<p>According to officials, the administration has decided to strengthen security protocols, particularly in districts that have witnessed targeted attacks on non-local workers in recent years.</p>
<p>The objective is to reduce the vulnerability of migrant labourers who often live in isolated locations near orchards, brick kilns and construction sites.</p>
<h3><strong>Cluster Housing Proposed</strong></h3>
<p>As part of the proposed strategy, migrant workers residing in scattered and remote locations will be relocated to designated secure housing clusters.</p>
<p>Officials believe that providing security to labourers living individually across hundreds of locations is operationally difficult. By moving them into identified clusters, security agencies expect to improve surveillance and ensure quicker response in case of emergencies.</p>
<p>Separate and isolated accommodation for non-local workers is likely to be discouraged under the new framework.</p>
<h3><strong>Mandatory Police Registration</strong></h3>
<p>The administration also plans to introduce compulsory police registration for every new migrant worker arriving in the Valley.</p>
<p>Under the proposal, workers will have to report to the nearest police station after arrival. Local police will verify their identity and inspect the place where they intend to stay before permitting them to reside there.</p>
<p>Officials say the verification process is aimed at improving security coordination and maintaining an updated database of migrant workers across the region.</p>

The victims, who had travelled to Kashmir in search of livelihood, were working at a brick kiln in Kelam, around 20 kilometres from Kulgam town.</p>
<p>The deceased have been identified as <strong>Deepak Ratre (24)</strong> from Bundeli village in Sakti district and <strong>Bhupendra Bhaina (28)</strong> from Chhuiha village in Sarangarh-Bilaigarh district. Security forces have launched a massive search operation in the area while investigations into the attack are underway.</p>
<h2><strong>Attack Followed Religious Identification</strong></h2>
<p>According to preliminary information, the terrorists first questioned the group of migrant workers about their identities. After confirming their names and identifying them as Hindus, the attackers allegedly separated the two men from the group and opened fire at close range.</p>
<p>Officials said the attack occurred around <strong>8:30 pm</strong> at the brick kiln where several migrant workers were employed. Witnesses reportedly heard three to four rounds of gunfire before the attackers fled the scene.</p>
<p>Security agencies have cordoned off the entire area, intensified vehicle checks, and launched a joint search operation involving the Army, Jammu and Kashmir Police, and other security forces.</p>
<h2><strong>Families Lose Their Sole Breadwinners</strong></h2>
<p>Deepak Ratre had moved to Jammu and Kashmir nearly a year ago along with his wife and brother to earn a living. He leaves behind his elderly mother, a specially-abled brother, his wife, and a two-year-old son. Family members described him as the sole earning member supporting the household.</p>
<p>Meanwhile, Bhupendra Bhaina had travelled to Kashmir with his wife nearly three months ago for work. He is survived by his two-year-old son, grandmother, and sister, who remain in their native village.</p>
<p>The deaths have plunged both villages into mourning, with relatives and residents expressing shock over the tragic incident.</p>
<h2><strong>Bodies to Be Brought Back to Chhattisgarh</strong></h2>
<p>State authorities have initiated the process of bringing the mortal remains of both victims back to Chhattisgarh. Officials from the district administration have met the bereaved families and assured them of all possible assistance.</p>
<p>As per existing provisions, the families of terror attack victims are entitled to compensation of around <strong>₹16 lakh</strong>, including an immediate relief amount of <strong>₹2 lakh</strong>.</p>
<h2><strong>Investigation Focuses on Terror Module</strong></h2>
<p>Initial investigations indicate that the attackers may have conducted prior reconnaissance before targeting the brick kiln. Intelligence agencies suspect the involvement of both a local militant and a foreign terrorist.</p>
<p>Sources said investigators are examining the possible role of <strong>Mohammad Latif</strong>, who reportedly joined the <strong>Lashkar-e-Taiba/The Resistance Front (TRF)</strong> last year. However, officials have not issued any formal statement confirming the identities of the attackers.</p>
<p>The incident has also raised concerns ahead of Kashmir's upcoming apple harvesting season, when thousands of migrant labourers travel to the Valley for seasonal work.</p>
<h2><strong>Chief Minister Condemns Attack</strong></h2>
<p>Chhattisgarh Chief Minister <strong>Vishnu Deo Sai</strong> strongly condemned the attack, describing it as a "cowardly act of terrorism."</p>
<p>He expressed grief over the loss of innocent lives and said the state government is in constant touch with the Jammu and Kashmir administration to ensure all possible assistance to the affected families.</p>

<p dir="ltr">A worker died and at least 60 others were hospitalised after an ammonia gas leak at St Peter's Paul Seafoods Exports Private Limited in Kannigaipair, near Periyapalayam in Tamil Nadu's Tiruvallur district on Sunday.</p>
<p dir="ltr">According to police sources, around 120 migrant workers, including women from Assam, Odisha and Jharkhand, were staying on the factory premises in accommodation provided by the company. The incident occurred on the unit's weekly holiday.</p>
<p dir="ltr">The ammonia leak is believed to have originated from the seafood processing unit and spread across the campus. Many workers reported breathing difficulties, while some suffered bleeding from the mouth and nose.</p>
<p dir="ltr">The affected workers were taken to nearby private hospitals for treatment. One worker died while undergoing treatment, police said. Nine workers in critical condition were later shifted to Government Stanley Medical College Hospital in Chennai in 108 ambulances.</p>
<p dir="ltr">Some reports indicated that seven workers had died and more than 60 had fainted, with the deceased all said to be from North India. Bulging of lungs due to excessive inhalation of the toxic gas was cited as the cause of death.</p>
<p dir="ltr">NDRF CBRN Team Deployed</p>
<p dir="ltr">Following a request from the district administration, the National Disaster Response Force (NDRF) deployed a specialised Chemical, Biological, Radiological and Nuclear (CBRN) response team from its 4th Battalion in Arakkonam.</p>
<p dir="ltr">The 30-member team, equipped with gas detection devices, personal protective equipment and specialised rescue gear, was pressed into service to assess the impact of the leak, secure the area and assist rescue efforts.</p>

<p dir="ltr">Tiruvallur district in-charge Minister Kumar rushed to the private hospitals, met the injured and enquired about their health condition. He said 60 women and four men affected by the gas leak were being treated.</p>
<p dir="ltr">Police have registered a case and an FIR against the firm. The owner was arrested while some more company officials were secured for interrogation.</p>
<p dir="ltr">Periyapalayam police have registered a case and further investigation is underway.</p>

<p dir="ltr">Tragic Chhattisgarh power plant accident at Vedanta facility in Sakti leaves 36 workers injured; victims from multiple states as postmortems continue and compensation announced.</p>
<p dir="ltr">Boiler Blast at Plant  </p>
<p dir="ltr">A boiler explosion ripped through the Vedanta power plant in Singhitrai, Sakti district, around 2 pm on Wednesday. Four workers died on the spot. Debris flew everywhere and plant machinery suffered heavy damage. Panic spread quickly as workers rushed to safety.</p>
<p dir="ltr">Death Toll Hits 20  </p>
<p dir="ltr">The toll climbed to 20 by late Wednesday. Seven bodies were sent for postmortem at Raigarh Medical College Hospital while five more were examined at the district hospital. Relatives of the deceased struggled to reach the facilities on time. Five additional postmortems are scheduled for Thursday because family members could not arrive earlier.</p>
<p dir="ltr">Multi-State Workers Affected  </p>
<p dir="ltr">Only four victims were from Chhattisgarh. The rest hailed from Uttar Pradesh, Bihar, Jharkhand and West Bengal. Plant security head Prem Jha confirmed that 36 workers suffered burn injuries in total. Of these, 12 were local residents of Chhattisgarh while the remaining came from the other four states. Sixteen injured workers are still undergoing treatment at various hospitals.</p>
<p dir="ltr">Postmortems in Raigarh  </p>
<p dir="ltr">Raigarh became the centre of grim activity on Wednesday. Bodies were shifted to the medical college and district hospital for examination. Some families reached from as far as Uttar Pradesh after receiving news of their relatives. Hospital corridors saw distraught relatives waiting for formalities to be completed. Two workers, Umendra and Kismat Ali, continue treatment at a private hospital in Raipur while three others are being treated at Balaji Metro Hospital in Raigarh.</p>
<p dir="ltr">Aid for Victims Families  </p>
<p dir="ltr">Vedanta management announced immediate relief. Families of the deceased will receive ₹35 lakh each along with a job offer. Injured workers will get ₹15 lakh apiece. The Prime Minister’s National Relief Fund will contribute ₹2 lakh per deceased family and ₹50,000 to each injured worker. The Chhattisgarh government has pledged ₹5 lakh for families of the dead and ₹50,000 for the injured.</p>
<p dir="ltr">Minister Visits Raigarh  </p>
<p dir="ltr">Commerce and Industry Minister Lakhan Lal Devangan, who also holds the labour portfolio, is scheduled to visit Raigarh on Thursday. He will meet injured workers and hold a meeting with the collector and senior officials. The visit comes amid mounting concern over safety standards at industrial units across the state.</p>
<p dir="ltr">Probe Into Accident Ordered  </p>
<p dir="ltr">Labour Minister Lakhan Lal Devangan said immediate instructions have been issued for a thorough investigation. “Strict action will be taken against those responsible under labour laws. No negligence will be tolerated at any level,” he stated. The Congress state unit chief Deepak Baij demanded ₹1 crore compensation for each deceased family and ₹50 lakh for the injured, describing the incident as “extremely painful”.</p>
<p dir="ltr">The Chhattisgarh power plant accident has once again highlighted risks faced by migrant workers in heavy industries. As investigations proceed and relief reaches families, officials say safety audits at similar facilities will be stepped up in the coming days.</p>
