US Defence Secretary Pete Hegseth has blocked the promotion of several Navy captains to one-star admirals, striking at least two female and two Black officers from the final list, according to senior US officials familiar with the matter. The decision has triggered sharp resistance within the Pentagon and renewed scrutiny over the political human resource restructuring of America’s military leadership.

Tensions rise in Pentagon

The unusual intervention by the civilian leadership has Upended the standard, peer-reviewed promotion process within the Navy. Highly placed sources indicated that Hegseth is concurrently pushing for the advancement of at least one close aide from his inner circle. This individual had reportedly been passed over for promotion multiple times by standard military selection boards, leading to widespread unease among senior officers.

The decision has left several one-star admirals in a state of limbo, with initial reports indicating that Hegseth is also actively trying to prevent them from securing their second stars.

Merit vs diversity quotas

The controversy comes amidst a broader, year-long trend under the current administration where female officers are experiencing a distinct slowdown in advancing to flag officer ranks. An analysis by military publication Task and Purpose highlighted that the Navy has not promoted a woman from captain to rear admiral since June 2025. The final approved list of 22 appointments to one-star admiral currently features no women.

Defending the overhaul, Hegseth has privately and publicly maintained that civilian leaders possess full constitutional and statutory authority to choose their top military advisers. Current and former officials noted that the Defence Secretary believes the previous administration compromised meritocracy by using diversity quotas, thereby promoting individuals who were otherwise unqualified.

Deepening institutional friction

The opposition from within the military has been intense, with critics accusing the leadership of weeding out officers based on perceived ideological alignment rather than operational performance.

“Military promotions are given to those who have earned them,” Chief Pentagon Spokesperson Sean Parnell said in a statement issued to reporters late evening. “The Department will never consider the color of a servicemember’s skin or their gender as a factor in promotions.”

However, external data and congressional oversight inputs present a more turbulent picture. Since taking charge, Hegseth has fired or blocked at least two dozen top-ranking generals and admirals, a sweep that has disproportionately affected female and minority leadership.

Global strategic implications

The internal friction arrives at a highly sensitive time for US foreign policy. Washington is currently navigating a highly volatile security environment in West Asia while simultaneously attempting to manage complex, soft-alliance diplomacy with China to ensure regional stability.

The promotion from captain to rear admiral is traditionally handled by an independent board of senior admirals governed by strict guidelines prohibiting discrimination based on race or sex. Under US law, any unilateral recommendation to alter or strike down these board decisions must be formally submitted to the US President in writing. It remains unclear whether Hegseth acted completely unilaterally or submitted a formal written petition to the White House to alter the Navy list.
