The Delhi government will allocate ₹400 crore to strengthen the capital’s startup and incubation ecosystem under its Delhi Start-Up and Incubation Policy 2026, Cabinet Minister Ashish Sood said on Sunday.

Sood said Delhi had not developed its startup ecosystem at the pace it could have, despite having major educational institutions, access to capital and a large pool of skilled young people. The proposed investment is aimed at strengthening incubation infrastructure, mentorship and financial support for entrepreneurs.

₹400 crore startup support plan

The proposed ₹400-crore allocation is intended to provide greater institutional support to startups operating in Delhi.

According to the government, the policy will focus on areas including incubation infrastructure, mentorship programmes and direct incentives for entrepreneurs. The objective is to create a more structured environment in which ideas emerging from colleges and other institutions can be developed into commercially viable businesses.

The announcement comes as governments across India increasingly seek to strengthen local startup ecosystems through funding, incubation facilities and links between educational institutions and industry.

Sood says Delhi fell behind

Sood acknowledged that Delhi had significant advantages but had not fully converted them into a strong and integrated startup ecosystem.

He pointed to Delhi's position as the national capital, its premier educational institutions and its large pool of young and educated people as factors that could have helped the city become a stronger startup hub.

The minister said the growth of India's startup ecosystem since 2014 had been rapid, while Delhi's development in this area had not kept pace with its potential. 

Focus on incubation and mentorship

A major component of the new policy is expected to be the expansion of incubation support.

Incubators can provide early-stage companies with workspace, technical assistance, mentoring, networking opportunities and access to investors. For student and first-time founders, such support can be particularly important in moving an idea from an academic or experimental stage towards a marketable product.

The Delhi government's planned support therefore goes beyond direct financial assistance and includes institutional infrastructure for entrepreneurs. 

Student entrepreneurship gets attention

The policy also comes against the backdrop of efforts to encourage entrepreneurship among students in Delhi.

Earlier this year, the government had announced a Campus to Market Startup Incubation Policy, with an allocation of ₹325 crore over five years and a stated target of supporting thousands of startups.

The latest ₹400-crore announcement indicates a broader push to establish Delhi as a more organised base for entrepreneurship, rather than relying primarily on individual startup initiatives.

Delhi's wider startup advantage

Delhi and the wider National Capital Region already form one of India's major startup clusters, benefiting from proximity to investors, corporate headquarters, government institutions and a large consumer market.

The NCR has developed significant activity across sectors including technology, fintech, e-commerce, logistics and education. However, the presence of a large startup market does not automatically mean that every part of the region has an equally developed support system.

The government's latest policy seeks to strengthen that institutional layer within Delhi itself.

The move also comes amid rapid expansion of India's overall startup ecosystem. Government-backed initiatives such as Startup India have helped establish a wider framework for entrepreneurship, while private investment and digital infrastructure have supported the growth of technology-led businesses.

Delhi is therefore competing with established startup centres and emerging innovation hubs across the country for founders, investors, talent and new businesses.

Sood's comments suggest that the Delhi government wants to use the capital's existing institutional advantages to close that gap.

Implementation will determine impact

The effectiveness of the ₹400-crore programme will ultimately depend on how the funds are distributed, which startups qualify for support and how effectively incubation and mentorship programmes are implemented.

For entrepreneurs, access to funding is only one part of building a successful company. Availability of experienced mentors, market access, skilled talent, infrastructure and a predictable regulatory environment can also influence whether early-stage businesses survive and scale.

The Delhi government's challenge will therefore be to convert the proposed financial commitment into a functioning support network that can produce measurable outcomes for startups and young entrepreneurs.

According to the viral account, the decision to resign was not taken impulsively. Before leaving his job, he is said to have evaluated his financial situation, ensured he had sufficient savings, and confirmed that he had no major bank loans or outstanding liabilities.

With financial stability in place, he chose to venture into the dairy sector, believing that products linked to daily household consumption would offer a more sustainable business opportunity.

The entrepreneur reportedly launched an organic dairy business, initially operating on a small scale. His product range includes fresh milk, curd, paneer and traditional ghee, with an emphasis on maintaining product quality.

As customer trust grew through word-of-mouth recommendations, demand for his products reportedly increased, helping the business expand gradually.

Information circulating on social media claims that the dairy venture is currently generating monthly revenue of around ₹3.5 lakh, with an estimated monthly profit of nearly ₹1.5 lakh.

For professionals with existing financial commitments such as home loans or family responsibilities, experts recommend building alternative income streams alongside regular employment before considering a full-time transition to business.

From software development and customer support to marketing and operations, AI tools are allowing solo founders to run companies that generate millions in revenue, giving rise to a new generation of “one-person companies.”

A recent analysis by payment technology company Stripe suggests that the trend has accelerated sharply between 2023 and 2025. In the United States, the number of one-person businesses generating annual revenue of up to $10 million (around ₹95 crore) has doubled in just two years, while companies exceeding that revenue threshold have tripled.

AI Becoming a ‘Built-In Business Partner’

According to Ernie Tedeschi, artificial intelligence is increasingly functioning as an entrepreneur’s “built-in business partner,” handling tasks that previously required dedicated teams. AI-powered coding assistants, content generation platforms, customer service chatbots and automation tools have significantly reduced the cost and complexity of launching and managing a business.

While these technologies are helping founders grow faster, they are also reducing the need for large workforces in many technology-driven ventures.

Solo Founders Scaling Businesses Rapidly

Several entrepreneurs are already demonstrating how AI is transforming business creation.

US-based entrepreneur Ben Broca launched an AI tools company for entrepreneurs in December 2025. Operating without a single employee, he reportedly acquired more than 10,000 customers within eight months. The company is projected to generate around ₹95 crore in revenue this year and has already secured approximately ₹287 crore in investor funding.

Similarly, entrepreneur Claire Wo developed an affordable documentation application priced at just $1 per month. After running the venture alone for the first nine months, she hired only one engineer. The platform now serves nearly 100,000 users and is expected to earn close to ₹10 crore in profit this year.

Another solo entrepreneur, Troy Johnston, runs a credit card benefits application independently from Orlando, reportedly earning around $3,000 (approximately ₹2.9 lakh) in monthly profits.

Business Formation Rising, Hiring Slowing

The AI-driven shift is also reflected in broader business trends.

According to Bank of America Institute> economist Taylor Bowley, applications to start businesses in the information technology sector increased by around 45% within a year, marking the fastest growth among all industries. However, the proportion of founders planning to hire employees has declined significantly during the same period.

Research by **Harvard Business School> professor Rembrand Koning further found that AI-focused startups employ around 25% fewer people on average compared to similar companies without heavy AI integration.

Opportunities Come With New Risks

Despite the rapid growth, entrepreneurs acknowledge that AI has also intensified competition.

Troy Johnston noted that while AI provides powerful business capabilities, it also makes it easier for competitors to replicate successful products and ideas. The technology has significantly lowered entry barriers, allowing new businesses to emerge much faster than before.

Not every solo venture succeeds, however. Sameer Ahmed, after leaving a two-decade-long career to launch a solo coaching and consulting business, was forced to shut it down within months, highlighting the challenges of sustaining independent ventures despite AI support.

A New Era of Entrepreneurship

Industry observers believe AI is fundamentally changing the economics of starting a business. Entrepreneurs who once needed developers, marketers, designers and customer support teams can now rely on AI-powered platforms to perform many of those functions.

While the rise of one-person companies promises greater innovation, efficiency and lower startup costs, economists also caution that the trend could reshape employment patterns as businesses increasingly prioritize automation over workforce expansion.
