<p dir="ltr">Prime Minister Narendra Modi told the Lok Sabha that the delimitation exercise ahead of the women's reservation rollout will treat all states equitably, allaying fears from the South and smaller regions.</p>
<p dir="ltr">Modi's pledge to the house</p>
<p dir="ltr">Prime Minister Narendra Modi offered what he called a firm "guarantee" in the Lok Sabha on Thursday that the delimitation process preceding the women's reservation would not disadvantage any state — big or small, north or south. The assurance came as the Constitution (One Hundred and Thirty-First Amendment) Bill, 2026 moved into debate, with several Opposition benches voicing concerns about southern states losing seats after delimitation.</p>
<p dir="ltr">No region faces injustice</p>
<p dir="ltr">"Whether it is South or North, small or big state, the delimitation process will not do injustice to anyone," the Prime Minister said, urging the House to approach the legislation through what he termed a "nation-first" lens rather than a partisan one. He pressed the Opposition to set aside electoral calculations and support a measure he described as a matter of national benefit.</p>
<p dir="ltr">Credit offer to opposition</p>
<p dir="ltr">In an unusual gesture, Modi offered a "blank cheque" of political credit to Opposition parties. According to sources in the House, he told members he was willing to run advertisements featuring whoever they wanted if it helped move the bill forward. "Take the credit, but let us unite to give women their due," he stated, warning that any delay beyond 2029 would erode the legislature's credibility among women voters.</p>
<p dir="ltr">The Prime Minister cautioned that stalling implementation past 2029 would undermine the credibility of the legislature in the eyes of the nation's women.</p>
<p dir="ltr">Women already in governance</p>
<p dir="ltr">Modi pointed to existing ground-level representation as evidence that the country is ready for this shift. As per official data cited by the Prime Minister, more than three lakh women currently hold decision-making roles in panchayats, and around 90,000 serve in urban local bodies. He argued that elevating this leadership to the national stage was the logical next step in changing what he called the "disha and dasha" — the direction and condition — of Indian politics.</p>
<p dir="ltr">Three bills introduced</p>
<p dir="ltr">Earlier in the session, the Lok Sabha approved the introduction of three related legislative proposals, though the Opposition pressed for a formal division of votes before the speaker allowed the bills to proceed. The move underscored the politically charged atmosphere surrounding the reservation legislation, even as the treasury benches maintained they had sufficient numbers for passage.</p>
<p dir="ltr">Nari Shakti and Viksit Bharat</p>
<p dir="ltr">The Prime Minister concluded his address by invoking "Nari Shakti" — women power — noting that Indian women are already bringing recognition to the country across sectors ranging from science to sport. Formal entry into the country's policy-making chambers, he argued, would "do wonders" for the overarching goal of a developed India by 2047.</p>
<p dir="ltr">What comes next</p>
<p dir="ltr">The bill is now set for full debate in the Lok Sabha before moving to the Rajya Sabha for approval. Officials indicated that once both houses clear the legislation, it will be referred for presidential assent. Implementation, however, remains contingent on the completion of the delimitation exercise — a process that analysts say could take several more years given the census backlog.</p>
