Union Road Transport and Highways Minister Nitin Gadkari has expressed strong displeasure over the prolonged delay in completing the Mumbai-Goa Highway, saying he feels “ashamed” that the project has remained unfinished years beyond its original deadline.

Speaking at the inauguration of a six-lane elevated corridor at Porvorim in North Goa on Wednesday, Gadkari said he would not attend the inauguration ceremony of the widened Mumbai-Goa Highway when the project is eventually completed. He also announced plans to personally inspect the route in October. 

Mumbai-Goa Highway Is 93–94% Complete

According to the latest assessment shared by Gadkari, around 93–94% of the Mumbai-Goa Highway project has been completed. The minister said he was briefed about the progress during a meeting held a day before the Porvorim event.

Gadkari said he plans to land at Mumbai airport in October and travel by road to Goa to assess the condition of the highway himself. He wants to check not only the completion status but also whether the upgraded corridor has actually made travel easier for motorists. 

The widening project was launched in 2011 to convert the existing two-lane route into a four-lane highway. The project was originally targeted for completion in 2016 but has faced repeated delays.

Why the Project Has Taken So Long

The Mumbai-Goa Highway runs through Maharashtra’s Konkan region and is an important road link between Mumbai and Goa.

The project has been held up by a combination of issues over the years, including land acquisition, clearances and problems associated with project execution and contractors. Several stretches have continued to face construction-related work even as major portions have opened to traffic.

The prolonged delays have been particularly significant because the highway is heavily used during holiday periods and the annual Ganesh festival, when traffic between Mumbai and the Konkan region increases sharply.

Gadkari Threatens Strict Action Against Contractors

Gadkari said he wanted his ministry to set a record for taking action against contractors responsible for delayed or poor-quality infrastructure work.

He said he wanted the ministry to blacklist or debar the maximum possible number of contractors responsible for such failures and also take action against officials found responsible for delays or poor execution. 

The comments reflect the minister’s broader push for greater accountability in highway construction, particularly over quality and project timelines.

103 Contractors Penalised or Blacklisted

Gadkari had already told Parliament in July that 103 contractors and concessionaires were blacklisted or penalised between 2023-24 and 2025-26 over poor-quality execution of National Highway construction works. 

The parliamentary response also revealed that 629 of 1,191 National Highway projects under construction had exceeded their original completion schedules. The government did not provide project-specific reasons for all of those delays in the response. 

This data provides a wider context to Gadkari’s latest remarks about contractors and project monitoring.

Road Quality Remains a Concern

The Mumbai-Goa corridor has also faced criticism over road quality. Reports of potholes, surface damage, waterlogging, repairs and traffic disruptions have emerged on different stretches.

The concerns have added pressure on authorities because completing a highway on paper is not enough if sections deteriorate soon after opening.

Gadkari has said that his October inspection will give him an opportunity to assess the highway directly rather than relying only on project reports.

Porvorim Corridor Opens in Goa

Gadkari’s remarks came while inaugurating a 5.15-km six-lane elevated corridor at Porvorim, near Panaji.

The elevated road is designed to ease congestion on one of North Goa’s busiest stretches and improve movement between Panaji, Mapusa and destinations including the Mopa airport corridor. 

The newly opened infrastructure is separate from the controversy surrounding the delayed completion of the wider Mumbai-Goa Highway project, although both form part of the broader NH-66 connectivity network.

For now, Gadkari has made it clear that completion of the Mumbai-Goa Highway will be followed by a close inspection of its actual condition — and that contractors and officials responsible for poor execution could face further action.

The Union Cabinet, chaired by Prime Minister Narendra Modi, on Friday approved two major infrastructure and industrial development proposals, including the expansion of the Ballari–Guntakal railway section and a ₹3,030-crore BHAVYA-Rasayan scheme for setting up three dedicated chemical parks across the country.

Announcing the decisions after the Cabinet meeting, Union Minister Ashwini Vaishnaw said the projects are aimed at strengthening rail connectivity, improving logistics, attracting industrial investment, and generating employment as part of the government's broader Viksit Bharat vision.

Ballari–Guntakal Railway Project Gets Cabinet Nod

The Cabinet Committee on Economic Affairs approved the construction of the third and fourth railway lines on the Ballari–Guntakal section, which passes through parts of Karnataka and Andhra Pradesh.

The project has an estimated cost of ₹1,264 crore and is expected to significantly enhance rail capacity on one of the region's important freight and passenger corridors.

According to Vaishnaw, the project has been developed under the PM Gati Shakti National Master Plan, which focuses on integrated infrastructure planning, multimodal connectivity, and improving logistics efficiency across the country.

The expansion will add nearly 46 kilometres to the Indian Railways network and improve the movement of passengers, freight, and essential services.

Improved Connectivity for Three Districts

The railway project will cover three districts across Karnataka and Andhra Pradesh and is expected to improve connectivity for approximately 99 villages with a combined population of around 700,000 people.

The increased rail capacity will facilitate smoother passenger services and faster freight movement, helping industries in the region reduce transportation costs and improve supply chain efficiency.

The government also said the project would strengthen rail access to several tourist destinations, including Ballari Fort and the Shri Kumaraswamy Temple, encouraging tourism and regional economic development.

₹3,030-Crore BHAVYA-Rasayan Scheme Approved

The Cabinet also approved the BHAVYA-Rasayan (Bharat Industrial Development Scheme – Chemicals), a new initiative announced in the Union Budget for FY 2026-27.

The scheme aims to establish three dedicated chemical parks equipped with modern common infrastructure and essential utilities to promote investment in India's chemical manufacturing sector.

The total financial outlay for the scheme is ₹3,030 crore, of which ₹3,000 crore will be used for creating common infrastructure within the parks, while ₹30 crore has been allocated for administrative expenses.

The scheme will remain operational for five years, from FY 2026-27 to FY 2030-31.

Centre to Provide Up to ₹1,000 Crore Per Park

Under the scheme, the Central Government will provide financial assistance of up to ₹1,000 crore for each chemical park.

However, the grant will be conditional on the respective state government contributing at least ₹500 crore toward the project.

Vaishnaw said the initiative is expected to create world-class industrial infrastructure that will attract substantial private investment. Each chemical park has the potential to host industrial units involving investments ranging between ₹15,000 crore and ₹20,000 crore, significantly expanding India's manufacturing capabilities.

Focus on Employment and Industrial Growth

The government expects the chemical parks to generate thousands of direct and indirect jobs while strengthening India's position as a global manufacturing hub.

Modern shared infrastructure will reduce the cost of setting up industries, improve operational efficiency, and encourage both domestic and foreign investors to establish manufacturing facilities in the parks.

Officials believe the initiative will enhance India's competitiveness in the global chemicals sector while supporting the country's long-term industrial growth strategy.

Supporting the Viksit Bharat Vision

The Cabinet's decisions reflect the government's continued emphasis on infrastructure expansion and industrial development as key drivers of economic growth.

While the Ballari–Guntakal railway project is expected to improve connectivity, freight movement, and regional development, the BHAVYA-Rasayan scheme aims to accelerate industrialisation by creating modern chemical manufacturing clusters with strong infrastructure support.

Together, the two projects are expected to strengthen logistics networks, attract investment, generate employment, and contribute to India's ambition of becoming a developed economy in the coming years.

The Uttar Pradesh Cabinet, chaired by Chief Minister Yogi Adityanath, on Tuesday approved 18 key proposals, including the launch of the Rani Lakshmibai Scooty Scheme for meritorious female graduates and the construction of the 330-km Vindhya Expressway. The Cabinet also announced that the Monsoon Session of the Uttar Pradesh Legislature will be held from August 3 to August 6.

The decisions are aimed at promoting women’s education, strengthening infrastructure, and improving regional connectivity across the state. Along with the Vindhya Expressway, the government also approved the Vindhya–Purvanchal Link Expressway, which will integrate Uttar Pradesh’s major expressway network.

Free Scooters for Meritorious Girl Students

Under the Rani Lakshmibai Scooty Scheme, female students who complete their graduation will receive free scooters. The benefit will be available to students from families with an annual income below ₹10 lakh, while only the top 5% performers in every university and college will qualify.

Higher Education Minister Yogendra Upadhyay said the government would provide more than just scooters. The package will include vehicle registration, insurance, helmets, essential accessories, and five litres of petrol, ensuring that students receive complete support.

The scooters will be petrol-powered and procured through the Government e-Marketplace (GeM) portal. The minister also announced that the income limit would not apply to differently-abled students, daughters of martyrs, and girls from destitute families, making the scheme more inclusive.

The initiative is expected to encourage higher education among women while improving their mobility, particularly in rural and semi-urban regions.

Vindhya Expressway to Boost Regional Connectivity

The Cabinet also approved the 330-km Vindhya Expressway, estimated to cost around ₹22,400 crore. The expressway will begin from the terminal point of the Ganga Expressway at Sonwar Tehsil in Prayagraj and pass through Mirzapur, Bhadohi, Varanasi, Chandauli, and Sonbhadra.

Once completed, the project will directly connect Uttar Pradesh with the borders of Bihar, Madhya Pradesh, Chhattisgarh, and Jharkhand, significantly improving interstate trade and logistics.

The expressway will pass through approximately 341 villages, requiring nearly 2,800 hectares of land. Officials said travel time between Prayagraj and Sonbhadra would reduce from the current six-and-a-half hours to around three hours and fifteen minutes.

Vindhya–Purvanchal Link Expressway Approved

The government also sanctioned the 130-km Vindhya–Purvanchal Link Expressway, which will connect the Purvanchal Expressway with the new Vindhya Expressway.

The link road will pass through Ghazipur, Chandauli, Varanasi, and Mirzapur, covering around 135 villages and requiring another 2,800 hectares of land.

Once operational, the corridor will integrate the Purvanchal, Vindhya, and Ganga Expressways, creating seamless road connectivity from Delhi to the borders of Bihar and Madhya Pradesh.

Monsoon Session from August 3

The Cabinet also announced that the Monsoon Session of the Uttar Pradesh Legislature will be held from August 3 to August 6, during which the government is expected to introduce and discuss several important legislative and policy matters.

The latest Cabinet decisions reflect the state's dual focus on women’s empowerment through education and large-scale infrastructure development. While the free scooter scheme is expected to improve educational access and mobility for deserving students, the expressway projects aim to strengthen industrial growth, regional connectivity, and economic development across eastern and southern Uttar Pradesh.

The visit is being seen as part of the state government's broader push to strengthen public services and accelerate development works across districts ahead of the next phase of infrastructure expansion in Uttar Pradesh.

According to official information, the Chief Minister will begin his programme in Pratapgarh, where projects valued at over ₹384 crore will be launched in the Pratapgarh and Vishwanathganj Assembly constituencies. A total of 111 projects are included in this package.

These projects cover a range of sectors such as road connectivity, healthcare facilities, educational infrastructure, rural development and drinking water schemes. Officials said the initiatives are expected to improve public services and create better access to essential facilities in urban as well as rural areas.

Later in the day, Adityanath will travel to Sultanpur, where he will inaugurate and lay foundation stones for 99 projects worth more than ₹819 crore in the Sultanpur and Isauli Assembly segments.

The projects are aimed at strengthening local infrastructure, expanding development works and improving the delivery of government welfare programmes. State authorities believe the investments will contribute to long-term economic growth and improve the quality of life for residents in the region.

One of the major highlights of the Chief Minister’s visit is the inauguration of a government medical college and several healthcare-related initiatives. The state government has placed significant emphasis on expanding medical infrastructure in recent years, particularly in districts that previously lacked advanced healthcare facilities.

In a message posted on social media platform X, Adityanath said the visit would mark the beginning of several new initiatives related to health, development and public welfare in Pratapgarh and Sultanpur. He noted that multiple important projects, including a government medical college, would be dedicated to the public during the programme.

Apart from infrastructure projects, the Chief Minister is also expected to distribute benefits under various welfare schemes. Beneficiaries will receive assistance in the form of cheques, Ayushman cards, sewing machines, approval letters, house keys, certificates and recognition awards under different government programmes.

Officials said the event has been designed not only as an inauguration ceremony but also as an opportunity to directly connect welfare benefits with eligible citizens. Such outreach programmes have become a regular feature of government events in Uttar Pradesh, particularly in districts undergoing major development works.

The state government has linked these projects to its broader vision of a “Viksit Uttar Pradesh” or Developed Uttar Pradesh. Meanwhile, extensive security and traffic arrangements have been put in place for the Chief Minister’s visit. The Pratapgarh district administration has announced traffic diversions from 6 am to 10 pm and imposed restrictions on the movement of heavy vehicles within city limits.

Authorities have advised commuters to use alternative routes and follow traffic advisories issued by the administration to avoid inconvenience during the high-profile visit.

Rewa is set to witness a significant aviation upgrade as authorities move ahead with plans to expand the Rewa Airport runway, enabling operations of larger aircraft such as the Airbus A320. The proposed development includes extending the existing runway from 1,800 metres to 2,300 metres, a move expected to transform regional connectivity in Madhya Pradesh.

According to officials, the expansion process has already begun with land identification and administrative procedures initiated at the state level.

Land Acquisition Process

The expansion will require the acquisition of nearly 140 acres of additional land. District authorities have completed the demarcation process and forwarded the report to Bhopal for further approval.

Once the runway expansion is completed, direct flights from Rewa to major metropolitan cities such as Mumbai, Kolkata and Bengaluru are likely to be introduced.

Scindia opens ₹7 crore Orr River bridge to end monsoon woes

The 120-meter long bridge on the Ashoknagar-Piprai route will ensure year-round connectivity for thousands of local commuters.

Union Minister and regional Member of Parliament Jyotiraditya Scindia on Friday inaugurated a newly constructed bridge over the Orr River on the Ashoknagar-Piprai route. Built at an estimated cost of ₹7.06 crore, the 120-meter-long structure replaces an old low-level causeway that frequently submerged during the monsoon.

The Union Minister performed the ritual ribbon-cutting ceremony before walking across the span to personally inspect the construction quality. This project is expected to provide a permanent solution to the logistical bottlenecks faced by residents of Mungaoli and Piprai.

Enhancing regional connectivity

The inauguration marks a significant shift for the local transport network. Previously, the old causeway (rapta) served as the primary link, but its low height meant it was often underwater during heavy rains.
