Nepal is seeking to shift the conversation from humanitarian aid to climate compensation after deadly flash floods, with officials arguing that countries responsible for a large share of global emissions should help meet the cost of recovery.

Nepal is seeking climate compensation rather than conventional humanitarian aid after devastating flash floods swept through parts of the country, with Foreign Affairs Minister Shisir Khanal arguing that major greenhouse-gas emitters should bear responsibility for losses suffered by vulnerable nations.

The demand follows the August 26 disaster, when a massive collapse of ice, rock and mountain debris from the Langtang Lirung area triggered a powerful surge of water and debris into river systems in central Nepal. The resulting floods destroyed homes and roads and caused extensive damage to infrastructure.

Nepal has estimated the cost of recovery at around $5 billion, a figure officials have described as an early estimate as the scale of destruction continues to emerge.

Nepal shifts from aid to climate justice

Khanal said Nepal would no longer view post-disaster assistance simply through the lens of humanitarian aid. Instead, Kathmandu wants the international response to focus on “justice and compensation”, arguing that Nepal contributes very little to global greenhouse-gas emissions while facing severe consequences from climate-related risks.

He said the disaster was unlike a conventional flood, describing the scale and speed of the event as unprecedented in Nepal's living memory.

Khanal argued that China, the United States and India have a particular responsibility because of their significant contributions to global emissions. According to him, climate-vulnerable countries such as Nepal should receive compensation for losses associated with the global climate crisis.

Scientists urge caution over climate link

Nepal's position comes as scientists continue examining the precise causes of the disaster.

The file's reporting notes that experts have said it is too early to firmly establish a direct link between the specific flash floods and climate change. However, researchers have pointed to growing climate-related vulnerability across the Hindu Kush Himalayan region.

Nepal's climate change chief Maheshwar Dhakal said human-caused climate change had been a factor, while Prime Minister Balendra “Balen” Shah also highlighted the increasing risks facing the Himalayan region as the climate changes.

Experts have cautioned that the Himalayas are already naturally vulnerable to earthquakes, landslides, avalanches and flash floods. Climate change may be increasing the underlying vulnerability of the region, rather than being established as the sole cause of an individual disaster.

Himalayan infrastructure under scrutiny

The disaster has also renewed scrutiny of the rapid expansion of infrastructure across the Himalayas.

The 14th meeting of the India-Nepal Joint Working Group on Border Management and Security began in Dehradun on Thursday, with senior officials from both countries holding two-day discussions on cross-border security and management issues. 

The talks are being held at Hotel Taj in Dehradun and are focused on strengthening security along the open India-Nepal border, while addressing cross-border crime, infiltration, smuggling and other criminal activities. 

Cross-Border Crime on Agenda

Officials are expected to discuss measures to tackle cross-border criminal activities, drug trafficking, smuggling and illegal movement of people and goods. Information sharing between security agencies is also expected to form an important part of the discussions. 

The two sides are also reviewing mechanisms for monitoring the movement of third-country nationals and addressing security concerns linked to the open border.

Border Disputes Discussed

The meeting is also taking up certain border-related issues and disputes, including the examination of historical maps, according to reports. Nepal's concerns regarding India-China trade through the Lipulekh Pass are also expected to feature in the discussions. 

Border regulations, encroachments in no-man's land, counterfeit currency and unauthorised trade are among the broader issues that have featured in the agenda of India-Nepal security discussions. 

Review of Previous Decisions

The 14th JWG meeting follows the 13th meeting held in Pokhara, Nepal, on March 27-28, 2025. At that meeting, the two sides reviewed measures concerning border pillars, trans-border criminal activities, border infrastructure and capacity building of security institutions. 

The previous meeting also discussed strengthening infrastructure at Integrated Check Posts, roads and railway networks, disaster-risk reduction and the functioning of Border District Coordination Committees.

Wider Bilateral Engagement

The latest talks come shortly after Indian Army Chief General Dhiraj Seth's visit to Nepal from August 16 to 19. During the visit, he held discussions with senior Nepali officials, including Prime Minister Balendra Shah, with defence cooperation featuring prominently. 

The meetings reflect continued engagement between the two neighbours on security, defence and border-management matters.

Open Border Framework

India and Nepal share a distinctive relationship characterised by an open border and extensive people-to-people ties. The Joint Working Group provides a formal mechanism for both countries to address security concerns arising from this arrangement.

The Dehradun meeting is expected to conclude after two days of discussions, with both sides reviewing existing mechanisms and exploring measures to improve coordination along the border.

India stepped up diplomatic engagement with two neighbouring countries on Monday, as its envoys in Nepal and Bangladesh separately met the prime ministers of the two countries amid recent strains in bilateral relations.

Indian Ambassador to Nepal Naveen Srivastava met Nepali Prime Minister Balendra Shah, while India's High Commissioner to Bangladesh, Dinesh Trivedi, paid a courtesy call on Bangladeshi Prime Minister Tarique Rahman. The meetings came at a time when New Delhi is seeking to maintain dialogue with both Kathmandu and Dhaka.

The engagements also assume significance ahead of the upcoming BRICS Summit, to which Bangladesh has been invited in its capacity as the current chair of BIMSTEC.

First India-Nepal Meeting

Srivastava's meeting with Shah marked their first face-to-face interaction since the Nepali prime minister assumed office in March.

According to Nepal's Prime Minister's Office, the meeting lasted around an hour. Discussions covered Nepal-India relations, bilateral cooperation, development partnerships and areas of mutual interest.

The Nepali PMO said Shah stressed the importance of strengthening the historical relationship between the two neighbouring countries and expanding cooperation in areas of shared interest.

The meeting comes after comments made by Shah in Nepal's Parliament in May and June triggered controversy over border issues. Shah had stated that Nepal had encroached on Indian territory, a position that differed from Kathmandu's traditional narrative concerning cross-border disputes.

Nepal's Foreign Ministry later sought to clarify the remarks, saying they related to localised issues involving boundary pillars, no-man's land and cross-border agricultural activity rather than a change in Nepal's official position on disputed areas such as Kalapani, Lipulekh and Limpiyadhura.

Kathmandu's Diplomatic Balancing

Shah's meeting with Srivastava was also notable because the Nepali leader had previously preferred meetings involving groups of ambassadors rather than individual diplomatic engagements.

After meeting the Indian envoy, Shah was scheduled to meet China's ambassador, followed by a meeting with the US charge d'affaires.

India-Bangladesh Engagement

In Dhaka, High Commissioner Dinesh Trivedi met Prime Minister Tarique Rahman at the Bangladesh Secretariat.

The meeting came a day after Trivedi held a separate meeting with Bangladesh Foreign Minister Khalilur Rahman. Trivedi, who arrived in Dhaka on June 12 to take charge as India's High Commissioner, has been engaging with the country's new political leadership.

The India-Bangladesh relationship has faced renewed friction following a virtual address by former Bangladeshi Prime Minister Sheikh Hasina from New Delhi on August 5.

During the address, Hasina said she remained determined to return to Bangladesh in December and spoke about restoring democracy in the country. She also acknowledged the possibility of facing imprisonment or a death sentence upon her return.

Dhaka strongly objected to the event and subsequently lodged a protest with New Delhi. Bangladesh said Hasina's remarks could influence public sentiment and complicate efforts to improve bilateral relations.

India, meanwhile, has maintained that it had no involvement in the virtual media interaction.

BRICS Invitation Adds Context

The diplomatic engagements also come ahead of the BRICS Summit hosted by India.

Prime Minister Narendra Modi has invited Rahman to attend the summit, with Bangladesh's position as the current BIMSTEC chair cited as the reason for the invitation.

Dhaka has not yet formally confirmed whether Rahman will attend.

For India, maintaining communication with Bangladesh is particularly important as the two sides navigate political changes in Dhaka and disagreements linked to Hasina's presence in New Delhi.

The recent communal violence in Nepal has once again exposed the country's fragile governance system, raising questions over the state's ability to prevent local disputes from escalating into wider security crises. Nepal's central bank has announced that it will issue a new one-rupee coin featuring the country's revised political map, including the disputed territories of Limpiyadhura, Lipulekh and Kalapani, a move that is likely to revive a long-running boundary dispute with India.

The Nepal Rastra Bank (NRB) confirmed that the redesigned coin will retain the controversial map despite recent reports suggesting the image would be replaced with a Buddhist monastery.

Central Bank Confirms New Coin Design

According to PTI, NRB spokesperson Guru Prasad Paudel said the central bank would proceed with minting the new one-rupee coin.

"NRB has not officially received the new design of the coin, but we are sure it will feature the map. We will issue the new one-rupee coin. However, its size and metal will be changed, making it smaller and lighter than the previous one," Paudel said.

The redesigned coin will reportedly be smaller, lighter and produced using steel, replacing the earlier mixed-metal version.

Reported Reversal by Nepal Government

The announcement comes after reports that the Nepal government, led by Prime Minister Balendra "Balen" Shah, had initially approved replacing the map with an image of the Lo Ghyakar Monastery in Mustang district—one of Nepal's oldest Buddhist monasteries.

The Nepalese government has not officially detailed the reasons behind the reported change in decision.
