                <title>MP High Court Gives Conditional Nod to Declare Assistant Professor Recruitment 2024 Results</title>

<p>A division bench comprising Justice Pranay Verma and Justice J.K. Pillai passed the order while hearing petitions challenging certain provisions of the recruitment process. The court directed that the results of the petitioners be kept in sealed covers so that they can be produced before the court if required during further proceedings.</p>
<p>The matter has been scheduled for hearing again after two weeks.</p>

<h2>Recruitment Process Under Challenge</h2>
<p>The petitions were filed by Harachandi Ahirwar and other candidates from Chhatarpur against recruitment advertisements issued by the Higher Education Department and MPPSC on December 24 and December 30, 2024.</p>
<p>The petitioners questioned the allocation of 25 percent marks for experience and alleged that they had been deprived of reservation-related benefits during the recruitment process.</p>
<p>According to the petition, these provisions affected the fairness of the selection process and warranted judicial intervention.</p>

<h2>Earlier Order Allowed Interviews</h2>
<p>On March 17, 2026, the High Court had permitted the petitioners, who had qualified in the written examination, to appear for interviews. At the same time, the court had imposed a stay on the declaration of results pending further consideration of the matter.</p>
<p>This interim order had effectively delayed the completion of the recruitment process for the Computer Science Assistant Professor posts.</p>

<h2>MPPSC Seeks Completion of Selection Process</h2>
<p>During the latest hearing, MPPSC submitted an application before the division bench, stating that the inability to declare results was adversely affecting the recruitment process.</p>
<p>Deputy Advocate General Abhijeet Awasthi represented the state government, while advocate Aditya Pachauri appeared on behalf of MPPSC. <h3 dir="ltr" style="text-align:justify;">New draft rules propose a centralised eligibility score card system for state government jobs from October 2026, public suggestions invited till June 5.</h3>
<p dir="ltr" style="text-align:justify;">BHOPAL: In a major move aimed at restructuring the state’s bureaucratic hiring process, the Madhya Pradesh government is set to overhaul the recruitment rules for its two premier testing agencies—the MP Employee Selection Board (ESB) and the MP Public Service Commission (MPPSC).</p>
<p dir="ltr" style="text-align:justify;">The General Administration Department (GAD) has prepared the fresh draft guidelines, effectively moving towards a unified testing format. Under the proposed framework, all government recruitments in the state, excluding those falling directly under the purview of the MPPSC, will now be mandatorily conducted through the ESB.</p>
<p dir="ltr" style="text-align:justify;">According to officials, these new MP recruitment rules are slated to take effect from October 1, 2026, replacing the legacy guidelines established back in 2013. The state has opened the floor for public feedback, asking citizens and stakeholders to submit their suggestions or objections by June 5, 2026.</p>
<h3 dir="ltr" style="text-align:justify;">Shift to eligibility score cards</h3>
<p dir="ltr" style="text-align:justify;">The core of the proposed reform rests on shifting away from independent, multi-layered department exams to a streamlined "Eligibility Test" and "Score Card System". The draft rules indicate that the ESB will henceforth conduct three distinct categories of eligibility tests every year. These will include a General Eligibility Test, a Technical Eligibility Test, and a Teacher Eligibility Test.</p>
<p dir="ltr" style="text-align:justify;">Candidates who secure the minimum qualifying marks in these screening rounds will be issued an official score card. This card will serve as the baseline credential required to apply for specific vacancies across various state departments.</p>
<h3 dir="ltr" style="text-align:justify;">Validity windows and lifespans</h3>
<p dir="ltr" style="text-align:justify;">Sources familiar with the matter said that the scores obtained in the General and Technical eligibility tests will not remain valid indefinitely. The validity will extend from the date of result declaration until December 31 of the subsequent two calendar years.</p>
<p dir="ltr" style="text-align:justify;">Interestingly, while the qualification status for the Teacher Eligibility Test will remain valid for a lifetime, the actual score card required for job deployment will still carry a restricted validity period, forcing candidates to maintain updated performances for fresh recruitments.</p>
<h3 dir="ltr" style="text-align:justify;">Relief from multiple preliminary rounds</h3>
<p dir="ltr" style="text-align:justify;">The primary objective behind this structural pivot is to ease the burden on job aspirants, who currently find themselves appearing for repetitive preliminary screening tests for every minor departmental vacancy. Under the new rules, a single high score can be utilized to apply for multiple job openings across different portfolios.</p>
<p dir="ltr" style="text-align:justify;">Local authorities confirmed that the entire execution workflow will transition to a fully digital platform. The administration claims this digital push will significantly enhance transparency, reduce delays, and standardise evaluation metrics across the board.</p>
<h3 dir="ltr" style="text-align:justify;">Breakdown of the new exam pattern</h3>
<p dir="ltr" style="text-align:justify;">The draft outlines a specific distribution of marks to keep testing standards uniform. For the General Eligibility Test, the paper will feature 100 questions divided into four distinct operational sections. The syllabus will cover General Knowledge, Current Affairs, MP General Knowledge &amp; State Schemes, alongside Mathematics, Logical Reasoning, Data Interpretation, and basic Computer Literacy.</p>
<p dir="ltr" style="text-align:justify;">The Technical Eligibility Test will similarly feature 100 questions. However, to ensure specialised assessment, 25 questions will focus on general aptitude, while the remaining 75 questions will strictly test the specific technical discipline of the applicant.</p>
<h3 dir="ltr" style="text-align:justify;">MPPSC regulations undergo parallel revision</h3>
<p dir="ltr" style="text-align:justify;">Simultaneously, the state government has trained its eyes on reforming the apex state recruitment body. Draft rules titled the "Madhya Pradesh Public Service Commission Examination Rules 2026" have been formally notified for public review.</p>
<p dir="ltr" style="text-align:justify;">The GAD has uploaded the complete text of these proposed changes on its official web portal. Ajay Katesaria, Additional Secretary of the General Administration Department, stated that the administration is keen on reviewing stakeholder inputs before finalizing the gazette notification.</p>
<h3 dir="ltr" style="text-align:justify;">Deadline for public submissions</h3>
<p dir="ltr" style="text-align:justify;">An official notification confirms that any individual, institution, or legal stakeholder wishing to log an objection or suggest amendments must do so in writing before the June 5 deadline. Inputs can be emailed directly to sogad1@mp.gov.in or submitted through the dedicated feedback links on gad.mp.gov.in. The department has explicitly clarified that any communication received after the stipulated date will not be taken into consideration for the final drafting phase.</p>

                <title>MP High Court Stays AYUSH Medical Officer Recruitment Process</title>

The order was passed by the Jabalpur bench of the High Court while hearing petitions challenging the denial of reservation benefits to contractual doctors who have completed five years of continuous service.</p>
<p style="text-align:justify;">The matter has emerged as a major India News Update related to government recruitment and reservation policy in Madhya Pradesh. The decision is expected to affect the ongoing recruitment process conducted through the Madhya Pradesh Public Service Commission (MPPSC).</p>
<p style="text-align:justify;">The division bench comprising Chief Justice Sanjeev Sachdeva and Justice Vinay Saraf issued notices to the state government and the MPPSC seeking their response in the matter. During the hearing, the state government requested additional time to file its reply before the court. Representing the state, the Additional Advocate General sought two days’ time to submit the response, which was accepted by the bench. The next hearing in the case has been scheduled for June 23, 2026.</p>
<p style="text-align:justify;">The High Court, while passing the interim order, stayed all further proceedings related to the recruitment advertisements issued on December 31, 2025. This means the appointment process for AYUSH medical officers will remain suspended until further directions from the court. According to the petitions filed before the court, contractual AYUSH doctors who completed five years of continuous service were not being granted the benefit of 50 percent reservation in the regular recruitment process.</p>
<p style="text-align:justify;">The petitioners argued that the state government itself had issued a notification on March 11, 2025, providing reservation benefits to contractual medical officers working in Ayurveda, Homeopathy and Unani departments after completion of five years of service, provided they were working on equivalent posts. However, despite the notification, the recruitment advertisements issued by MPPSC allegedly failed to extend the reservation benefit to eligible contractual doctors.</p>
<p style="text-align:justify;">Senior advocate Naman Nagarath, appearing on behalf of the petitioners, argued before the court that all contractual AYUSH doctors were already performing duties on the same posts for which recruitment had been announced. He submitted that the only difference between contractual and regular officers was related to salary structure and service conditions. Denying reservation benefits solely on the basis of different pay scales was unjustified and contrary to the government notification, he argued.</p>
<p style="text-align:justify;">During the hearing, the petitioners’ counsel also referred to an earlier contempt case in which the state government had reportedly acknowledged that the AYUSH department approached the National Health Commission seeking parity in salary structure for contractual doctors. The petitioners claimed this itself established that contractual doctors were functioning on equivalent posts and therefore deserved reservation benefits under the notified policy.</p>
<p style="text-align:justify;">The court’s interim order has brought temporary relief to thousands of contractual AYUSH doctors working across Madhya Pradesh. Many of these doctors have been demanding implementation of reservation benefits in regular appointments for several years. Medical associations and contractual employees’ groups welcomed the High Court’s intervention and said the decision has provided hope to doctors serving in remote and rural areas under contractual arrangements.</p>
<p style="text-align:justify;">Several AYUSH doctors stated that despite years of service in government health facilities, they were not receiving the same opportunities and benefits available to regular employees. They argued that the reservation policy announced by the state government should be implemented uniformly during recruitment. The recruitment process had been initiated to fill vacant posts in Ayurveda, Homeopathy and Unani departments across the state. Officials said the appointments were aimed at strengthening healthcare services, especially in rural and semi-urban regions where AYUSH services remain in high demand.</p>
<p style="text-align:justify;">Legal experts believe the outcome of the case could have wider implications for future government recruitment policies involving contractual employees in Madhya Pradesh. The dispute has also raised broader questions regarding service parity and reservation eligibility for long-serving contractual workers. Observers noted that the High Court’s order reflects the judiciary’s focus on ensuring that recruitment rules and government notifications are implemented fairly and consistently.</p>
