<p dir="ltr">Raipur History-Sheeter Chhotu Bhandulkar Externed for Six Months Across Six Districts</p>
<p dir="ltr">The Raipur district administration has ordered the externment of a notorious repeat offender, Ashutosh alias Chhotu Bhandulkar, from six districts of Chhattisgarh for a period of six months, citing his long criminal history and concerns over public order.</p>
<p dir="ltr">The action was taken under the provisions of the Chhattisgarh State Security Act following a recommendation from Raipur Rural Police. Officials said the move is aimed at preventing further criminal activities and maintaining law and order in areas where the accused has been active.</p>
<p dir="ltr">According to the order issued by Raipur Collector Gaurav Singh, Bhandulkar, a resident of Gobra Nawapara, must leave the limits of Raipur, Durg, Gariaband, Dhamtari, Mahasamund and Balodabazar districts within seven days of receiving the notice. He will remain barred from entering these districts until November 25, 2026.</p>
<p dir="ltr">Police teams have also conducted public announcements in the locality to inform residents about the externment order and its conditions.</p>
<h3 dir="ltr">Long Criminal Record</h3>
<p dir="ltr">Police officials stated that the 39-year-old accused has been involved in criminal activities for several years. Records show that as many as 49 criminal cases have been registered against him at different police stations.</p>
<p dir="ltr">The charges include serious offences such as murder, attempt to murder, robbery, kidnapping and rape. In addition, cases related to rioting, assault, wrongful restraint, violations under the NDPS Act, Arms Act, Gambling Act and Excise Act have also been registered against him.</p>
<p dir="ltr">Authorities said his repeated involvement in criminal cases and alleged influence in the area had raised concerns among law enforcement agencies.</p>
<h3 dir="ltr">Police Recommendation</h3>
<p dir="ltr">The proposal for externment was submitted by Raipur Rural Superintendent of Police Sweta Sinha Shrivastava after a review of the accused's criminal background.</p>
<p dir="ltr">According to police sources, several legal actions had been initiated against Bhandulkar in the past, but authorities believed those measures had failed to deter him from engaging in unlawful activities.</p>
<p dir="ltr">Officials noted that the continued presence of habitual offenders can create an atmosphere of fear and potentially affect public peace. The recommendation was subsequently examined by the district administration before the externment order was issued.</p>
<h3 dir="ltr">Conditions of the Order</h3>
<p dir="ltr">Under the externment directive, Bhandulkar will not be permitted to enter any of the six specified districts during the six-month period without prior approval from the court or competent administrative authority.</p>
<p dir="ltr">Officials clarified that if he needs to visit the restricted areas for any essential purpose, he must seek permission in advance through the prescribed legal process.</p>
<p dir="ltr">The administration has also warned that any violation of the order will invite immediate legal action. Police units in the affected districts have been instructed to monitor compliance and report any breach.</p>
<h3 dir="ltr">Focus on Public Safety</h3>
<p dir="ltr">Authorities described the move as part of broader efforts to curb the activities of habitual offenders and strengthen public confidence in law enforcement.</p>
<p dir="ltr">Police officials said externment orders are generally used in cases where an individual's continued presence is considered likely to disturb public order or facilitate criminal activity. Such measures are intended to prevent further offences while enabling authorities to maintain peace in sensitive areas.</p>
<p dir="ltr">The action against Chhotu Bhandulkar is being viewed as one of the significant preventive steps taken by the administration in recent months against repeat offenders in the Raipur region. Officials have indicated that similar action may be considered in other cases involving habitual criminals if circumstances warrant intervention.</p>
