The meeting, called amid ongoing monsoon rains, focused on urban flooding, drain cleaning, road repairs and civic services. However, water leaking inside the assembly hall became the centre of attention, prompting sharp criticism from opposition councillors over the corporation’s preparedness.

The controversy gained further significance as the corporation has earmarked nearly ₹3,000 crore in its 2026-27 budget, a substantial increase from the previous year's allocation of around ₹2,000 crore, for civic works including drain cleaning and infrastructure maintenance.

Leader of Opposition Akash Tiwari arrived at the meeting wearing a life jacket fashioned from newspaper clippings, calling it a symbolic protest against what he described as the failure of the "triple-engine government." He alleged that despite increased spending, residents continue to face severe waterlogging and poor civic infrastructure during the monsoon.

The session also witnessed heated exchanges between elected representatives and officials. Responding to criticism over the leaking roof inside the municipal headquarters, the Mayor said the problem surfaced due to sudden heavy rainfall and assured that necessary repairs would be undertaken at the earliest. During the meeting, flower pots were placed beneath leaking sections of the roof to collect dripping water.

Several councillors highlighted additional civic concerns. BJP councillor Ramesh Sapha raised the issue of garbage collection being affected due to an alleged shortage of diesel for waste collection vehicles. However, the season's first major downpour exposed the city's inadequate monsoon preparedness, leaving several roads and residential colonies waterlogged while widespread power outages disrupted normal life.

The powerful thunderstorm uprooted trees and damaged electricity infrastructure across the city, resulting in prolonged power cuts in more than half of Bilaspur. Even the VIP zone, which houses the official residences of the District Collector, Commissioner, judges and the city MLA, remained without electricity until nearly 11 p.m.

According to the India Meteorological Department (IMD), Bilaspur recorded a maximum temperature of 38°C, nearly 4.9 degrees above normal. Despite Monday's rainfall, the city has received only 16.1 mm of rainfall during June, contributing to persistent heat conditions. Bilaspur also remained Chhattisgarh's hottest city on eight occasions during the past 13 days.

First Heavy Rain Exposes Civic Infrastructure

The Municipal Corporation had earlier claimed that drains and canals had been cleaned three times before the onset of the monsoon. However, the first spell of heavy rain led to severe waterlogging across major roads, intersections and residential areas. Overflowing drains and poor drainage systems caused significant inconvenience to commuters, residents and traders.

Following the incident, the Mayor directed all zonal commissioners to inspect waterlogged areas, submit detailed reports and initiate immediate corrective measures to prevent similar situations during the remainder of the monsoon season.

Strong Winds Uproot Trees, Damage Vehicles

The thunderstorm caused several trees to collapse across the city. A large tree fell near the Collector's residence, damaging a parked car. Fortunately, no injuries were reported. Similar incidents were reported near IG Square and other locations where fallen trees damaged electricity lines and obstructed traffic.

Municipal Corporation teams, assisted by JCB machines, worked late into the night to clear roads, remove fallen trees and restore normal traffic movement.

Power Infrastructure Suffers Major Damage

The storm caused extensive damage to Bilaspur's electricity network. An 11 kV high-voltage power line snapped near the Collector's residence, disrupting electricity supply throughout the VIP area.

The 33 kV main transmission line connected to the Tifra and Mopka substations also suffered a breakdown. Additionally, nine insulators on an 11 kV line between Birkona and Chantidih burst simultaneously, leaving several localities across the Arpa River without electricity until late at night.

A current transformer (CT) failure at the Shanichari substation further disrupted power supply in nearby areas for nearly four hours.

Neighbourhoods including Sarkanda, Mangla, Nehru Nagar, Kududand, Aman Vihar, Gol Bazaar, Masanganj, Hemunagar, Vidyanagar, Dayalband, Vyapar Vihar, Imlibhatha, Tikrapara, Ganesh Nagar and Ayodhya Nagar remained affected by prolonged outages.

More Rain Expected Today

The India Meteorological Department has forecast further rainfall accompanied by thunderstorms and lightning across Bilaspur and neighbouring districts on Tuesday due to active weather systems over the region.

Fresh spells of heavy rain brought relief to several parts of Madhya Pradesh on Sunday even as the weather department issued alerts for thunderstorms and showers in 43 districts.

Mandsaur and Sehore witnessed intense rainfall, while more than 30 districts received rain in the last 24 hours. Shivpuri recorded the highest at 2.5 inches, followed by Chhindwara with around 1.5 inches and Bhopal with 1.25 inches.

In Bhopal, morning showers accompanied by thunder and lightning led to waterlogging in low-lying areas and power outages in several localities. Strong winds and rain caused significant damage in Shivpuri, where trees and electricity poles were uprooted, a dhaba and a house collapsed, and vehicles at a petrol pump were affected.

Ratlam saw roads and underbridges flooded after heavy downpour. Jhabua and Vidisha also received good rainfall, bringing much-needed respite from the heat. However, the monsoon activity turned tragic in Sehore where a youth died after being struck by lightning.

Night temperatures showed variation. Khajuraho recorded the highest minimum at 29.4 degrees Celsius, while Khandwa was the coolest at 20.4 degrees. Other major cities saw moderate minimums with Bhopal at 23.2 and Indore at 22.8 degrees Celsius.

The recent rain has helped narrow the state’s overall rainfall deficit. From June 1, Madhya Pradesh has received 63.5 mm against the normal 107.3 mm — a shortfall of 41 per cent. Western parts have fared better than the eastern regions.

The IMD has forecast more rain and thundershowers in the coming days. The monsoon, which had stalled after entering 15 districts, is now showing signs of gradual advancement.

While farmers welcomed the showers for kharif sowing, incidents of lightning and waterlogging highlighted the need for better preparedness. Authorities have advised people to stay indoors during thunderstorms and avoid open areas.

Locals say even light rain triggers massive jams. Local MLA Atif Aqeel has already expressed frustration over traffic chaos, but little has improved.

The Blue Line stretch from Bhadbhada to Ratnagiri tells a similar story. The road between New Market and Bhadbhada has narrowed considerably. Raisen Road faces identical problems, with evening commuters getting stuck for hours daily.

Then there's the Rs 836 crore Ayodhya Bypass project — converting the route into a 10-lane highway. Sixteen kilometres of road, eight new bridges, and diversions at multiple points. At night, the lack of lighting makes the route particularly hazardous, residents complain.

Over the past year, Bhopal has witnessed three road cave-ins. The MP Nagar area saw two collapses, while another occurred near Bilkhiriya on Raisen Road. One sinkhole near MP Nagar was so deep — 8 feet — that a car could have disappeared into it.

Ujjain: Simhastha Preparations Turn City Into Construction Zone

With Simhastha-2028 on the horizon, Ujjain has become one giant construction site. Nearly Rs 13,000 crore worth of development projects are underway — road widening, bridges, tunnels, an elevated corridor, a ropeway, shopping malls, parking lots, temple expansion, and a medicity project.

Just last week, a child drowned in a rainwater-filled pit dug for ropeway work near the railway station. The tragedy has become a grim warning of what monsoon could bring.

Officials have identified multiple danger zones. The road widening and sewerage work between Koyla Fatak and Teliwada Chowk has left roads pitted — several people have already fallen in recent pre-monsoon showers.

Other high-risk stretches include the Gail India-Nilganga crossing, Tagore Chowk-Do Talab, Revenue Colony, Nanakheda-Shanti Palace, Bijasan Mata Temple-Dewas Road, and the Gaadi Adda Chowk-Rankeshwar Mahadev Temple route.

Construction pits near Regal Talkies, Chhatri Chowk, Kamri Marg, and Harsiddhi Pal to Ramghat are also major concerns.

Municipal Commissioner Abhilash Mishra has directed all zonal officers and engineers to remain on alert mode. He has ordered quick removal of debris and waterlogging during rainfall and ensuring drain cleaning.

Indore: Elevated Bridge Work, Waterlogging Spots

The city's elevated bridge project between Devas Naka and Vijay Nagar Chowk is expected to cause major disruptions once heavy rains begin.

Areas like Press Complex on the BRTS road — notorious for waterlogging — will likely worsen. MIG police station area, Nehru Nagar Road No. 2, and the stretch near Lakshmi Memorial Hospital where road digging is underway, are also flood-prone.

Hukumchand Ghantaghar area, Moosakhedi Ring Road crossing, and Khajrana to Robot crossing remain perennial trouble spots.

Dwarkapuri area still haunts residents. Last year, vehicles were swept away in the Ram Mandir lane. The upcoming monsoon is already a source of anxiety.

Gwalior: Choked Drains, Shrunk Rivers

Gwalior's drainage system is in critical shape. Nearly 10 major drains remain choked, while encroachments have narrowed the Swarnarekha and Murar rivers at multiple points. A half-hour spell of rain last week caused waterlogging in Murar, railway station, Hajira, Thatipur, City Centre, and Lashkar areas.

Baradari, Sadar Bazar, Suresh Nagar, Jiwaji Nagar, Govindpuri, Patel Nagar, Falka Bazaar, and Jinsi Nala are identified as the most vulnerable spots.

Experts warn of road cave-ins, traffic disruption, and waterborne diseases.

Municipal officials, however, claim a two-month-long drain cleaning drive has been underway, with JCBs and pokelens deployed across all four assembly constituencies.
