Lakhan Patel Loses Animal Husbandry Portfolio; CM Mohan Yadav Takes Charge

In a significant administrative reshuffle, the Madhya Pradesh government has withdrawn the Animal Husbandry and Dairy Development Department from Minister of State (Independent Charge) Lakhan Patel, assigning the portfolio to Chief Minister Dr Mohan Yadav.

Following the change, Patel will now oversee only the Anand (Happiness) Department, making him the first minister in the state's history to exclusively head the department.

The General Administration Department (GAD) issued an official notification formalising the decision soon after the Chief Minister approved the portfolio reallocation.

According to government sources, Chief Minister Yadav met Lakhan Patel at the State Hangar before departing for Ujjain with minister Gautam Tetwal.

CM Now Holds 11 Departments

With the latest change, Dr Mohan Yadav now directly handles 11 departments, including General Administration, Home, Prisons, Industrial Policy and Investment Promotion, Public Relations, Narmada Valley Development, Aviation, Mineral Resources, Public Service Management, Non-Resident Indians (NRI), and Animal Husbandry & Dairy Development, besides departments not assigned to any other minister.

The official notification, however, did not mention the Forest Department.

Gaushala Land Allocation Reportedly Triggered Move

Sources indicated that the decision followed concerns over the proposed allocation of land for self-reliant gaushalas (cow shelters) across the state.

The government was reportedly dissatisfied with the credentials of several institutions shortlisted for the project. Despite these concerns, officials and the minister were allegedly preparing to proceed with the allocations.

According to sources, Chief Minister Yadav had repeatedly discussed the issue with Patel over the past three to four months.

Complaints regarding the proposed land allotments reportedly reached senior leaders of both the Rashtriya Swayamsevak Sangh (RSS) and the Bharatiya Janata Party (BJP), after which the government decided to transfer the portfolio.

Only Anand Department Remains

The move leaves Lakhan Patel in charge of only the Anand Department, created by the Madhya Pradesh government in 2016 to promote citizen well-being and happiness initiatives.

Reacting to the development, Sudhir Nayak, president of the Mantralaya Officers and Employees Association, said that for the first time since its creation, the Anand Department would function as the sole responsibility of a cabinet-rank minister.

In a social media post, Nayak described the decision as recognition of the department's growing importance within the state's governance framework.

Second Portfolio Change in Mohan Yadav Government

Lakhan Patel is the second minister in the Mohan Yadav-led government to lose a key portfolio.

Earlier, Nagar Singh Chauhan was divested of the Forest and Environment Department, which was subsequently assigned to Ramniwas Rawat. After Rawat lost the by-election, the portfolio reverted to the Chief Minister, where it has remained since.

The latest reshuffle further consolidates key administrative departments under the Chief Minister's direct supervision.

Authorities seal major commercial farm in Durg district following confirmation of the highly contagious ASF virus as local industry faces massive losses.

The Chhattisgarh animal husbandry department has initiated a massive containment operation in the Durg district following a confirmed outbreak of African Swine Fever (ASF). Over the last week, the viral infection has claimed the lives of nearly 300 pigs at a prominent breeding farm in the Nardha-Mudpar village, prompting officials to cull an additional 150 animals to prevent further transmission.

Massive Culling Operation Launched

State veterinary officials moved into the Mudpar facility on Monday morning immediately after lab results from Bhopal confirmed the presence of the ASF virus. Teams wearing protective PPE kits administered lethal injections to the surviving livestock. This drastic measure was necessary as the virus carries a near 100% mortality rate among swine, with no known vaccine currently available globally.

Strict Disposal Protocols Followed

According to officials, the carcasses were disposed of using deep-burial methods in large pits excavated by earthmovers behind the farm premises. The entire area has been sanitized with lime and disinfectants. Local authorities are now moving to officially seal the farm to restrict movement, as the virus is known to survive on surfaces, clothing, and even currency notes for several days.

Significant Economic Blow Reported

Farm owner P.O. Joy reported a staggering financial loss estimated at approximately ₹1.20 crore. The farm, which served as a major supply hub for pork in Bhilai, Durg, and neighboring states, housed high-value breeding stock. Among the animals lost were 133 pregnant sows and nearly 400 piglets, many of which succumbed to the agonizing symptoms of the fever before the official culling began.

Delayed Response Concerns Raised

The farm management noted that while samples were collected as early as March 29, the formal confirmation arrived only on April 6. "By the time the reports came, 300 pigs had already died in pain," the owner stated, emphasizing that a 24-hour response window is critical in such outbreaks to safeguard nearby livestock holdings. There are growing concerns that the infection may have entered the state via transport trucks from Maharashtra.

Human Safety And Consumption

While the African Swine Fever outbreak is a catastrophic blow to the agricultural economy, health experts stressed that the virus does not infect humans. However, the district administration has issued an advisory against the consumption of pork from affected regions. This latest news today serves as a reminder of the fragility of the livestock sector, as officials monitor reports of similar deaths in forest areas of Mahasamund.

State On High Alert

The Animal Husbandry Department has intensified surveillance across Chhattisgarh. Deputy Director Wasim Shams confirmed that the department is tracking the movement of livestock and has alerted neighboring districts. This development follows a recent Bird Flu scare in Bilaspur, highlighting a challenging period for the state’s poultry and livestock industries.

Future Outlook For Farmers

The government is expected to review compensation protocols for affected farmers under the National Animal Disease Control Programme. For now, pig farmers in the Durg-Bhilai belt have been advised to maintain strict bio-security measures and report any sudden deaths to the nearest veterinary center. This public interest story continues to develop as authorities trace the source of the infection.

Minister Lakhan Patel details 2.9 crore animals, breed upgrades and self-sustaining goshalas.

MP Introduces Colour-Coded Tags for Livestock Identification

State govt rolls out tags to distinguish pet, stray cattle from goshala animals, easing farmer woes and road safety risks

Breaking Initiative

The Madhya Pradesh government is set to introduce colour-coded tags for cattle and buffalo to identify pet animals, strays and those in goshalas. Animal Husbandry Minister Lakhan Patel confirmed the move to this correspondent, addressing a key challenge posed by stray livestock damaging crops and causing accidents.

Sources indicate the state proposed the scheme to the Centre, which approved two distinct colours. Tags will arrive soon, enabling quick identification by colour—pet, stray or goshala-bound.

Minister's Confirmation

Patel explained the tags will simplify ownership checks. "People will know at a glance if an animal is stray or owned," he said. For pets, tags will reveal if they've been abandoned, curbing stray populations over time.

The initiative targets nearly 2.9 crore cattle and buffaloes in MP—1.57 crore bovines and the rest buffaloes. Only 30% are high-breed; 70% are indigenous, low-yield cows needing improvement.

Breed Improvement Push

Patel highlighted Gujarat's edge despite fewer animals: superior breeds boost milk output there. "MP has numbers but weaker stock," he noted. The state plans breed upgrades in self-sustaining goshalas to lift dairy production.

In a goshala with 25,000 cows, producing 1,500-2,000 high-breed calves yearly could yield Rs 1.5-2 crore in three years at Rs 1 lakh per cow, Patel added.

Self-Sustaining Goshalas

Under Policy-2025, large goshalas with over 5,000 capacity are rising in urban areas. Model units operate in Agar Malwa, Indore, Gwalior and Ujjain; construction advances in Bhopal, Jabalpur and Sagar.

Gwalior's facility will house India's first 100-tonne CNG plant from cattle waste. Revenue streams include solar plants, breeding, milk, CNG, manure and tourism—riverside huts, boating and homestays for rural visitors.

Enhanced Subsidies

Goshalas receive Rs 505 crore via the Gosamvardhan Board. Daily fodder aid per animal rises from Rs 20 to Rs 40. Hydraulic cattle-lifting vehicles aid injured strays.

"These steps make goshalas viable businesses," Patel stated, urging breed focus for economic gains.

Farmer and Road Impact

Strays ruin crops and trigger mishaps on MP roads, a persistent public interest story. Colour-coded tags promise relief—farmers spot owned animals easily, reducing conflicts. Authorities expect fewer accidents as strays get tracked to goshalas faster.

Latest news today from India news update underscores this as a practical government updates fix for rural distress.

Future Rollout

Tags deploy province-wide shortly post-Centre supply. Breed programmes expand, with tourism integration boosting goshala incomes. Officials monitor early results, aiming to emulate Gujarat's dairy success.
