<p>The action follows departmental inquiries that reportedly confirmed violations of financial rules and irregularities in the execution of development works across multiple gram panchayats.</p>
<h3><strong>Sohagi Sarpanch Removed from Office</strong></h3>
<p>In one of the key actions, <strong>Sheshmani Mishra</strong>, the sarpanch of <strong>Sohagi Gram Panchayat</strong> under <strong>Teonthar Janpad Panchayat</strong>, has been removed from office under <strong>Section 40 of the Madhya Pradesh Panchayat Raj and Gram Swaraj Act, 1993</strong>.</p>
<p>The decision was taken after an inquiry committee, constituted following a complaint by <strong>Rajiv Kumar Dubey</strong>, found evidence of financial irregularities and violations of prescribed procedures in the functioning of the panchayat.</p>
<p>Alongside the sarpanch, Panchayat Secretary <strong>Manpooran Prasad Shukla</strong> has been placed under suspension. His headquarters have been shifted to the Teonthar Janpad Panchayat during the suspension period.</p>
<h3><strong>Payment Through Relative Under Scanner</strong></h3>
<p>According to the inquiry findings, the former sarpanch allegedly appointed his son, <strong>Ashutosh Mishra</strong>, as a vendor for panchayat development works.</p>
<p>Investigators found that payments amounting to nearly <strong>₹35.17 lakh</strong> were allegedly released through this arrangement in violation of financial norms, prompting disciplinary action by the district administration.</p>
<h3><strong>Arrest Warrants Issued in Separate Case</strong></h3>
<p>In another case, <strong>Rewa District Panchayat Chief Executive Officer Mehtab Singh Gurjar</strong> has issued arrest warrants against three individuals associated with separate gram panchayats.</p>

<p>The officials had earlier been directed to recover government funds after departmental investigations reportedly established financial irregularities and embezzlement in development works. However, as the recovery amount was not deposited despite the orders, the administration initiated action under <strong>Section 92 of the Madhya Pradesh Panchayat Raj and Gram Swaraj Act</strong> by issuing jail warrants.</p>
<h3><strong>Pending Cases Still Under Review</strong></h3>
<p>District officials indicated that several older cases involving alleged financial irregularities in panchayats remain pending. In a number of these matters, recovery proceedings and arrest warrants had already been issued earlier, but the legal and administrative action has yet to be completed.</p>
<p>The latest measures are being viewed as part of the district administration's efforts to strengthen accountability in the implementation of rural development schemes and ensure proper utilisation of public funds.</p>
<p>Officials have not ruled out further action if additional irregularities are established during ongoing investigations.</p>

<p>On <strong>July 1</strong>, demonstrations on the use of drones for spraying liquid fertilisers were organised along with awareness sessions on crop companions and soil health management. Farmers were also introduced to modern agricultural practices aimed at improving productivity.</p>
<p>As part of the campaign, farmers visited model cooperative societies on <strong>July 2</strong> to gain practical knowledge of successful cooperative operations. Cooperative societies also distributed <strong>Micro ATMs</strong>, <strong>Kisan Credit Cards (KCCs)</strong> and <strong>RuPay KCC cards</strong> to eligible beneficiaries to improve financial inclusion in rural areas.</p>
<p>Activities on <strong>July 3</strong> included plantation drives and cleanliness campaigns, while awareness was also created through the circulation of the monthly publication <strong>'Sahkari Samachar'</strong> issued by the Chhattisgarh State Cooperative Union.</p>
<p>On <strong>July 4</strong>, health camps were organised at Jan Aushadhi Kendras operated by cooperative societies. Educational institutions also participated in the campaign through essay writing, painting and quiz competitions on the theme of cooperation on <strong>July 5</strong>, encouraging students to understand the importance of the cooperative movement.</p>
<p>The week-long programme will conclude on <strong>July 6</strong> with a seminar on the use of <strong>alternative fertilisers</strong>, followed by a grand closing ceremony. Officials said the initiative is aimed at strengthening the spirit of cooperation among farmers and rural communities while promoting self-reliance through cooperative institutions.</p>

<p>In Gram Panchayat Dihia under Sirmaur block, warrants have been issued against former sarpanch Suresh Kumar Verma and secretary Kamlesh Singh for alleged misappropriation of ₹2,43,873 allocated for a secondary school building.</p>
<p>Officials said recovery proceedings were initiated after financial discrepancies were detected during audits of panchayat development works.</p>
<h2>Custody and legal action</h2>
<p>As part of the MP action on corruption, authorities have also directed police officials to execute warrants and take necessary custody actions where required. In one case, former sarpanch Auseri Kol and secretary Dhirendra Singh of Gram Panchayat Joginhai have been ordered to be sent to Central Jail for non-payment of recovery dues.</p>

<p dir="ltr" style="text-align:left;">Drip Irrigation Replaces Wastage</p>
<p dir="ltr" style="text-align:left;">In Bhakha Mall village under Amarpur Janpad, 55 residents have built rainwater soak pits while 262 control trenches have been dug. Eight ponds have been restored. Thirteen recharge pits are now functional.</p>
<p dir="ltr" style="text-align:left;">Under the ‘Maa Ki Bagiya’ scheme, five beneficiaries have planted 15 lemon and 35 mango saplings per garden. Farmers are now using drip irrigation, clay pots, and saline bottles to water trees slowly—methods that cut wastage significantly.</p>
<p dir="ltr" style="text-align:left;">Sudama Sureshwar, a Krishi Sakhi associated with the livelihood project, said beneficiaries were trained in these micro-irrigation techniques and now handle sapling protection and watering independently.</p>
<p dir="ltr" style="text-align:left;">The Stark Reality Beneath the Numbers</p>
<p dir="ltr" style="text-align:left;">Despite the achievements, several villages continue to face acute water distress. Just three kilometres from district headquarters, women at Awas Tola walk 1.5 kilometres downhill daily to fetch dirty well water.</p>
<p dir="ltr" style="text-align:left;">On Sunday, residents of Karaunda village under Bajag Janpad blocked the Shahdol-Pandaria state highway over water scarcity. In Dhimaran Tola under Ghusia gram panchayat, a population of 500 has seen a Jal Jeevan Mission pipeline lie dismantled for four years. Residents are forced to descend into wells for water.</p>
<p dir="ltr" style="text-align:left;">Geography Makes Conservation Tougher</p>
<p dir="ltr" style="text-align:left;">Dr Rashmi Gautam, geography professor at Chandravijay College, explained that Dindori’s plateau terrain and rocky soil prevent natural percolation. “Smaller structures will help slow down runoff into rivers. But the district needs larger recharge structures for a complete solution,” she said.</p>
<p dir="ltr" style="text-align:left;">The district has only 17 percent irrigated land, with water tables remaining low due to topography.</p>
<p dir="ltr" style="text-align:left;">What Comes Next</p>
<p dir="ltr" style="text-align:left;">Villagers in Singhpur have already identified four hillocks where 350 control trenches have been dug. Plantation drives on these barren hills are planned once monsoon arrives, with residents taking responsibility for sapling survival.</p>
<p dir="ltr" style="text-align:left;">Public Health Engineering Department Executive Engineer Afzal Amanullah Khan said a control room has been set up at the collectorate building. “Wherever water crisis reports come in, we are arranging alternative supplies,” he confirmed.</p>

<p dir="ltr" style="text-align:justify;">The meeting, chaired by Women and Child Development Minister Smt. Nirmala Bhuria, lasted nearly two hours and saw participation from both in-person attendees and virtual members. Officials familiar with the proceedings told reporters that the panel examined major state-run initiatives aimed at making women financially self-reliant, alongside reviewing ground-level bottlenecks.</p>
<p dir="ltr" style="text-align:justify;">Focus on Economic Self-Reliance</p>
<p dir="ltr" style="text-align:justify;">Sources said the committee spent considerable time assessing schemes that provide direct benefit transfers, skill training, and livelihood support to women in rural and urban areas. Minister Bhuria emphasised that while Madhya Pradesh has seen improved female workforce participation over the last few years, several schemes need recalibration.</p>
<p dir="ltr" style="text-align:justify;">“The idea is to identify gaps between policy intent and on-ground delivery,” an official present at the meeting said on condition of anonymity. The committee also looked at how ongoing programmes have fared in districts with traditionally low female literacy and employment rates.</p>

<p dir="ltr" style="text-align:justify;">Panchayat and Rural Development Minister of State Smt. Radha Singh attended the meeting in person at the Mantralaya. Urban Development and Housing Minister of State Smt. Pratima Bagri joined virtually, reflecting a hybrid working style that has become common in government business post-pandemic.</p>
<p dir="ltr" style="text-align:justify;">Both ministers shared inputs from their respective departments, highlighting challenges women face in accessing housing schemes and rural livelihood missions. According to initial reports, Bagri flagged delays in forming women’s self-help groups in certain municipal wards, a point that the committee agreed to take up with district collectors.</p>
<p dir="ltr" style="text-align:justify;">Discussion on Relevance and Required Changes</p>
<p dir="ltr" style="text-align:justify;">The sub-committee, formed earlier this year to fast-track women-centric policies, deliberated on the current relevance of some older schemes. Officials indicated that certain programmes launched nearly a decade ago have not kept pace with changes in labour markets, digital access, or mobility patterns of women.</p>
<p dir="ltr" style="text-align:justify;">For instance, skill training modules that focus on traditional crafts may need to include newer sectors like e-commerce logistics or basic IT services. The committee also discussed the possibility of merging overlapping schemes to reduce duplication and improve fund utilisation.</p>
<p dir="ltr" style="text-align:justify;">Background of State’s Women Empowerment Push</p>
<p dir="ltr" style="text-align:justify;">Madhya Pradesh has run several flagship schemes for women, including Ladli Laxmi Yojana (conditional cash transfer for girl children) and Mukhyamantri Mahila Kosh (a revolving fund for women entrepreneurs). However, independent assessments have pointed to uneven implementation across districts, with tribal-dominated and remote areas often lagging.</p>
<p dir="ltr" style="text-align:justify;">Tuesday’s meeting was seen as a preparatory step before the committee submits its recommendations to the full cabinet. Ministers are expected to call for district-level feedback before finalising any structural changes.</p>
<p dir="ltr" style="text-align:justify;">What Happens Next</p>
<p dir="ltr" style="text-align:justify;">Committee chairperson Bhuria told reporters after the meeting that a detailed report with proposed amendments will be circulated within two weeks. “We have listened to field-level inputs. Now we need to act,” she said, without taking questions on specific scheme names.</p>
<p dir="ltr" style="text-align:justify;">The next meeting is tentatively scheduled for the first week of June, where the panel will prioritise schemes that require immediate executive action versus those needing legislative changes. Officials said any major overhaul would be rolled out in a phased manner, starting with pilot districts.</p>
