city. The complaint was examined through an inquiry report submitted by the Additional Commissioner (Revenue) of the municipal corporation. During the investigation, officials reviewed records associated with property tax account number 1001346534, which was registered in Zone 19, Ward 76. The account reportedly belonged to Agarwal Public School under the Learn by Agarwal Charitable Trust. Authorities said the inquiry focused on changes made in the property’s classification, area details, and tax demand entries on the e-Nagar Palika portal.

Tax Record Discrepancy Found

According to municipal records, the property account had been registered since the financial year 2014-15. Officials stated that records available on the e-Nagar Palika portal as of August 23, 2025, showed the property classified under residential, commercial, and hostel categories with a total area of 577006 square feet. The total tax demand linked to the account was reportedly recorded at Rs 3.19 crore. However, investigators later found discrepancies in revised entries associated with the same account. The inquiry revealed that the total cumulative demand was reduced to around Rs 1.82 crore after modifications were allegedly made without proper approval.

Unauthorized Changes Alleged

Corporation officials alleged that Arvind Nayak used his personal user ID on the e-governance portal to make modifications in the property tax records. Authorities claimed the changes were carried out without obtaining approval from competent officials, resulting in financial loss to the civic body. The matter was treated seriously because the modifications allegedly impacted tax calculations and municipal revenue collection. Following preliminary findings, Nayak was suspended and a formal departmental inquiry was initiated. Officials said documentary and digital evidence collected during the investigation supported the allegations against him.

Explanation Found Unsatisfactory

Municipal authorities confirmed that the accused officer was issued a notice seeking clarification regarding the alleged irregularities. However, officials stated that the response submitted by Nayak failed to satisfactorily explain the discrepancies identified during the inquiry process. Based on the findings, the corporation decided to impose major disciplinary punishment under service conduct rules. The dismissal order was issued with immediate effect. Officials said the action was necessary to maintain transparency and accountability in municipal administration.

Commissioner Orders Strict Action

Municipal Commissioner Kshitij Singhal has been taking strict administrative measures in recent months related to governance, revenue recovery, and civic operations. Sources in the corporation said the latest action was intended to send a strong message against irregularities involving public revenue and misuse of official systems.

Senior officials indicated that digital property tax records and user activity on the e-governance portal are being closely monitored to prevent similar incidents. The corporation is also expected to strengthen internal verification mechanisms linked to tax modifications and approvals.

Civic Administration Under Watch

The dismissal has sparked discussion within administrative circles regarding financial monitoring in urban local bodies and the risks associated with unauthorized access to digital governance systems. Experts say municipal corporations increasingly depend on online platforms for tax assessment, revenue collection, and property management, making transparency and system accountability critical. Concerns have also been raised over whether similar irregularities may have occurred in other property tax accounts. Officials have not yet confirmed whether any criminal proceedings or recovery process will be initiated in the case.

Focus on Accountability

The incident comes at a time when civic bodies across Madhya Pradesh are under pressure to improve financial discipline and strengthen digital governance systems. Administrative observers believe strict departmental actions may increase accountability among officials handling sensitive revenue-related records. The Indore Municipal Corporation has stated that public funds and tax records must be protected from manipulation and unauthorized interference.

Marathi Signboards Mandatory in Mumbai Shops and Hotels Now

Debate intensifies over language policy as authorities push for stronger implementation of Marathi on commercial signboards

Mumbai has once again found itself at the center of a heated debate over language and identity after fresh directives made Marathi signboards mandatory for shops, hotels, and all commercial establishments across the city. According to the new guidelines, every business operating in Mumbai must prominently display signage in Marathi, reinforcing the state’s official language in public and commercial spaces.

The decision is being positioned as a cultural and administrative step aimed at strengthening the use of Marathi in Maharashtra’s financial capital. Authorities argue that since Mumbai is the capital city of Maharashtra, it is essential to ensure that the state language is clearly visible and given priority across public communication systems, including business signboards. Under the new directive, Marathi must be displayed in a prominent and readable manner on all shop and hotel signboards. While other languages such as Hindi and English may still be used, they are expected to be secondary in size and visibility. Officials have indicated that compliance will be monitored, and strict action may be taken against establishments that fail to follow the rules.

The announcement has triggered mixed reactions across political and business communities. Supporters of the policy believe it is a necessary step to preserve and promote Marathi identity in a rapidly globalizing city. They argue that local language visibility is essential for cultural preservation and helps reinforce regional pride among citizens. On the other hand, several traders’ associations and opposition voices have raised concerns about the practicality of the rule. Mumbai is known as one of India’s most linguistically diverse cities, where Hindi, English, Gujarati, Tamil, and several other languages are widely spoken in daily business operations. Critics argue that imposing strict signage rules could create additional financial and operational pressure on small and medium-sized businesses.

Business owners have pointed out that many establishments already use multilingual signboards, including Marathi. However, the new requirement to prioritize Marathi may require redesigning and replacing existing boards, leading to additional costs. For small shopkeepers and local hotel operators, especially in densely populated commercial areas, even minor modifications can become a financial burden.

Municipal authorities, however, maintain that this is not a sudden move but part of a long-standing effort to ensure linguistic balance in public spaces. Over the years, multiple reminders and guidelines have been issued encouraging the use of Marathi in official and commercial signage. The latest directive is seen as a stricter enforcement phase rather than a completely new policy. Political reactions have further intensified the issue. Some regional leaders have strongly supported the move, calling it an important step toward protecting Maharashtra’s cultural identity. They emphasize that businesses operating in the state should respect and reflect the local language in their public communication.

Meanwhile, critics argue that Mumbai’s strength lies in its diversity and cosmopolitan nature. They believe that any policy that appears to prioritize one language over others must be carefully balanced to avoid alienating non-Marathi speaking residents and business owners. According to them, the city’s economic growth is deeply tied to its multilingual workforce and inclusive environment.

Reports suggest that enforcement drives may soon be launched to inspect compliance across commercial areas. Authorities may begin with warnings and awareness campaigns before moving toward penalties for repeated violations. However, officials have also indicated that the initial focus will be on education and guidance rather than immediate punishment.

Experts observing the development say the issue reflects a broader tension between cultural preservation and economic practicality. While promoting regional language is seen as important for identity and heritage, it must be balanced with the realities of a diverse urban economy like Mumbai. In previous years as well, language-related policies have sparked similar debates in Maharashtra, particularly in Mumbai. The city’s unique position as a financial hub and cultural melting pot makes such regulations highly sensitive and often politically charged.

As the implementation phase unfolds, business owners and civic bodies will be closely watching how the rule is enforced on the ground. The impact on small traders, hotel operators, and retail chains will likely determine how smoothly the policy is accepted and adapted.

IAS Officer to Lead Urban Development and Civic Governance in City

The Madhya Pradesh government has appointed 2019-batch IAS officer Akshat Jain as Municipal Commissioner of Rewa, marking a significant administrative move in the state's ongoing governance restructuring. Jain, who secured an exceptional All India Rank 2 in the UPSC Civil Services Examination 2018, assumes office following the April 9 administrative reshuffle that transferred his predecessor, Sanjay Sonawane, to the position of Collector in Betul.

NEW OFFICER'S BACKGROUND AND EXPERIENCE

Akshat Jain brings considerable experience in rural administration and district-level governance to his new urban role. The IAS officer has served as Chief Executive Officer of Zila Panchayat, Betul, since July 2023, where he managed developmental programmes and coordinated administrative functions across the district. His background in both rural and peri-urban governance is expected to strengthen municipal service delivery in Rewa.

ACADEMIC CREDENTIALS AND CIVIL SERVICE JOURNEY

A graduate in Design Engineering from IIT Guwahati, Jain's path to the civil services reflects determination and academic excellence. He had narrowly missed selection in his first UPSC attempt before securing the prestigious All India Rank 2 in his subsequent examination. The officer comes from a distinguished civil services family—his father, D.C. Jain, serves as Joint Director at the Central Bureau of Investigation, while his mother, Simmi Jain, holds the position of Additional Director General at NACIN, Jaipur, under the Indian Revenue Service.

EDUCATIONAL FOUNDATION AND FORMATION

Jain completed his schooling at India International School, Jaipur, graduating in 2017 before pursuing competitive examination preparation. His early academic formation in a reputed educational institution complemented his engineering background, providing a diverse knowledge base for administrative responsibilities.

ADMINISTRATIVE RESPONSIBILITIES IN REWA

As Municipal Commissioner, Jain will oversee critical urban governance functions including civic infrastructure development, public service delivery, and urban development initiatives across Rewa. The position carries responsibility for managing municipal operations, coordinating with local stakeholders, and implementing civic improvement projects. His appointment comes at a time when the city requires focused attention on infrastructure modernization and citizen services.

VACANCY AND TRANSITIONAL PERIOD

The Rewa Municipal Commissioner post had remained vacant following Sonawane's transfer in early April.
Fresh order under Nagar Palika Act ensures seamless urban governance till polls or next directive

In a significant administrative step, the Madhya Pradesh government today notified the nomination of eldermen for 65 Nagar Parishads across the state. The Urban Development and Housing Department issued the order of the Madhya Pradesh Nagar Palika Adhiniyam, 1961, appointing four eldermen each to these urban local bodies. The nominations will remain in force till the existing councils complete their term or until further orders, whichever comes earlier.

The notification aims to prevent any administrative vacuum in civic bodies where regular elections are yet to be scheduled. Senior officials confirmed the move will ensure uninterrupted delivery of essential services such as water supply, sanitation, road maintenance, street lighting and solid waste management in these towns.

Nominations Span Multiple Divisions

The comprehensive list covers urban bodies in districts including Sagar, Rewa, Mauganj, Shahdol, Umaria, Katni, Dindori, Narsinghpur, Balaghat, Seoni, Chhindwara, Pandhurna, Narmadapuram, Harda, Betul, Burhanpur and Khargone. Key councils include Karoulapur, Bilhara, Surkhi and Rahatgarh in Sagar division; Vaikunthpur, Sirmour, Dabhoura, Semariya, Tyonthar and Chakghat in Rewa; Budhar in Shahdol; and several others in the Narmada and southern regions.

Legal Framework and Immediate Effect

The state government exercised its statutory powers to nominate these eldermen for smooth functioning of the councils. Every nominee’s full name, father’s or husband’s name and ward number have been explicitly mentioned in the official order, making the entire process transparent and verifiable. The nominations take immediate effect upon publication.

Ward-Wise Details of Nominated Eldermen

The order features a balanced mix of experienced local leaders, women representatives and community figures from different wards. In Nagar Parishad Karoulapur (Sagar), Shri Prabhu Singh (Ward 15, Majhgawan), Smt. Kamlesh Rani Ray (Ward 5), Shri Shripal Jain (Ward 11) and Shri Vikram Singh (Ward 8) have been nominated. In Bilhara, Shri Manish Garg (Ward 1, Singwahani), Shri Raju Patel (Ward 4, Ganesh Chowk), Shri Pushpendra Thakur (Ward 1) and Shri Hiralal Ahirwar (Ward 5) find place. Similar ward-specific appointments have been made in Surkhi, Rahatgarh, Vaikunthpur, Sirmour, Dabhoura, Semariya and dozens of other councils, ensuring broad local representation.

Ensuring Continuity of Civic Services

With local body polls not yet notified in these areas, the fresh nominations of eldermen will allow the councils to convene meetings, sanction development works and resolve public grievances without any delay. This is especially important for ongoing schemes under state and central urban missions.

Impact on Urban Governance

The decision is expected to strengthen grassroots democracy in smaller towns where elected bodies sometimes face delays in reconstitution. Residents of these 65 Nagar Parishads can now directly approach the newly nominated eldermen for civic issues. It also reflects the government’s priority to keep urban development on track while preparations for the next municipal elections are underway.

What Lies Ahead

The state is likely to announce the schedule for regular Nagar Parishad elections in the coming months. Till then, the newly nominated eldermen will work alongside any existing elected members to implement development projects and maintain public services. The complete list of names, parentage and wards has been published in the official gazette for public information and easy reference.

This proactive step by the Madhya Pradesh government underscores its commitment to robust urban local self-governance and timely public service delivery across the state.
