The Congress leader said simultaneous Lok Sabha and Assembly polls could not be held in 2029 even if the Bill clears Parliament, while the Opposition prepares a wider campaign against the proposal.

Senior Congress leader and Rajya Sabha MP P Chidambaram has stepped up his opposition to the One Nation, One Election (ONOE) Bill, calling it a “constitutional monstrosity” and saying Congress and other Opposition parties will launch a nationwide campaign against the proposed electoral reform. 

Chidambaram made the remarks on Tuesday while responding to a reported statement by the chairman of the Joint Parliamentary Committee (JPC) examining the ONOE legislation that simultaneous elections could be possible in 2029. The former Union minister said that interpretation did not align with the text of the proposed legislation.

In a post on X, Chidambaram said he had appeared before the JPC and argued that the Bill violated what he described as the basic features of the Constitution, particularly parliamentary democracy and the federal structure. 

Chidambaram's 2029 Argument

According to Chidambaram, even if Parliament passes the Bill, simultaneous elections cannot take place in 2029 because the proposed “appointed date” would have to fall after a general election. Since the next Lok Sabha election is due in 2029, he argued that the simultaneous-election framework could not be implemented that year. 

He also said this outcome would be beneficial from the Opposition's perspective and indicated that Congress and other Opposition parties would campaign across the country against the legislation.

The remarks add to the political resistance surrounding the Centre's proposal to synchronise elections to the Lok Sabha and state legislative assemblies.

Opposition Raises Federalism Concerns

Chidambaram's principal objection centres on the constitutional and federal implications of synchronising elections. During his appearance before the parliamentary panel, he opposed the proposal and described the legislation as unconstitutional, flawed and illogical, according to reports from the committee proceedings. 

The Opposition has previously argued that simultaneous elections could affect the autonomy of state-level political mandates and alter the relationship between the Union and state governments.

The government's position is different. Supporters of ONOE argue that holding elections together could reduce repeated election expenditure, limit the disruption caused by frequent polls and allow governments to focus more consistently on governance. The government has also clarified that simultaneous elections would not necessarily mean voting everywhere on a single day, with polling potentially taking place in phases. 

JPC Continues Examination

The JPC is continuing its examination of the constitutional amendment and related legislation. The committee has been hearing views from political representatives, legal experts and public-policy institutions on the proposed framework.

Recent consultations have also focused on how elections could be deferred under the proposed system and what safeguards would be required if an Assembly or Lok Sabha were unable to complete its full term. 

The Constitution (129th Amendment) Bill, 2024, seeks to establish a framework for synchronising elections to the Lok Sabha and state Assemblies. A related Union Territories law is also part of the legislative package required to facilitate the proposed system.

Political Battle Likely to Intensify

Chidambaram's announcement of a nationwide Opposition campaign signals that the ONOE proposal is likely to remain a major political issue as Parliament considers the legislation.

For the government, the proposal is being presented as a structural electoral reform aimed at reducing the frequency and cost of elections. For the Opposition, the central concern is whether synchronising electoral cycles could weaken India's parliamentary and federal structure.

 Russia's Supreme Court has barred Yabloko, the country's only openly anti-war political party, from contesting the September parliamentary elections, removing one of the last electoral options for voters opposed to Moscow's war in Ukraine.

The court on Monday upheld a legal challenge brought by a pro-Kremlin nationalist party and cancelled the registration of Yabloko's federal candidate list for the elections to the ninth State Duma.

Judge Vyacheslav Kirillov announced the ruling during the hearing, saying the claims seeking to annul the registration of Yabloko's candidate list had been granted.

Yabloko leader Nikolay Rybakov said the party would appeal the decision.

Yabloko Plans Legal Appeal

Speaking to supporters outside the court, Rybakov said the party still had work ahead and reiterated its opposition to the war.

He said Yabloko's efforts would remain focused on reducing deaths and restoring peace.

Around 100 supporters, many of them young people, gathered outside the courthouse after the ruling. Demonstrators reportedly chanted slogans condemning the decision.

The ruling means Yabloko will not be able to campaign as a federal party in September's parliamentary vote unless its appeal succeeds.

Russia's Only Liberal Opposition Party

Yabloko is widely regarded as Russia's remaining liberal political party operating inside the country.

The party was founded in 1993 by pro-Western public officials and initially achieved electoral success following the collapse of the Soviet Union.

Its political influence has declined considerably over the past two decades. Since 2003, Yabloko has failed to win seats in the State Duma, while President Vladimir Putin's United Russia party has dominated parliamentary elections.

Several prominent opposition figures living outside Russia have supported Yabloko, including Yulia Navalnaya, the widow of late opposition leader Alexei Navalny. Russian authorities have designated both Navalnaya and Navalny as extremists.

Party Members Face Prosecution

Yabloko has faced increasing pressure over its opposition to Russia's military campaign in Ukraine.

Rybakov told AFP that around 40 party activists were facing prosecution.

The party's deputy leader Maxim Kruglov was sentenced to seven years in prison in June over social media posts critical of the conflict. The head of Yabloko's Pskov branch, Lev Shlosberg, was also arrested last year.

Rybakov himself was fined in December over the publication of a photograph of Navalny on social media. The penalty has prevented him from standing in the September election.

Support Among Young Voters

Despite its limited electoral support, Yabloko has attempted to build its campaign around opposition to the Ukraine war and calls for a negotiated settlement.

A Yabloko supporter, 22-year-old Yevgenia, told AFP that she planned to vote for the party to express dissatisfaction with the country's current direction.

She also said she wanted a peaceful agreement that could bring the military operation to an end.

The party has sought to appeal particularly to younger voters, amid concerns over the effects of the conflict on everyday life, including disruptions caused by internet shutdowns introduced by authorities during Ukrainian drone attacks.

Party Below Election Threshold

Yabloko's electoral prospects were already limited before the Supreme Court ruling.

A poll conducted earlier this year put the party's support at around 3 per cent, below the 5 per cent threshold required to enter Russia's lower house through the federal party-list system.

The party's exclusion therefore removes a political organisation that was already unlikely to cross the parliamentary threshold but remained an important platform for openly expressing opposition to the war.

Wider Political Context

The ruling comes as Russia's political environment remains tightly controlled, with many prominent critics of the Kremlin imprisoned, living abroad or otherwise barred from political activity.

Meanwhile, efforts to negotiate an end to the war in Ukraine have continued without a lasting settlement. Russian President Vladimir Putin has maintained territorial demands, while negotiations involving Kyiv have repeatedly faced obstacles.

Independent polling cited by AFP has indicated that many Russians favour negotiations with Ukraine, although the political space for openly advocating such positions remains restricted.

For Yabloko, the Supreme Court decision represents another setback after years of declining electoral influence and increasing pressure on its members.

The party's planned appeal will now determine whether it can regain access to the September ballot.

Rahul Gandhi praised students and youth for maintaining pressure on the government despite weeks of protests. He said their determination had forced the government to act and described the minister's resignation as an important milestone in the movement.

In his message, Gandhi congratulated the protesters and said the outcome demonstrated the strength of collective democratic action.

'Other Sections of Society Should Come Forward'

Beyond the student movement, Rahul Gandhi appealed to other sections of society to stand up for their rights.

The Congress leader maintained that Dharmendra Pradhan's resignation should not be seen as the end of the issue. He described the move as symbolic and stressed that accountability should extend beyond one minister.

Rahul Gandhi also called on Prime Minister Narendra Modi to apologise to students and sought action against officials responsible for the handling of the examination controversy and the protests.

Amid the protests, BJP MLA Shyam Babu Yadav stood up in the Assembly and alleged that those involved in Wednesday's protest were "not students but hooligans." He claimed that he and his security personnel were attacked during the demonstration near Dak Bungalow Chowk and said his life had been in danger.

"Had things gone differently, I could have been killed yesterday," the BJP legislator alleged while addressing the House.

His remarks immediately triggered strong objections from opposition members, who moved towards the Well of the House in protest. BJP legislators also advanced towards the Well, leading to a tense face-off between members of both sides.

As the confrontation intensified, Assembly marshals stepped in to separate the legislators and restore order. Speaker Nand Kishore Yadav repeatedly appealed to members to return to their seats, reminding them that "this is the Assembly, not a battlefield." Despite repeated requests, the commotion continued, leaving the Chair with little option but to adjourn the proceedings until 2 pm, barely eight minutes after the session had begun.

The disruption was not limited to the Assembly. The Bihar Legislative Council also witnessed protests and disorder, with proceedings lasting only around 15 minutes before being adjourned until 2:30 pm.

Opposition Protest Outside the House

Before the Assembly session commenced, opposition legislators staged a sit-in protest in the Assembly portico, holding banners and raising slogans against the police action on students. Demonstrators accused the government of mishandling student protests and demanded transparency in recruitment examinations.

Placards carried by opposition members featured slogans such as "Remove BJP, Save Education," "Why 152 paper leaks in 10 years?", "Students demand transparent examinations and dignity," and "Police brutality against students will not be tolerated."

The opposition also demanded the resignation of Prime Minister Narendra Modi and Union Education Minister Dharmendra Pradhan, alleging repeated failures in preventing examination paper leaks and protecting students' interests.

Supplementary Budget to Be Tabled

Despite the disruption, the Assembly's listed business for the day includes the presentation of the Second Supplementary Budget for the financial year 2026-27. Finance Minister Samrat Choudhary is scheduled to present the supplementary expenditure statement along with the Bihar Appropriation (No. 3) Bill, 2026, seeking legislative approval for the proposed additional expenditure.

The House is also expected to take up starred questions related to the Education and Cooperative Departments during Question Hour, subject to the restoration of normal proceedings.

On Wednesday, the Bihar Assembly had passed 13 Bills, taking the total number of legislations cleared during the first three sittings of the monsoon session to 20. Aam Aadmi Party (AAP) national convener Arvind Kejriwal on Tuesday met people injured during the police action against the Cockroach Janata Party (CJP) protest and announced legal assistance for those detained. Addressing a press conference, Kejriwal sharply criticised the Centre over the police crackdown, alleging excessive use of force against protesters and demanding transparency regarding those taken into custody.

According to Kejriwal, individuals arrested in connection with the CJP protest could seek assistance through the helpline, where a dedicated legal team would provide guidance and representation if required.

Demands Transparency on Detentions

Kejriwal urged the Delhi Police to publicly release the complete list of First Information Reports (FIRs) registered in connection with the protest. He also demanded details of those allegedly detained without formal FIRs, including the locations where they were being held.

He said such information was essential so that families searching for missing relatives could know their whereabouts.

Criticises Police Action

During the press conference, Kejriwal alleged that videos circulating on social media showed excessive force being used against protesters. Referring to these videos, he claimed that peaceful demonstrators, including young participants, had been subjected to unnecessary force.

He further criticised the government's handling of the protest and accused the authorities of attempting to intimidate citizens participating in demonstrations.

Visit to Police Stations

The AAP chief stated that after meeting injured protesters at the hospital, he would also visit Parliament Street and Mandir Marg Police Stations, where, according to the party, several protesters had been detained.

Kejriwal said he intended to seek official information regarding those arrested and the legal proceedings initiated after the protest.

A day before the commencement of the Monsoon Session of Parliament, an all-party meeting convened by the Centre witnessed high political drama on Sunday as leaders of several opposition parties walked out in protest over the presence of rebel Trinamool Congress (TMC) MPs. The opposition members, however, returned later to continue discussions after registering their objections.

The meeting, chaired by Defence Minister Rajnath Singh at the Parliament House Annexe, was called to seek cooperation from political parties for the smooth functioning of Parliament during the session scheduled from July 20 to August 13. The session will have 19 sittings, during which the government is expected to introduce and discuss several important legislative and policy matters.

Opposition Protests Over Rebel MPs

The protest erupted after the government invited 20 rebel TMC MPs, who recently announced their association with the Nationalist Citizens Party of India (NCPI). A high-profile criminal case in Pakistan has triggered a major political controversy after police arrested a close relative of Deputy Prime Minister and Foreign Minister Ishaq Dar in connection with the alleged abduction and gang rape of two foreign women in Lahore. The case has intensified scrutiny of the government, with opposition leaders demanding Ishaq Dar’s resignation while the investigation continues.

According to Pakistani police, four suspects have been taken into custody, while another accused remains absconding. The prime suspect, identified as Muhammad Raza Dar, has been described by police sources as Ishaq Dar’s grandson. A Lahore court has remanded the arrested suspects to police custody for further investigation.

The alleged victims are foreign nationals from the Netherlands and Venezuela. Investigators said the women had reportedly travelled to Pakistan after being invited by the prime suspect, whom they had allegedly met during a cryptocurrency-related business venture in Singapore. Authorities are also examining whether the case has links to financial disputes connected to cryptocurrency investments.

Police documents indicate that shortly after arriving in Lahore on June 29, the women were allegedly abducted, confined at a private location and sexually assaulted. Investigators further allege that ransom money was demanded from the victims before they were rescued following information received from family members and diplomatic channels.
