The Bhopal Municipal Corporation Council will hold its first regular meeting of the year on August 19, but several pressing civic issues facing residents do not feature on the agenda. The meeting is scheduled to begin at 11 am at the ISBT hall.

Bhopal has been dealing with damaged roads, waterlogging in low-lying areas and complaints over poor sanitation, particularly after heavy rainfall in recent days. However, none of these issues have been included among the listed agenda items for the upcoming council meeting.

Vacant Civic Building on Agenda

The meeting will begin with questions from councillors before moving on to proposals approved by the Mayor-in-Council (MIC).

One of the key proposals listed for discussion concerns renting out a vacant municipal building. The civic body is expected to consider the proposal as part of the agenda during the meeting.

The inclusion of the rental proposal has drawn attention because several immediate civic problems remain outside the scheduled discussion.

Road Damage, Waterlogging Ignored

Heavy rainfall has exposed problems across several parts of Bhopal. Roads in many areas have deteriorated, while low-lying neighbourhoods have reported waterlogging following spells of intense rain.

Residents have also raised concerns about sanitation and cleanliness in different parts of the city.

Despite these concerns, there is no specific agenda item related to road repairs, drainage, waterlogging or sanitation management in the council meeting.

Opposition Questions Agenda

Leader of Opposition Shabista Zaki criticised the absence of public-interest issues from the meeting agenda.

She said that the city government repeatedly fails to bring issues affecting residents to council meetings. According to her, the opposition had also requested discussions on such matters during the previous meeting, but the demand was not accepted.

The criticism is likely to add pressure on the ruling side to address civic concerns during the question-and-answer session.

Councillors Can Raise Questions

Although several public issues are not listed as formal agenda items, councillors will have an opportunity to raise questions during the initial part of the meeting.

The session will begin with questions and answers before the council takes up the proposals included in the approved agenda.

This could provide councillors with an opportunity to raise concerns about road conditions, drainage, sanitation and the impact of recent rainfall.

First Regular Council Meeting

The August 19 meeting will be the first regular council conference of the year in which councillors will discuss proposals approved by the MIC and raise questions.

Two other council conferences have been held earlier, but they focused on specific subjects. One dealt with women's empowerment, while another concerned new waste-management rules.

Those meetings did not provide councillors with the same question-and-answer opportunity.

Public Issues May Become Key Focus

While the formal agenda is centred on council questions and municipal proposals, civic issues affecting residents could become an important part of the discussion once councillors begin raising questions.

With damaged roads, rain-related waterlogging and sanitation concerns continuing in parts of Bhopal, residents are likely to look to the council meeting for clarity on repair and response measures.

The discussion on the vacant municipal building will therefore take place against the backdrop of broader concerns over the city's civic infrastructure and monsoon preparedness.

The public urinal units installed across Rewa city under the Swachh Bharat Mission and Swachh Survekshan campaign have largely fallen into disrepair, leaving residents with limited sanitation facilities and forcing many to resort to open urination.

Installed at a cost of several lakh rupees to improve public hygiene, most of the temporary plastic urinal boxes have either disappeared from the city's streets or become unusable due to years of poor maintenance, raising questions over the upkeep of civic infrastructure.

Sanitation Initiative Loses Momentum

A few years ago, the Rewa Municipal Corporation installed public urinal boxes at major intersections and public places to discourage open urination and improve cleanliness across the city.

Initially, the facilities were used by the public. However, civic officials allegedly failed to ensure regular cleaning, water supply and maintenance. Over time, accumulated filth and unhygienic conditions discouraged people from using them, leading to their gradual abandonment.

Today, several locations that once had public urinal units no longer have any facility, while the remaining structures are reportedly in a damaged and unusable condition.

Damaged Units Lying in Municipal Depot

Several discarded urinal boxes can now be seen lying unused in the municipal corporation's storage yard, highlighting what residents describe as a waste of public funds.

The deteriorating condition is not limited to urinal units. Garbage bins installed for wet and dry waste segregation have also suffered from neglect, with many missing lids, damaged structures and limited usability due to inadequate maintenance.

Temporary Solution Replaced Permanent Infrastructure

Residents have repeatedly demanded permanent public toilets across the city. However, instead of constructing permanent sanitation facilities, the municipal corporation opted for temporary plastic urinal units.

Officials say the absence of sustained maintenance caused the system to collapse within a few years. No alternative public sanitation facilities have been developed at several locations where the urinal boxes once existed, creating inconvenience for commuters and visitors.

Over 65 Units Installed

According to available records, around 65 public urinal boxes were installed in Rewa during the Swachh Survekshan campaign. Each unit reportedly cost more than ₹80,000, resulting in an expenditure of several lakh rupees.

Within nearly three years, however, most of the units had either become damaged or disappeared from public spaces, while no replacement infrastructure was introduced.

Mayor Blames Lack of Maintenance

Rewa Mayor Ajay Mishra acknowledged that the facilities deteriorated due to the absence of timely maintenance.

He said the issue extends beyond urinal units, noting that several other public assets, including garbage bins and bus shelters, are also in poor condition. The mayor stressed the need for better upkeep of civic infrastructure to ensure public facilities remain functional and useful for residents.

The condition of the abandoned sanitation infrastructure has once again drawn attention to the challenges of maintaining public assets after their installation, even as cities continue to invest in cleanliness and urban development initiatives.

 Dhar Collector Rajeev Ranjan Meena carried out a surprise inspection across the city on Friday to assess the progress of development projects, the condition of government land, sanitation arrangements and ongoing construction works. During the visit, he issued on-the-spot instructions to officials, stressing timely execution of projects and improved civic management.

The inspection began at a vacant government land parcel opposite Naveen Lalbagh, where the Collector directed officials to prepare a comprehensive development plan that would ensure long-term public benefit. He said government land should be utilised effectively for projects that improve urban infrastructure and public services. Officials were instructed to prepare and submit proposals at the earliest.

Focus on Public Infrastructure

During the inspection, Meena also asked officials to prepare a list of old and dilapidated government buildings that require redevelopment. He instructed the administration to plan new construction projects in place of unsafe structures to improve public infrastructure and service delivery.

The Collector later visited another vacant government land parcel near Kila Maidan, where he reviewed the possibility of developing public welfare projects, including housing under the Pradhan Mantri Awas Yojana (PMAY). Officials were directed to explore suitable development options and prepare the required proposals.

Collector Expresses Concern Over Sanitation

Sanitation emerged as a major focus during the inspection. After noticing garbage accumulation around the Kila Maidan area, the Collector expressed dissatisfaction with the cleanliness arrangements.

He instructed the municipal administration to strengthen the door-to-door waste collection system and ensure regular cleaning across all parts of the city. Stressing the importance of maintaining a hygienic urban environment, he asked officials to improve waste management without delay.

Quality and Timelines Emphasised

The inspection also included a visit to the SPDA Ground, where public toilets are currently under construction. Reviewing the progress of the work, Meena directed officials to ensure that construction quality is not compromised under any circumstances.

He also instructed the concerned departments to improve the approach roads leading to the ground and complete all ongoing works within the prescribed timeline. The Collector said delays in development projects would not be accepted and asked officials to closely monitor execution at every stage.

Priority for Cost-Effective Development

Highlighting the need for efficient use of public resources, Meena directed officials to prioritise low-cost but high-impact development projects that can quickly benefit residents. He said proposals related to development works should move forward without unnecessary procedural delays so that citizens receive improved civic facilities at the earliest.

The Collector reiterated that the administration's focus remains on transparent planning, quality construction and timely completion of public projects.

Officials Present During Inspection

The surprise inspection was attended by SDM Ankita Prajapati, Chief Municipal Officer (CMO) Kunwar Vishwanath Singh, along with officials from the municipal administration and other concerned departments, who were instructed to ensure compliance with the directions issued during the field visit.

In the 135th episode of Mann Ki Baat, Prime Minister Narendra Modi praised the women of Biaora in Madhya Pradesh’s Rajgarh district for turning plastic waste into a tool for beautifying the town.

The Prime Minister said most people want their surroundings to be clean and attractive, but many assume that cleaning is someone else’s responsibility. He highlighted how these women took ownership of the problem instead of waiting for others to act.

According to the Prime Minister, the women began collecting plastic waste and empty bottles from across the town on their own initiative. Over time, they started converting the waste into eco-bricks, which are now being used to improve public spaces and add beauty to the town.

Modi said that in the past few months, hundreds of kilograms of plastic have been recycled in Rajgarh and put to productive use. He noted that what once caused pollution is now helping enhance the visual appeal of the city.

He congratulated the women of Biaora and everyone associated with the campaign, calling it an inspiring example of community-driven environmental action.
