Tamil Nadu Chief Minister and Tamilaga Vettri Kazhagam (TVK) chief C. Joseph Vijay is moving to consolidate the coalition supporting his government, with the ruling bloc now formally named the Secular Social Justice Victory Alliance.

The alliance name was announced after a coordination meeting at the TVK headquarters in Panaiyur, Chennai, on September 9. Leaders of the Congress, Viduthalai Chiruthaigal Katchi (VCK), Marumalarchi Dravida Munnetra Kazhagam (MDMK) and Indian Union Muslim League (IUML) participated in the meeting. 

The development marks a shift from the political uncertainty surrounding government formation after the May Assembly election to an effort to give the ruling coalition a more formal organisational structure.

TVK, Congress, VCK, MDMK and IUML in Ruling Bloc

The newly named alliance brings together TVK and four key political partners — Congress, VCK, MDMK and IUML.

Tamil Nadu Congress Committee president B. Manickam Tagore said the alliance had been formed under Vijay's leadership. The partners are also working towards establishing a Common Minimum Programme and a steering mechanism to coordinate the coalition's functioning. 

The alliance is being projected by its leaders as more than a purely electoral arrangement, with secularism and social justice forming its stated political themes.

IUML's Role Has Become Clearer

The Indian Union Muslim League had been at the centre of uncertainty during the initial government-formation process in May, when questions arose over whether the party had formally extended support to TVK.

That episode is now superseded by the current political arrangement. IUML leaders, including K.M. Kader Mohideen, participated in the September 9 coordination meeting and are part of the newly named ruling alliance. 

The participation provides a clearer picture of the coalition's current composition than the earlier reports of uncertainty over letters of support.

Left Parties Maintain Distance

One notable feature of the latest alliance meeting was the absence of the Communist Party of India (CPI) and Communist Party of India (Marxist), or CPI(M).

Both parties have been supporting the TVK government from outside while maintaining their independent political positions. CPI(M) state secretary P. Shanmugam has said the Left's support would remain issue-based and aimed at maintaining political stability. 

Their absence from the latest coordination meeting therefore highlights a distinction between supporting the government and formally participating in the ruling alliance structure.

New Alliance to Contest Upcoming Bypolls

The newly named alliance is expected to make its electoral debut under the new banner in the upcoming Tamil Nadu Assembly bypolls.

The coalition's formation also gives the constituent parties a common political platform ahead of the next electoral battles. Leaders have said the alliance will focus on issues including secularism, social justice and the interests of Tamil Nadu. 

The bypolls will provide an early test of whether the coalition can translate its post-election arrangement into coordinated electoral action.

From Government Formation Crisis to Coalition Consolidation

The situation is markedly different from the uncertainty reported immediately after the May election.

At that time, questions surrounding support from parties such as the IUML and VCK had created uncertainty over whether Vijay could demonstrate a stable majority. TVK subsequently secured support from its allies and formed the government. The party's own account says the coalition reached 121 seats, after which the Governor invited Vijay to form the government. 

The September developments indicate that the focus has now moved from forming the government to managing and consolidating it.

The decision to establish a formal alliance structure, work on a Common Minimum Programme and create a coordination mechanism suggests that Vijay's political experiment is entering a new organisational phase.

Vijay's Leadership at the Centre

Vijay chaired the latest alliance meeting and continues to lead both the TVK and the state government.

The alliance partners have publicly accepted his leadership, while the bloc's formal name — Secular Social Justice Victory Alliance — is intended to communicate its stated ideological positioning. 

For TVK, the immediate challenge will be maintaining cohesion among parties with different organisational backgrounds and political priorities while demonstrating that the alliance can function beyond the initial government-formation arithmetic.

Vijay's TVK Still Short of Majority in Tamil Nadu; Swearing-in Put Off

Tamil Nadu remained in political limbo on Friday as TVK chief and actor Vijay staked claim to form the government but fell two MLAs short of the required majority. The swearing-in ceremony, earlier expected on Saturday, has been postponed. 

Vijay met Governor Rajendra Vishwanath Arlekar at Raj Bhavan and submitted letters of support from 116 MLAs belonging to his party TVK, the Congress, CPI and CPI(M). However, the two MLAs each from IUML and VCK are yet to submit formal letters of support, leaving the formation of the next government uncertain. 

According to officials familiar with the development, the Governor has indicated that a clear majority of 118 is necessary before inviting anyone to form the government. This marks the third time in recent days that Vijay has approached the Governor. Earlier attempts on May 6 and 7 did not succeed due to the same shortfall.

VCK Support Remains Verbal

VCK chief Thol Thirumavalavan publicly declared support for TVK on Friday morning. However, no formal letter reached Raj Bhavan by late evening, sources said. Police were deployed outside the VCK office in Ashok Nagar as speculation grew about a possible meeting between Vijay and Thirumavalavan. 

TVK supporters gathered in front of the Governor’s House, also known as Lok Bhavan, raising slogans demanding the formation of a government under Vijay. Police detained several protesters as tensions simmered through the day. 

Assam NDA to Take Oath on May 12

In a separate but simultaneous development, Assam Chief Minister Himanta Biswa Sarma announced that the NDA government will take oath on May 12. The swearing-in is scheduled for around 11 am. A BJP legislature party meeting will be held on May 10 to elect the leader, followed by a meeting of NDA MLAs. 

Speculation Over Alternative Alliances

Uncertainty in Tamil Nadu has triggered speculation about other possibilities. Sources indicate that if TVK fails to secure the numbers, the DMK and AIADMK could explore forming a coalition. TVK leaders have already warned that all their MLAs would resign in such an eventuality to avoid any “undemocratic” arrangement. 

DMK leader TKS Elangovan said Vijay should first explore support from other parties before approaching the Governor again. He also referred to ongoing police investigations into related complaints. 

Congress Rajya Sabha MP Pramod Tiwari, commenting on the Tamil Nadu situation, said the focus appeared to be on preventing an alternative government. He stressed that the Congress was working as a secular force against any direct or indirect influence of the BJP. 

Background and Numbers Game

Tamil Nadu’s 234-member Assembly requires 118 MLAs for a simple majority. While TVK and its allies have demonstrated significant strength with 116 letters in hand, the absence of formal backing from the remaining four MLAs has stalled the process. The delay has kept political circles in Chennai on edge, with parties scrambling to consolidate support. 

The situation follows the breakup of the DMK-Congress alliance, after which the DMK demanded that its MPs be re-seated separately in the Lok Sabha. 

What Lies Ahead

As of Friday evening, no fresh invitation from the Governor had been issued. Political observers expect intense backroom negotiations over the weekend, particularly between TVK and the smaller allies. The coming hours could prove decisive as parties finalise their positions. 

Supporters of various parties continue to watch developments closely, with many expressing fatigue over the prolonged uncertainty in government formation. Markets and daily life in the state, however, remained largely unaffected even as political temperature stayed high. 

The coming days will determine whether Vijay can bridge the final gap or if Tamil Nadu heads towards fresh political realignments.
