A fresh security breach has been reported from the Juvenile Observation Home in Ambikapur, Chhattisgarh, where 13 juveniles escaped after breaking open a dilapidated door, barely three weeks after an earlier jailbreak at the same facility. Authorities said the latest incident occurred on the night of July 14, raising serious concerns over security arrangements and infrastructure at the state-run correctional institution.

According to police, the escaped juveniles were lodged in connection with serious criminal cases, including murder, rape, robbery and theft. Following the incident, police launched an overnight search operation and managed to apprehend two of the escapees, while efforts are continuing to trace the remaining 11 juveniles.

Second Escape in 21 Days

The latest escape comes less than a month after 11 juveniles fled the same observation home on June 24 by breaking a window grille during heavy rain and a power outage. All 11 were subsequently tracked down and taken back into custody.

Preliminary investigations indicate that the alleged mastermind behind the latest jailbreak is the same juvenile who had allegedly planned the June 24 escape. After being recaptured in the earlier incident, he was returned to the facility, where he is now accused of organising another coordinated escape involving both previously detained and newly admitted juveniles.

Door Broken After Dinner

Observation Home in-charge Shama Noori said the juveniles were served dinner at around 8 pm before returning to their rooms. Investigators believe they took advantage of an old and weakened door inside the barrack, broke it open and escaped from the premises.

Officials said the escape appears to have been pre-planned, with the accused exploiting structural weaknesses in the facility rather than overpowering staff.

Security Concerns Under Spotlight

The repeated breaches have intensified scrutiny of security arrangements at the Ambikapur Juvenile Observation Home.

Shama Noori said the administration had already approached the district police seeking additional security personnel before the latest incident. According to her, the proposal received in-principle approval, and reinforcement of security is expected soon.

She added that repair work is currently underway, with authorities welding doors, windows and other vulnerable entry points to strengthen the facility against future escape attempts.

Police Launch Massive Search

Gandhinagar police registered the incident immediately after receiving information from the observation home.

Station House Officer Praveen Kumar Dwivedi confirmed that two juveniles had been detained shortly after the escape. Search teams have been deployed across Ambikapur and adjoining districts, with surveillance intensified at bus terminals, railway stations and other transit points.

Police have also alerted authorities in Surguja, Surajpur and Korea districts, as several of the absconding juveniles belong to these areas.

Officials expressed confidence that the remaining escapees would be traced and brought back into custody at the earliest.

Incident Follows Bilaspur Juvenile Home Murder

The latest escape comes days after another serious incident involving a juvenile correctional facility in Chhattisgarh.

Recently, four juveniles escaped from a juvenile home in Bilaspur after allegedly murdering a security guard. Investigators said the accused, who were lodged in connection with serious offences, allegedly tied the guard's hands and legs, strangled him and fled from the premises.

The back-to-back incidents have sparked fresh debate over the safety, supervision and infrastructure of juvenile correctional institutions in the state.

Authorities have initiated an inquiry into the Ambikapur jailbreak to determine whether there were lapses in security protocols or administrative negligence. The findings are expected to guide further action aimed at preventing similar incidents in the future.

A 23-year-old woman allegedly died by suicide at her home in Chhattisgarh's Surguja district following a reported dispute with her husband, while her family has accused her in-laws of subjecting her to dowry-related harassment and demanding a car. The woman's husband and his family have denied the allegations, claiming the couple had argued over an unrelated domestic issue.

The incident took place in Kuniya village under the Kamleshwarpur police station limits. The deceased, identified as Mini Yadav, had been married to Anuj Yadav for nearly four years, and the couple has an 18-month-old daughter.

According to police, the incident occurred on Saturday evening when Anuj Yadav had reportedly gone to a nearby grocery shop with their daughter. During his absence, Mini allegedly hanged herself inside a room of the house. Family members rushed her to the Community Health Centre in Kamleshwarpur, where doctors declared her dead.

Post-mortem shifted after family protest

The death triggered tension after the woman's parents and relatives reached the hospital and accused the in-laws of dowry harassment. They refused to allow the post-mortem examination to be conducted at Kamleshwarpur and demanded that it be carried out at Ambikapur Medical College Hospital.

Following the family's request, authorities shifted the body to Ambikapur, where a team of doctors conducted the post-mortem before handing over the body to the family.

Family alleges dowry demand and harassment

Mini's father, Sanjay Yadav, alleged that his daughter had been repeatedly harassed after marriage over a demand for a car as dowry.

He claimed that while no demands were made before the wedding, a Bullet motorcycle was given during the marriage ceremony, but the groom's family later sought a car. According to him, Mini had earlier informed the family about alleged harassment and physical abuse.

The father further alleged that he noticed blood near his daughter's nose and eyes and injury marks on her body after reaching the hospital. He also claimed that her husband, father-in-law, mother-in-law and sister-in-law had been mentally and physically harassing her.

The family has demanded a thorough investigation and justice for the deceased.

Police begin investigation

Surguja Additional Superintendent of Police Amolak Singh said the death is being investigated from all possible angles. He confirmed that the inquest was conducted in the presence of an executive magistrate and that a medical board carried out the post-mortem examination.

Police said further legal action will depend on the findings of the post-mortem report, forensic evidence and statements recorded during the investigation.

In-laws reject allegations

The deceased woman's in-laws have denied the allegations of dowry harassment.

According to the husband's family, the couple had recently argued after a newly purchased mobile phone accidentally got soaked in water while Mini was washing clothes. They claimed the disagreement was limited to that incident and rejected claims of any dowry-related abuse.

Police have not confirmed any allegations made by either side and said the investigation remains ongoing.

Authorities are expected to examine medical evidence, witness statements and other material before determining whether any criminal charges related to dowry harassment or abetment to suicide are warranted.

Chhattisgarh continues to witness sluggish monsoon activity, with the state recording a 21% rainfall deficit so far this season despite scattered showers over the past 24 hours. The India Meteorological Department (IMD) has, however, forecast an improvement in rainfall activity over the next five days and issued a yellow alert for four districts in the Surguja division, warning of thunderstorms and lightning.

According to IMD data, the state received 252.4 mm of rainfall between June 1 and July 11 against the normal seasonal average of 320.6 mm. The shortfall reflects a slowdown in monsoon activity during the second week of July, raising concerns for agriculture in several districts.

Yellow Alert for Four Districts

The weather department has issued a yellow alert for Surguja, Surajpur, Balrampur and Jashpur on Sunday, warning of light to moderate rainfall accompanied by thunderstorms and lightning.

Meteorologists have indicated that rainfall activity is likely to intensify from July 13 as favourable weather systems become more active. Residents have been advised to avoid open fields, isolated trees and electric poles during thunderstorms due to the risk of lightning strikes.

Two Weather Systems Driving Rainfall

According to IMD, two significant weather systems are currently influencing weather conditions across central India.

An upper air cyclonic circulation persists over eastern Uttar Pradesh, while another cyclonic circulation remains active over north-west Bihar and adjoining areas. These systems are continuously drawing moisture-laden winds from the Bay of Bengal towards Chhattisgarh, creating favourable conditions for cloud formation and rainfall across several parts of the state.

Weather experts expect the combined influence of these systems to strengthen from Monday, leading to an increase in rainfall intensity across northern districts.

Half the State Still Facing Rainfall Deficit

Despite intermittent showers, rainfall remains below normal in half of Chhattisgarh's districts. Out of 32 districts, 16 have reported deficient rainfall, while 14 districts fall within the normal range.

The rainfall deficit is particularly severe in northern Chhattisgarh. Surguja has recorded a 54% shortfall, followed by Jashpur (42%), Korea (39%), Surajpur (30%) and Manendragarh-Bharatpur (29%).

In Bastar division, traditionally among the state's wettest regions, rainfall has also remained below expectations. Bastar district has recorded a 27% deficit, Kondagaon 34%, Sukma 32% and Bijapur 20%, although Dantewada and Narayanpur have reported comparatively better rainfall.

Sarangarh-Bilaigarh Tops Rainfall Chart

Sarangarh-Bilaigarh has emerged as the state's wettest district so far this season, recording 462.5 mm of rainfall against the normal 265.7 mm—an excess of 74%. It is currently the only district classified under the "large excess rainfall" category.

Mungeli has also received above-normal rainfall, recording 331.8 mm, around 21% higher than the seasonal average.

Several districts, including Balod, Balodabazar, Balrampur, Gariaband, Janjgir-Champa, Raipur, Mahasamund and Rajnandgaon, have reported rainfall close to seasonal norms.

Temperatures Remain Moderate

Durg recorded the highest maximum temperature in the state at 33.6 degrees Celsius, while Ambikapur registered the lowest minimum temperature at 23.8 degrees Celsius during the last 24 hours.

For Raipur, the weather department has forecast cloudy skies with intermittent spells of rain throughout Sunday. Thunderstorms and lightning are also likely, with temperatures expected to range between 27 degrees Celsius and 34 degrees Celsius.

Agriculture Depends on Upcoming Showers

The rainfall situation remains crucial for farmers as the first half of July is considered the most important period for Kharif crop sowing, particularly paddy cultivation. Insufficient rainfall in several districts could delay sowing operations and affect early crop growth.

Meteorologists believe that if the predicted increase in rainfall between July 13 and July 15 materialises, soil moisture levels will improve significantly, providing much-needed relief to farmers across the state.

Four people lost their lives in two separate road accidents in Chhattisgarh's Surguja district on Friday night. Three young men were killed in a head-on collision between two motorcycles in Mainpat, while a woman died after an unidentified truck hit the motorcycle she was travelling on along National Highway-43. Her husband sustained serious injuries and is undergoing treatment.

Police have identified the deceased as Arjun Lohar (23), Viphal Kumar Majhi (21), Guddu Ram (22) and Rita Ekka (48). Separate investigations have been launched into both incidents.

Three Killed in Mainpat Bike Collision

The first accident took place at around 8 pm on the Narmadapur–Bijalhawa main road under Kamleshwarpur police station limits in Mainpat.

According to police, two motorcycles travelling at high speed collided head-on, throwing the riders onto the road. The impact was so severe that Arjun Lohar, a resident of Lundra, and Guddu Ram, a resident of Kot in Sitapur, died on the spot.

Third Victim Succumbs During Treatment

The third rider, Viphal Kumar Majhi, sustained critical injuries in the crash. He was initially taken to a Community Health Centre before being referred to Ambikapur Medical College Hospital.

Despite medical treatment, he succumbed to his injuries, taking the death toll in the accident to three.

Family members said Viphal and his friend Guddu had gone to Mainpat for an outing and were returning home when the accident occurred. Arjun was reportedly travelling to Narmadapur to visit his in-laws. He had been married for about a year.

Police said weather conditions were clear at the time of the accident, and preliminary findings indicate that overspeeding may have been the primary cause of the collision.

Woman Killed on National Highway

In the second incident, a couple travelling on a motorcycle was hit from behind by an unidentified truck near Sedam Bazaar on National Highway-43.

The collision claimed the life of Rita Ekka (48), a resident of Deori village, while her husband, Sukhan Ekka, suffered serious injuries.

The couple was returning home from Sitapur when the accident occurred.

Search for Truck Driver Underway

Police have launched a search for the unidentified truck and its driver, who fled the scene after the collision.

Officials are examining evidence and speaking to witnesses to identify the vehicle involved. A case has been registered, and further investigation is underway.

The twin accidents have once again highlighted concerns over road safety and speeding on highways and rural roads in the region.

A 26-year-old pregnant woman and her newborn died during a home delivery in Chhattisgarh's Surguja district, prompting concerns over maternal healthcare awareness and the risks associated with unattended deliveries. Health officials said the woman had been diagnosed with severe anaemia and high blood pressure weeks before the incident and had been advised to undergo treatment at a hospital.

The incident occurred in Sakariya village of Lakhanpur block, where Sukhni Majhwar was undergoing delivery at home on Tuesday morning with the assistance of a traditional birth attendant. Both the mother and the unborn child died during the delivery.

Following the incident, officials from the Health Department reached the village to investigate the circumstances surrounding the deaths. Acting on the directions of the Block Medical Officer (BMO), Rural Medical Assistant Dr. Vinod Kumar Bhargava recorded statements from the family members and conducted a preliminary inquiry.

Medical Examination Had Flagged High-Risk Pregnancy

According to the Health Department, Sukhni Majhwar had recently returned to her native village from Tamil Nadu, where she and her husband, Dinesh Majhwar, worked as migrant labourers. The couple returned home on June 14 when she was around eight months pregnant.

On June 21, the village Mitanin (community health worker) accompanied her to the Primary Health Centre at Kunni for a routine antenatal examination. Medical tests reportedly found her haemoglobin level to be 6.6 g/dL, indicating severe anaemia, while her blood pressure was also elevated, placing her pregnancy in the high-risk category.

Doctors advised her to report to the hospital the following day for an iron sucrose infusion and recommended further evaluation and treatment at the district hospital in Ambikapur.

Recommended Treatment Not Availed

Health officials stated that despite repeated medical advice, the pregnant woman did not visit the district hospital for further treatment and did not receive the prescribed iron sucrose therapy.

Nearly two weeks after the medical examination, she went into labour at home. Instead of being shifted to a healthcare facility, the delivery was conducted in the village with the assistance of a local birth attendant. During the delivery, both the mother and the baby died.

The Health Department maintains that timely medical intervention and institutional delivery could have reduced the risks associated with her condition.

Preliminary Probe Points to Severe Anaemia

Rural Medical Assistant Dr. Vinod Kumar Bhargava said the preliminary inquiry indicates that severe anaemia was the primary factor behind the deaths of both the mother and the newborn.

He stated that despite being identified as a high-risk pregnancy, proper treatment was not completed. According to him, the case also highlights the need for greater public awareness regarding institutional deliveries and regular antenatal care.

Health officials added that community health workers, including Mitanins, are being instructed to ensure that all pregnant women undergo regular health check-ups and are referred to hospitals without delay whenever complications are detected.

Focus on Maternal Health Awareness

The incident has once again drawn attention to the importance of institutional deliveries, especially in cases involving high-risk pregnancies. Public health experts have consistently stressed that conditions such as severe anaemia and hypertension require close medical monitoring, as they significantly increase the risk of complications during childbirth.

Authorities are expected to complete a detailed inquiry into the incident while continuing awareness campaigns encouraging expectant mothers and their families to seek timely medical care and avoid unsafe home deliveries in high-risk cases.

Three people, including two children, died after lightning struck Dumki village in Surguja district, while Bilaspur saw storm damage, power outages and waterlogging after heavy rain and strong winds. The state also continues to face a sharp monsoon deficit, with rainfall still about 66% below normal so far.

In Surguja, 5-year-old Sagar, 9-year-old Rani and 36-year-old Ram Sai were standing under a tree to collect mangoes when lightning struck them, killing all three on the spot. Sagar’s 12-year-old elder sister Shraddha was also badly burnt in the strike and is undergoing treatment.

Bilaspur was hit by thunderstorm activity on Monday evening, flooding several areas and causing major disruption to electricity supply. A large tree fell near the Collector’s bungalow, damaging a parked car, though the people inside escaped unharmed. The fall also snapped electric wires, leaving parts of the city without power for hours, including VIP areas.

Officials said the 11 kV line near the Collector’s bungalow broke, while a 33 kV main line between Tifra and Mopka also failed, worsening the blackout. In another incident, nine insulators on an 11 kV line between Birkona and Chhantidih burst at once, and a current transformer at the Shanikari substation exploded, deepening the outage in nearby localities.

The weather department said light to moderate rain will continue for the next 24 hours, and rainfall activity is expected to intensify across Chhattisgarh from 1 July. Over the next week, several districts may see rain with thunder and lightning, so people have been advised to avoid standing under trees or in open areas during storms.

Raipur is expected to remain cloudy today, with chances of thunderstorms and rain. The city’s maximum temperature may stay around 35 degree Celsius, while the minimum could hover near 25 degree Celsius.

Despite the rain spells, monsoon progress remains slow across the state. By 30 June, Chhattisgarh should normally have received 178.4 mm rainfall, but only 60.02 mm has been recorded so far, leaving the state with a deficit of around 66%.

A First Information Report (FIR) has been registered against BJP MLA Ramkumar Toppo and about 10 of his supporters after an alleged assault on Rajapur’s naib tehsildar, officials said on Monday. The incident on the evening of May 27 has triggered a shutdown of tehsil offices and a protest by junior administrative officers across the district.

What happened
According to police records and administrative sources, the naib tehsildar of Rajapur, Tushar Manik, was allegedly assaulted in Rajapur by Toppo and his supporters when he had gone there to sign a file connected to a land document. Initial reports indicate the confrontation began after a dispute over processing a branch-shodh (land record) application filed on May 14 by the MLA’s relative, and escalated when the naib tehsildar was summoned back to Rajapur from Sitapur.

FIR and counter-FIR
An FIR against Toppo and his associates—named in police papers as Yusuf, Nazim Raja, Pankaj Gupta and others—was lodged under multiple sections including obstruction of public servants and assault. A counter-FIR has also been registered after a complaint from the MLA’s camp, police said. Both cases are under investigation by the Sitapur police.

Officials’ response
Local administration sources said tehsildars and naib tehsildars met Surguja Collector Ajit Vasant on Monday morning. Following the meeting, junior administrative officers staged a sit-in at Kalakendra ground, pressing for the MLA’s arrest and immediate action. “Unless appropriate action is taken, the agitation will continue,” a senior local officer said on condition of anonymity.

Victim’s demand: narco test
The alleged victim, Tushar Manik, told reporters he wants a narco analysis for himself and the MLA to establish facts, and he urged authorities to order the test. “We want the truth to come out. Until a proper probe is completed, our strike will continue,” Manik said. Toppo, contacted by phone, said he is ready to cooperate with all investigations and submit to tests if required, but has not clearly indicated whether he will surrender to police.

Congress state president Deepak Baij criticised the state government and the BJP, calling the episode an example of “gundagardi” by party workers and accusing the administration of double standards. “The chief minister must say whether his MLA will be arrested,” Baij said on social media. Tehsil offices in Surguja remain technically open but routine work has come to a halt, officials at the district headquarters said.
