                <title>Bhopal Master Plan Row Triggers Walkout by Congress MLAs at DISHA Meeting</title>

The confrontation unfolded during discussions on development issues, with opposition members questioning the purpose of such review meetings when the proposed urban planning framework remains stalled.</p>
<p>Congress MLAs Arif Masood and Atif Aqeel raised the issue of the delayed Master Plan, arguing that development discussions hold little significance unless the city receives a clear roadmap for planned expansion. According to the legislators, Bhopal's infrastructure and urban growth continue to suffer because the Master Plan has not yet been implemented.</p>
<h3>Heated Exchange During Meeting</h3>
<p>The situation escalated after Fanda Janpad Panchayat President Pramod Singh Rajput intervened during the discussion. The Congress MLAs objected to his remarks, asking why he was interrupting a conversation that was directed at the presiding Member of Parliament.</p>
<p>The verbal exchange soon turned into a heated argument, with both sides reportedly pointing fingers at each other. The atmosphere remained tense for nearly ten minutes before the Congress legislators expressed their dissatisfaction and walked out of the meeting.</p>
<p>The MLAs said there was little justification for inviting opposition representatives if their concerns were not being addressed.</p>
<h3>MP Appeals for Calm</h3>
<p>The meeting was chaired by Bhopal MP Alok Sharma, who attempted to persuade the Congress legislators to remain in the meeting and continue the discussion. However, both MLAs refused to stay and exited the venue.</p>
<p>Speaking after the meeting, Sharma acknowledged that Bhopal urgently requires the implementation of the Master Plan for its planned urban development. He said he would soon meet Chief Minister Mohan Yadav and urge the state government to expedite the process.</p>
<h3>BJP MLA Criticises Smart City Project</h3>
<p>Apart from the Master Plan controversy, the Smart City project also came under criticism during the meeting.</p>
<p>BJP MLA Bhagwandas Sabnani expressed strong dissatisfaction with the execution of the Smart City initiative, claiming that the project had failed to deliver essential civic amenities despite constructing large infrastructure.</p>
<p>He alleged that several buildings lack basic facilities, residents have faced problems such as malfunctioning lifts, community halls have not been provided in major complexes, and even the historic Dussehra Ground has been adversely affected.</p>
<p>Sabnani also suggested that large commercial plots developed under the Smart City project should be divided into smaller parcels to attract more buyers and improve revenue generation.</p>
<h3>Officials Promise Review</h3>
<p>Responding to the concerns, Bhopal Collector and Smart City Board Chairman Priyank Mishra assured the members that a separate review meeting would be held to examine the issues raised and identify solutions.</p>
<p>Bhopal Mayor Malti Rai also criticised the functioning of the Smart City administration, saying complaints regarding street lighting are often not resolved in a timely manner, causing inconvenience to residents.</p>
<p>MP Alok Sharma observed that coordination among multiple departments involved in the Smart City project has become a major challenge. He proposed the creation of a single nodal agency to streamline implementation and improve accountability. The Collector agreed to examine the suggestion during a separate review.</p>
<p>Interestingly, Congress MLA Arif Masood backed BJP MLA Sabnani's criticism, stating that if a senior legislator is highlighting such issues, the administration should address them seriously instead of ignoring them.</p>
<h3>Wetland Authority Proposal Approved</h3>
<p>Despite the disruption, the meeting approved a proposal to establish the Bhojpal Wetland Authority. The proposed body would be headed by the Divisional Commissioner and include the collectors of Bhopal and Sehore, the CEO of the Zila Panchayat, and public representatives.</p>
<p>MP Alok Sharma said the proposal would be forwarded to the Chief Minister for approval. He also advocated declaring Bhopal as a recognised Wetland City to strengthen conservation efforts while supporting sustainable urban development.</p>
<p>The developments underscore the growing political and administrative debate over Bhopal's urban planning, with both ruling and opposition representatives agreeing on the need for faster implementation of the long-awaited Master Plan.</p>
