ED Begins Money Laundering Investigation

The ED has started examining the financial trail following the ongoing probe against former CGPSC Chairman Taman Singh Sonwani.

According to the investigation, evidence has emerged suggesting alleged laundering of ₹47 lakh, while the Central Bureau of Investigation (CBI) has reportedly uncovered evidence indicating collections of around ₹1.3 crore linked to recruitment-related transactions.

Officials are now examining whether the funds were routed through charitable and institutional channels to conceal their origin.

₹47 Lakh Allegedly Routed as CSR Donation

Investigators allege that ₹47 lakh was transferred to an organisation named Gramin Vikas Samiti in exchange for facilitating the selection of the son and daughter-in-law of a power plant director.

The agency claims that most members of the organisation were either relatives or close associates of former CGPSC Chairman Taman Singh Sonwani. His wife, Padmini Singh Sonwani, reportedly served as the chairperson of the organisation.

The probe further alleges that the money was shown as a Corporate Social Responsibility (CSR) donation for a college that investigators claim did not actually exist. The ED is examining these transactions under provisions related to money laundering.

₹1.3 Crore Allegedly Collected From Candidates

According to the CBI charge sheet, coaching institute operator Utkarsh Chandrakar allegedly collected nearly ₹1.3 crore from aspirants by promising access to the mains examination question paper and assured selection.

Investigators said Chandrakar has been absconding since his name surfaced during the investigation. His anticipatory bail has already been cancelled by the High Court, and the ED is now attempting to trace his whereabouts.

More Recruitment Exams Under Scanner

Investigating agencies have widened the scope of the probe beyond the CGPSC-2021 recruitment, examining alleged irregularities in more than 12 recruitment examinations conducted during Sonwani's tenure, including recruitment for Assistant Professor and other government posts.

The CGPSC-2021 examination was conducted to fill 171 vacancies. The preliminary examination was held on February 13, 2022, in which 2,565 candidates qualified. The mains examination took place between May 26 and 29, 2022, followed by interviews, after which the final selection list of 170 candidates was released on May 11, 2023.

Allegations of High-Value Bribes

Investigators allege that candidates seeking appointments to senior posts such as Deputy Collector and DSP were asked to pay between ₹75 lakh and ₹1 crore per post.

The probe has also raised allegations that relatives of former officials, political leaders and senior bureaucrats received undue advantage during the recruitment process. These allegations remain under investigation.

Twenty-Nine Named as Accused

The CBI has named 29 individuals in the case, including former CGPSC Chairman Taman Singh Sonwani, former Secretary J.K. Dhruv, former Examination Controller Aarti Vasanik, Deputy Examination Controller Lalit Ganvir, industrialist Shravan Kumar Goyal, his son Shashank Goyal, daughter-in-law Bhumika Kataria, Sonwani's son Nitesh Sonwani, relatives and several other accused, including absconding coaching operator Utkarsh Chandrakar.

Both the CBI and the ED continue to investigate the alleged recruitment scam, financial transactions and suspected money laundering linked to the case.

The Supreme Court on Friday raised concerns over the Delhi government's recruitment policy, questioning how transgender candidates can apply for government jobs when vacancies are advertised only under male and female categories. The court directed the Delhi government to file a detailed affidavit explaining how such candidates are accommodated in the recruitment process.

A bench comprising Justices J.B. Pardiwala and K. Vinod Chandran observed that merely introducing a third gender option in the online application portal is not sufficient if transgender applicants are still unable to compete for posts classified exclusively as male or female.

The court stressed that the recruitment process must ensure meaningful participation for transgender candidates rather than limiting inclusion to the application stage.

During the hearing, the bench questioned the practical implementation of the policy, asking how transgender applicants would be considered for jobs when advertisements continue to divide vacancies into gender-specific categories.

The judges noted that while allowing candidates to identify as a third gender is a positive step, the larger issue is whether they remain eligible for recruitment once they submit their applications.

The Delhi government has now been asked to file a detailed affidavit addressing these concerns.

Third Gender Option Added to Application Portal

Appearing for the Centre, Solicitor General Tushar Mehta informed the court that following the Supreme Court's earlier observations, the online recruitment portal now includes a third gender option.

He also told the bench that the petitioner has already submitted an application using the updated portal.

However, Mehta argued that any decision regarding reservation or separate recruitment provisions for transgender persons falls within the domain of the legislature and cannot be introduced through judicial directions alone.

'They Are Also Human Beings': Supreme Court

Counsel for the petitioner argued that several recruitment notifications issued by the Delhi government continue to classify vacancies strictly as "Male" or "Female."

The lawyer cited examples of teaching posts such as PGT Biology (Female) and PGT Chemistry (Male), where transgender candidates may find themselves excluded despite having the required qualifications.

Responding to the submissions, the bench made a strong observation:

"They are also human beings. Look at them with empathy."

The judges emphasized that recruitment policies should reflect dignity, fairness, and equal opportunity for every eligible applicant.

Concern Over Possible Exclusion

The Supreme Court further observed that even after successfully submitting an application under the third gender category, a transgender candidate could still be rejected if the advertised post is reserved exclusively for either male or female applicants.

The bench said this creates uncertainty and raises serious questions about equal access to public employment.

It therefore directed the Delhi government to clearly explain how transgender applicants are evaluated during the recruitment process and whether any mechanism exists to prevent discrimination.

Reservation a Policy Matter

During the proceedings, the Solicitor General maintained that while administrative changes such as adding a third gender option can be implemented, any policy on reservation for transgender persons requires legislative action.

The court did not issue any direction on reservation but confined the present hearing to the issue of participation and eligibility in recruitment.

The Uttar Pradesh government has unveiled one of its largest police recruitment drives, announcing plans to fill nearly 81,000 vacancies across various departments during the 2026-27 recruitment cycle. The initiative aims to strengthen the state's police force while creating significant employment opportunities for thousands of aspiring candidates.

The recruitment process will be conducted in multiple phases by the Uttar Pradesh Police Recruitment and Promotion Board (UPPRPB), which will issue separate notifications for different categories of posts. Candidates are advised to wait for the official advertisements, where detailed information regarding eligibility, age criteria, application dates and examination schedules will be published.

Recruitment to Cover Multiple Posts

According to the state government, the recruitment drive will include vacancies for several key positions within the police department.

The expected posts include Constable, Sub-Inspector (SI), Jail Warder, Radio Cadre, Computer Operator, Clerk, along with other technical and ministerial positions. However, the exact number of vacancies for each category will only be confirmed when the UPPRPB releases the official notifications.

Chief Minister Yogi Adityanath said the recruitment process would be conducted in a fair, transparent and efficient manner to ensure deserving candidates are selected while enhancing the state's policing capacity.

The large-scale hiring is also part of the government's broader strategy to modernise the Uttar Pradesh Police by increasing manpower and improving law enforcement capabilities across the state.

Multi-Stage Selection Process

The selection process will involve several stages designed to evaluate candidates' academic knowledge, physical fitness and overall suitability for police service.

The first stage will consist of a Computer-Based Test (CBT) featuring objective-type questions. The examination is expected to assess candidates in subjects such as General Knowledge, General Hindi, Current Affairs, Reasoning, Mental Ability, and Numerical Ability.

Applicants for the Sub-Inspector (SI) posts will also face questions related to Law and the Constitution, reflecting the responsibilities associated with the role.

Candidates who qualify in the written examination will proceed to the Physical Standard Test (PST), where officials will verify physical eligibility, including height, chest measurements (where applicable), and other prescribed standards.

Those clearing the PST will then appear for the Physical Efficiency Test (PET), which will evaluate their fitness through running and other physical activities.

The recruitment process will conclude with document verification and a medical examination before final appointments are made.

Online Application Process

The application process will begin only after the UPPRPB releases the official recruitment notifications.

Eligible candidates will be required to submit their applications online through the official UPPRPB website. Applicants must first register using a valid mobile number and email address before filling in their personal and educational details.

Candidates will also need to upload scanned copies of required documents, passport-size photographs and signatures, followed by payment of the prescribed application fee, wherever applicable.

The recruitment board has not yet announced the application schedule, examination dates or fee structure. Because the exam was conducted across multiple shifts over three days, UPPRPB will also apply a normalisation formula to adjust for any difficulty variation between different shifts, ensuring scores remain comparable across all candidates regardless of when they sat the exam. What happens after the written result
Clearing the written exam cut-off is only the first hurdle. Only after clearing all these stages does a candidate get included in the final selection list — the written exam cut-off simply determines who's shortlisted to attempt the physical and verification stages, not who's finally selected.

The Congress on Sunday intensified its attack on the BJP-led Central Government over recurring examination paper leaks, claiming that more than 152 paper leak incidents have taken place across the country since 2014, affecting nearly 7.5 crore students and their families.

Addressing a press conference in Raipur as part of the nationwide 'Chhatron Ki Goonj' campaign, Leader of Opposition in the Chhattisgarh Assembly Dr. Charan Das Mahant described the paper leak crisis as a "national epidemic" and accused the Centre of failing to protect the future of millions of aspirants.

Mahant said the campaign, launched under the leadership of Rahul Gandhi, aims to raise the issue of examination irregularities from the streets to Parliament. He alleged that repeated paper leaks have shattered the confidence of students preparing for competitive examinations after years of hard work.

The Congress leader claimed that aspirants spend years preparing for government jobs, while only a small fraction secure employment. He also alleged that question papers of major examinations, including NEET, IIT-JEE, and several state recruitment tests, were sold for lakhs of rupees, citing public claims and media reports.

Mahant further referred to the reported suicide of a student from Jagdalpur, alleging that repeated examination irregularities and uncertainty had increased stress among students.

Questioning the functioning of the National Testing Agency (NTA), the Congress accused the Centre of failing to ensure transparency and accountability in competitive examinations. The party also criticised the government for allegedly not taking strict action against those involved in paper leak cases.

During the press conference, Congress reiterated its demands for stringent action against paper leak accused, compensation for affected students, transparent recruitment processes, and reforms to restore confidence in the country's examination system.
