MP Cabinet Approves Fourth Increment Pay Scale for 1.22 Lakh Teachers; Salary Hike from July 2023

The Madhya Pradesh Cabinet on Tuesday approved the long-pending fourth promotion pay scale for primary and middle school teachers, a move set to benefit around 1.22 lakh assistant teachers (LDT) and upper division teachers (UDT) across the state. The decision, taken ahead of Makar Sankranti, will result in a monthly salary increase ranging from ₹3,000 to ₹6,000, along with substantial arrears.

Under the decision, teachers who have completed 35 years of service will be eligible for the fourth increment pay scale. The revised pay structure will come into effect retrospectively from July 1, 2023. Teachers who had already completed 35 years of service before that date will receive full arrears, estimated to range between ₹1.20 lakh and ₹1.80 lakh. Those completing the service milestone between 2023 and 2026 will be paid arrears from their respective eligibility dates.

Following the revision, the average monthly salary of LDT teachers is expected to rise to approximately ₹1.15 lakh, while UDT teachers will draw over ₹1.25 lakh, according to government estimates. The decision addresses a long-standing demand of teacher associations, which had repeatedly sought parity in promotional benefits.

The pay scale approval was among several key decisions taken during the cabinet meeting chaired by Chief Minister Dr. Mohan Yadav. The meeting marked the government’s first e-cabinet session, with ministers using tablets instead of physical files as part of a push towards paperless governance and faster decision-making.

The Cabinet also cleared the Space Tech Policy–2026, making Madhya Pradesh the third state after Kerala and Odisha to adopt a dedicated space technology policy. The initiative aims to promote satellite manufacturing, expand the use of space-based applications in agriculture, disaster management and urban planning, and attract an estimated ₹1,000 crore in investment over five years, with potential for 8,000 new jobs.

In the energy sector, three solar-cum-storage projects totaling 800 MW were approved, including capacities with 4-hour, 6-hour and 24-hour storage. The government also sanctioned ₹5,000 crore under the Chief Minister Urban Infrastructure Development Scheme for roads, water supply, sewerage, drainage, traffic improvement and sewage treatment plants.

Other decisions included approval for 200 new Sandipani schools at a cost of ₹2,660 crore, a 50 percent transport tax exemption for automobiles displayed at trade fairs in 2026, and an ex-gratia payment of ₹90 lakh to the family of a Special Armed Force jawan.
