MP SPS Officers' IPS Promotion DPC Meeting Today in Bhopal

A Departmental Promotion Committee meeting to consider the elevation of nine Madhya Pradesh State Police Service officers to the Indian Police Service is scheduled for Thursday in Bhopal. The Union Public Service Commission had earlier cleared the date on a proposal from the state Home Department, paving the way for the meeting that will bring together the Chief Secretary, the Director General of Police, and a UPSC representative.

The batch under consideration this time includes officers from the 1997 and 1998 SPS batches. Among the names being reviewed are Sitaram Sasatya and Amrit Meena from the 1997 batch, and Nimisha Pandey, Rajesh Mishra, Malay Jain, Amit Saxena, Manisha Soni, Suman Gurjar, Sandeep Mishra, Sabyasachi Sarraf, Samar Verma, and Satyendra Singh Tomar from the 1998 batch — a total of 27 names placed before the committee.

Not all of them are expected to sail through.

Amrit Meena's case could be held back over a pending caste certificate dispute, while Rajesh Mishra faces a departmental inquiry that may result in his envelope being sealed — a procedural step that effectively puts a promotion on hold. In the final reckoning, Sitaram Sasatya's name is also facing uncertainty following a complaint lodged against him, with speculation that he may be dropped from the approved list.

The Home Department has moved faster on this than its counterpart. The General Administration Department, which handles promotions for State Administrative Service officers to the IAS, has yet to send its proposal for a similar DPC. The SPS-to-IPS process, by contrast, is further along.

Promotions from state police cadres to the IPS are governed by a central quota system administered through UPSC, and meetings of this nature — where seniority, service record, and any pending proceedings all come into play — often carry significant career implications for officers who have spent decades in state service. For the officers cleared today, an IPS appointment would mean a shift to the central cadre framework, with postings and accountability structures distinct from the state service.

Final decisions from Thursday's meeting are awaited.
