The Chhattisgarh High Court has given the state government a final opportunity to submit its response in the case involving allegations of harassment against suspended IPS officer Ratanlal Dangi. The court has directed the government to place details of the action taken on the complaint before it within one week through an affidavit.

The direction came after the state failed to submit the required information despite an earlier order dated August 12, 2026. The matter was heard by Justice Amitendra Kishore Prasad on September 2, with the next hearing scheduled for September 29. 

Court Seeks Written Details of Action Taken

The High Court has asked the state to provide written details of the action taken on the complaint and place them on record through an affidavit within the stipulated seven-day period.

The court has also indicated that failure to comply could result in the officer-in-charge being required to appear personally before the court at the next hearing on September 29. The direction reflects the court's concern over the delay in furnishing the information sought in the case. 

Woman Challenges Investigation Process

The case stems from a complaint by a woman who works as a yoga teacher and whose husband is a police sub-inspector. According to the petition, she has alleged that Dangi engaged in inappropriate conversations and behaviour during online yoga sessions and video calls.

The petitioner has further alleged that after she objected to the alleged conduct, she was threatened with consequences involving her husband, including being implicated in a false criminal case and being transferred to a highly Naxal-affected area.

These are allegations made by the petitioner and have not been established by the court as facts.

Complaint Was Filed in October 2025

According to reports on the proceedings, the woman submitted a complaint to the Director General of Police on October 15, 2025, along with material that she said supported her allegations.

A departmental inquiry was subsequently initiated, with IPS officers Anand Chhabra and Milna Kurre named as investigating officers. Dangi was suspended in March 2026, according to reports on the case. 

The petitioner later approached the High Court, questioning the composition and independence of the investigation.

Demand for Woman Senior IAS Officer

The petitioner has sought a change in the investigation process and requested that the matter be examined by a senior IAS officer, particularly a woman IAS officer.

Her petition raises objections regarding the ranks and positions of the officers conducting the inquiry and questions whether the existing arrangement can ensure an impartial investigation. The petitioner has also sought examination of other complaints made against Dangi.

The allegations and demands remain subject to judicial consideration and responses from the state authorities.

High Court Had Sought Response in August

The High Court had earlier directed the concerned authorities to provide information regarding the action taken on the complaint. However, the required response was not placed before the court within the expected period.

During the September 2 proceedings, the delay prompted the court to grant what reports describe as a final opportunity. Senior police officials have now been given one week to file their response along with an affidavit. 

Next Hearing on September 29

The state's response will now be important for the next stage of the proceedings. If the directions are not complied with within the seven-day period, the officer-in-charge may be required to appear personally before the High Court.

The matter will come up for further hearing on September 29, 2026, when the court is expected to consider the response and the status of action taken on the complaint. 

The controversy surrounding Madhya Pradesh's long-awaited promotion process has intensified, with officers from the Home Department alleging that the Public Service Promotion Rules, 2025 have not been implemented in accordance with the guidelines issued by the General Administration Department (GAD).

After similar objections were raised by officials in the Commercial Tax Department, Home Department officers have now submitted complaints to the department's secretary and senior officials, alleging arbitrary interpretation of the promotion rules and warning that they may move the court if corrective action is not taken.

Officers Allege Rules Were Ignored

The complainants claim that promotions were granted without adhering to the provisions laid down under the Promotion Rules-2025, resulting in thousands of eligible officers and employees from the general category as well as Scheduled Castes and Scheduled Tribes being denied promotions.

They have demanded a review of the promotion exercise and implementation of the rules in their original spirit.

Police Department Promotions Under Scrutiny

The police department, where the highest number of promotions has taken place, has emerged as the focal point of the controversy.

According to the state government, nearly 25,000 police personnel have been promoted under the new exercise, a move that Chief Minister Dr. Mohan Yadav has publicly appreciated.

However, officers who were left out have questioned the process, alleging that officials failed to follow the prescribed procedure and have not initiated corrective measures despite being aware of the alleged irregularities.

Selection Year Procedure Allegedly Overlooked

According to the complainants, Clause 6 of the Public Service Promotion Rules, 2025 clearly states that if a Departmental Promotion Committee (DPC) meeting for a particular selection year cannot be held on time, the pending selection year's promotion list must be prepared first before considering vacancies of subsequent years.

The officers allege that instead of preparing a separate selection list for the pending 2025 vacancies, departments considered records from later years and issued promotion orders accordingly.

GAD Clarification Cited

The officers have referred to the clarification issued by the General Administration Department after the notification of the Promotion Rules.

According to the GAD's clarification issued on June 30, 2025:

• DPCs held in 2026 were to consider Confidential Reports (CRs) from 2024-25 to 2020-21.

• DPCs conducted in 2025 for vacancies up to December 2026 were to consider CRs from 2023-24 to 2019-20.

• The special DPC for 2025 vacancies, covering posts up to December 2025, was required to assess eligibility based on CRs from 2022-23 to 2018-19.

The complainants allege these directions were ignored in several departments.

Demand for Review, Court Move Likely

Affected officers have demanded that the state government review the entire promotion process and issue revised promotion orders in accordance with the Promotion Rules-2025 and the GAD's guidelines.

They have warned that if the alleged irregularities are not rectified, the matter will be challenged before the courts.

The state government has not yet issued an official response to the latest allegations raised by Home Department officers.

The Chhattisgarh government's Home (Police) Department has issued fresh posting orders for promoted police officers, including Deputy Superintendents of Police (DSPs) and Assistant Commandants. The orders, issued from Mahanadi Bhawan in Nava Raipur on July 9, will take effect immediately.

According to the Home Department, the officers were recently promoted on the recommendations of the Departmental Promotion Committee (DPC) from the posts of Inspector (Special Branch) to Deputy Superintendent of Police (Special Branch) and Assistant Commandant. Their field postings have now been finalised.

DSP-Level Transfers Announced

Among the key transfers, Savita Singh Parihar has been posted to the Special Branch in Bhilai from the Special Branch at Police Headquarters in Nava Raipur.

Arnold Santri Badha has been transferred from Jashpur to the Special Branch in Bilaspur following his promotion.

Assistant Commandants Receive New Postings

The Home Department also announced postings for several Assistant Commandants across the state:

Orders Effective Immediately

The Home Department stated that all postings have come into force with immediate effect and will remain valid until further orders.

The reshuffle is part of the state's routine administrative process following the promotion of police officers and is aimed at strengthening policing and administrative efficiency across various units and battalions.
