                <title>HC Warns of Culpable Homicide Charges in Chinese Manja Deaths; Parents to Be Held Liable for Minors</title>

The court noted that fatal incidents continue to occur, calling the situation “unfortunate” and stressing the need for stricter enforcement, particularly ahead of the Makar Sankranti festival on January 14, when kite flying peaks.</p>
<p>The Bench directed that in the event of a death caused by Chinese manja, the accused would be booked under Section 106(1) of the Bharatiya Nyaya Sanhita (BNS), which deals with non-intentional homicide. It made clear that anyone selling or using the banned string would face direct criminal proceedings. In cases involving minors, responsibility would extend to their parents or guardians.</p>
<p>Highlighting the gravity of the issue, the court referred to at least three deaths reported in Indore in recent months due to Chinese manja. Several others have sustained serious injuries, while numerous birds have died after being entangled in the sharp, glass-coated strings.</p>
<p>Senior advocates Vivek Sharan and Akash Sharma, appearing during the proceedings, urged the court to seek detailed reports from Indore and the 14 districts under its jurisdiction. They suggested that authorities submit action-taken reports and preventive plans before Makar Sankranti. Acting on the suggestion, the court directed that the reports be placed on record at the next hearing scheduled for January 16, with Collector Shivam Verma present.</p>
<p>The state administration informed the court that a comprehensive awareness drive is underway to educate the public about the dangers of Chinese manja. Officials said enforcement teams are cracking down on illegal sales, while special safety equipment is being deployed to reduce accidents. The High Court had earlier issued detailed directions on December 11, 2025, mandating preventive measures across Indore and nearby districts.</p>
<p>During the hearing, advocate Kavita Uike shared her personal ordeal, recounting how Chinese manja slit her throat while she was on the road. She said she survived by snapping the string with her hands, suffering deep injuries to her palm. The court expressed concern and instructed authorities to intensify preventive and enforcement measures to avert further tragedies.</p>]]></content:encoded>
