Madhya Pradesh cadre IAS officer Anil Kumar Damor, who had recently been transferred from the post of Additional Collector in Vidisha to a new assignment in Bhopal, died on Tuesday after suffering a heart attack. He was a 2019-batch IAS officer.

According to reports, Damor's health suddenly deteriorated on Tuesday morning following which he was taken to Atal Bihari Vajpayee Government Medical College in Vidisha. Doctors declared him dead after examination.

His sudden death has triggered grief among administrative officials and employees in Vidisha and across the state government machinery. Colleagues and associates reached the medical college after receiving the news. His post-mortem was being conducted at the hospital, according to the reports.

Recently transferred to Bhopal

Damor had been serving as Additional Collector in Vidisha. In a recent reshuffle of 32 IAS officers in Madhya Pradesh, the state government transferred him from Vidisha to the Panchayat and Rural Development Department in Bhopal as Deputy Secretary. (Amar Ujala)

The transfer had come shortly before his death. He was preparing to take up his new assignment in Bhopal after being relieved from his Vidisha posting.

A major revision to the transfer list of patwaris in Madhya Pradesh's capital within a day of its issuance has sparked administrative and political debate. The transfers of 24 officials were effectively cancelled after their names were omitted from a revised order released less than 24 hours after the original list was issued.

The initial transfer order, issued by the Bhopal Collector’s office on June 15, involved 46 patwaris posted across different tehsils in the district. Most of the officials named in the list had reportedly been serving in the same locations, particularly Huzur and Kolar tehsils, for several years.

However, following an extension of the state government's transfer window after a Cabinet decision on June 16, a fresh order was issued late that night. The revised list excluded 24 names that had figured in the earlier order, effectively allowing those officials to remain at their existing postings.

According to sources, the June 15 transfer order carried physical signatures, while the revised order dated June 16 was processed through the e-office system. Clause 42 of the transfer policy requires transfer orders to be issued through the designated digital platform.

Officials familiar with the policy say this aspect may also come under scrutiny if the matter is examined further.

The Madhya Pradesh government witnessed a massive wave of administrative reshuffling after the temporary relaxation of its annual transfer restrictions. According to official estimates, more than 17,000 transfers were carried out across various departments during the 16-day transfer window granted by the state government.

A significant portion of these transfers took place on June 16 alone, when nearly 2,500 transfer orders were issued after Chief Minister Dr. Mohan Yadav approved a one-day extension for departments seeking additional time to process pending transfer proposals. The relaxation came after ministers requested more time following the official conclusion of the transfer period on June 15.

Officials said transfer orders continued to be issued until midnight on June 16, resulting in a surge of administrative movements at both district and state levels.

The School Education Department, one of the state's largest departments, has not yet finalized its transfer list, as the online application process for employees is still underway. As a result, the total number of transfers is expected to increase further in the coming days.

Major Departments See Large-Scale Transfers

The June 16 extension saw transfer orders issued across a wide range of government departments, including Excise, Jails, Forest, Panchayat and Rural Development, Commercial Tax, Registration and Stamps, Public Health and Medical Education, Urban Development and Housing, General Administration, Water Resources, Public Works, and Environment.

Several other departments also carried out extensive reshuffling, including Revenue, Public Health Engineering (PHE), Tribal Affairs, Women and Child Development, AYUSH, Farmer Welfare and Agriculture Development, Higher Education, Technical Education, Skill Development and Employment, and Cooperative Affairs.

Officials indicated that both administrative and field-level employees were affected as departments sought to complete pending transfer requests before the extended deadline expired.

Department-Wise Transfer Figures

The General Administration Department formulates and issues the state's transfer policy but does not maintain a centralized record of transfers across all departments. Instead, transfer data is compiled separately by individual departments.

According to information gathered from various departments, some of the highest numbers of transfers were recorded in:

• Panchayat and Rural Development Department: 1,100 transfers
• Public Health and Medical Education Department: 1,700 transfers
• Tribal Affairs Department: 1,200 transfers
• Urban Development and Housing Department: 900 transfers
• Revenue Department: 400 transfers
• Public Works Department (PWD): 500 transfers
• Water Resources Department: 300 transfers
• Forest Department: 200 transfers

Additional transfers included more than 200 personnel in the General Administration Department, around 150 in the Commercial Tax Department, 75 in the Excise Department, and 50 in the Transport Department.

The Madhya Pradesh government has shortlisted officers from the State Administrative Service (SAS) and State Police Service (SPS) for promotion to the Indian Administrative Service (IAS) and Indian Police Service (IPS) cadres, officials said on Thursday. Officials in the General Administration Department said a list of 39 SAS names — drawn mainly from the 2007 and 2008 batches — has been prepared for consideration in the IAS promotion DPC. “Their service records and annual confidential reports (ACRs) have been compiled in the prescribed format and sent for scrutiny,” a senior official told reporters. The department said the UPSC will be requested to set a date for the DPC, after which the final promotions will be cleared based on fitness and CRs.

Batch-wise consideration

The state administration has focused on officers from the 2007–08 batches for IAS promotion. Names of 2007-batch officers such as Minisha Pandey, Ila Tiwari, Nita Rathore, Shailendra Singh Solanki, Rani Pasi, Ranjana Devda, Madhavi Nagendra, Varsha Solanki, Priyanka Goyal, Abhishek Dubey, Narottam Prasad Bhargav, Nidhi Singh Rajput, Nimisha Jaiswal and Sandeep Sony feature on the list, officials said. Officials added that some names could still be excluded during the DPC stage.

Pending cases may delay promotions

Two senior officers from earlier batches — Jayendra Vijaywat (1999) and Manoj Malviya (1999) — were noted as being beyond the age or fitness limits and thus not eligible for the current promotion cycle. The file also flagged the case of 2002-batch officer Kamal Nagar, whose matter is sub judice; his name may be deferred as happened previously. Similarly, 2007-batch officer Sapna M. Lovanshi faces an ongoing inquiry and could be kept out of the DPC list pending the probe’s outcome, officials said.

Police promotions in pipeline

The Home Department has separately progressed a list for IPS awards, with 27 SPS officers proposed for promotion. The candidates mainly belong to the 1997 and 1998 SPS batches and their dossiers have been forwarded for the DPC process. “A proposal to set the DPC date for nine promotions has already been sent,” a police department spokesperson said.

Names under scrutiny

Among the 27 names being considered for IPS elevation are 1997-batch officers Sitaram and Amrit Meena, and 1998-batch officers Nimisha Pandey, Rajesh Mishra, Malay Jain, Amit Saxena, Manisha Soni, Suman Gurjar, Sandeep Mishra, Sabyasachi Sarraf, Samar Verma and Satyendra Singh Tomar. Sources said some cases could stall the DPC: Amrit Meena’s caste certificate is under verification, and Rajesh Mishra is subject to a departmental inquiry, which may lead to their files being set aside.

Process and timeline

The promotion exercise follows vacancies created by retirements in 2025 among promotee IAS and IPS officers. State officials said the selection panels will examine CRs, performance records and vigilance clearances before recommending names. Once the DPC convenes and endorses candidates, the UPSC and the central government will issue the final cadre allotments and empanelment orders.
