A political storm is brewing in the Gudh Nagar Parishad in Rewa district, with a clear majority of elected councillors formally moving to oust the body’s president, Archana Singh. In a decisive move late Tuesday, 13 out of the total 15 councillors submitted a formal application to the Rewa Collector, demanding an immediate meeting to initiate no-confidence proceedings.

The development marks a significant escalation in a simmering dispute between Singh and the council members, who have accused her of running the civic body with complete disregard for established rules.

Councillors Submit Formal Demand

The group, led by a coalition of ward representatives, personally handed over the application to the collector’s office. Their primary demand is the swift scheduling of a mandatory meeting under the Municipal Act to bring the no-confidence motion to a vote. Along with the application, the councillors submitted affidavits, copies of their Aadhaar cards, and election documents to prove their legitimacy and standing.

According to sources familiar with the matter, the mood outside the collector’s office was tense but orderly. “We have followed every rule. The law is clear. If 13 of us say she has failed, the process must begin,” one of the councillors stated, requesting anonymity.

Specific Allegations of Graft and Misuse

The memorandum lists a series of serious allegations. Primary among them is the charge that Singh unilaterally passed resolutions to make “fake appointments” within the parishad, violating standard operating procedures. Councillors also alleged large-scale misuse of the council’s funds and claimed that development works were being awarded arbitrarily.

A more specific charge involves the monthly fuel bills. The application states the president regularly gets 100 litres of diesel filled for her personal vehicle—an expense they claim is not sanctioned under any rule for her position. Additionally, discrepancies in payment records for a JCB machine operating in wards 14 and 15 have been flagged. The councillors allege money was withdrawn for the machine’s operation, but proper accounts were never maintained.

Violation of MP Municipal Act

The move to oust Singh is not just about financial irregularities. The councillors have accused her of actively working to undermine the chief municipal officer’s authority. They claim she arbitrarily canceled the officer’s orders regarding the removal of encroachments, effectively siding with illegal occupiers.

This action, they argue, is a direct violation of sections 187 and 223 of the Madhya Pradesh Municipal Act, 1961. “By shielding encroachers and tearing down official orders, she has crossed a line. This is corruption of process, plain and simple,” the application reads.

Overwhelming Support for Motion

Political arithmetic in the small civic body appears heavily stacked against the president. With 13 out of 15 members backing the motion, the anti-Singh faction commands more than the two-thirds majority typically required to pass such a resolution. This number suggests the motion is almost certain to succeed if a meeting is convened.

The councillors have insisted that the collector follow the prescribed timeline and call for the session at the earliest, without any procedural delays.

President’s Response Awaited

As of this report, Archana Singh has not issued any official reaction to the no-confidence move. Efforts to reach her for comment were unsuccessful, and it remains unclear whether she will attempt a political countermove or prepare to face the vote. The collector’s office has confirmed receipt of the application and said the matter is being reviewed according to the provisions of the Municipal Act. The next few days will be crucial in determining how quickly the council meets to decide the fate of its president.
