<p>The draft, issued by the General Administration Department (GAD), has triggered widespread discussion as it reaffirms restrictions on candidates with more than two children while also proposing an automatic confirmation system for employees after probation. <h2>Two-Child Norm Retained</h2>
<p>The most debated aspect of the draft is the continuation of the two-child norm for government recruitment. According to the proposed rules, any candidate having more than two living children will be ineligible for government service if one or more of the children are born on or after January 26, 2001.</p>
<p>The draft also clarifies that in cases where a candidate already has one child and later gives birth to twins or multiple children in a subsequent delivery, the candidate will still be considered ineligible under the rule.</p>

<p>This provision aims to reduce administrative delays and ensure timely decisions regarding employee status. The rule applies across most state government services and is expected to streamline recruitment processes.</p>

<h2>Revised Seniority Structure</h2>

<p>Under the draft rules, direct recruits will be given highest priority, followed by compassionate appointees and then promoted employees. However, if appointment orders are issued on the same date, promoted employees will be considered senior.</p>
<p>Officials stated that the revised seniority system is aimed at bringing clarity and reducing disputes related to service hierarchy across departments.</p>
<h2>Other Eligibility Conditions</h2>
<p>The draft also outlines several disqualification criteria for government service. These include:</p>

<li>Candidates with more than one living spouse (with certain exceptions)</li>
<li>Individuals declared medically unfit physically or mentally</li>
<li>Persons convicted in cases involving moral misconduct</li>
<li>Employees dismissed from central, state, or local government services</li>
</ul>
<p>Additionally, if a criminal case is pending against a candidate, their appointment will remain on hold until final judicial verdict.</p>
<h2>Concerns Over FIR Clause</h2>
<p>The provision related to pending criminal cases has drawn criticism from employee associations. The Ministry Officers and Employees Association has objected to the rule, stating that individuals could be unfairly denied employment due to false or prolonged legal cases.</p>
<p>Association representatives argued that court proceedings often take years, and innocent candidates may suffer long-term employment setbacks due to pending FIRs.</p>
<p>The Madhya Pradesh civil services rules draft 2026 has therefore become a subject of debate among administrative and employee groups.</p>
<h2>Public Consultation Process</h2>
<p>According to senior GAD officials, the draft has been placed in the public domain for consultation. Suggestions and objections can be submitted until June 15 through the department’s official website.</p>
