Ukrainian President Volodymyr Zelenskyy has warned airlines and insurers that Russian airspace is becoming increasingly unsafe as Kyiv intensifies drone operations against Russian targets.

Kyiv, September 2, 2026: Ukrainian President Volodymyr Zelenskyy has warned airlines, insurers and foreign governments that Russian airspace could become effectively unusable as Ukraine steps up drone strikes against Russian military and war-related infrastructure.

In an address on September 1, Zelenskyy said Russian airspace was becoming “completely unsafe” and urged airlines that continue to use Russian airspace to take the growing drone threat into account. 

Zelenskyy said Ukraine does not intend to target civilian aircraft but warned that the scale of drone activity over Russia would create an increasing risk for aviation.

“Russian airspace will effectively be closing,”

he said, arguing that the war launched by Russia was now affecting the safety of its own airspace. 

Ukraine warns airlines over Russian airspace

The warning was directed at airlines, insurers and operators using Russian airports, as well as foreign governments whose carriers continue to fly through Russian airspace.

European and US carriers have largely avoided Russian airspace since the full-scale invasion began, while some airlines from countries including China, Turkey and Gulf states continue to use routes over Russia. Reuters reported that these carriers can gain time and fuel advantages by using Russian airspace, but face growing risks as Ukrainian drone operations expand. 

Aviation risk advisory firm Osprey Flight Solutions has also highlighted increasing drone and missile risks around the Russia-Ukraine border, with concerns extending to areas deeper inside Russia, including around Moscow and St Petersburg. 

Ukraine says drone campaign is retaliation

Zelenskyy framed Ukraine's attacks as part of its response to intensified Russian strikes on Ukrainian cities and infrastructure.

He said Russia had increased the scale of its attacks and that Ukraine was exercising its right to self-defence by striking Russian military targets and parts of the economy supporting the war effort. 

The Ukrainian president's warning came after a series of Russian missile and drone attacks on Ukraine, including a ballistic missile strike on Kyiv and repeated drone attacks on other cities. 

Recent Ukrainian long-range strikes have targeted Russian military facilities as well as infrastructure connected to the country's energy and oil sectors, according to reports. 

Growing aviation risk

The expansion of drone warfare into Russian territory is creating a complicated challenge for civilian aviation.

Zelenskyy stressed that Ukraine does not intend to attack civilian aircraft, but the presence of large numbers of drones in Russian skies could increase the possibility of disruption or misidentification.

Previous aviation incidents during the broader Russia-Ukraine conflict have underscored the dangers associated with civilian aircraft operating near active combat zones. 

Russia's airspace has remained open to civilian aviation during much of the war, although drone attacks have repeatedly caused temporary airport closures and flight disruptions.

Zelenskyy's latest warning therefore represents a significant escalation in the aviation implications of Ukraine's expanding long-range drone campaign.

Moscow rejects Kyiv's warning

The warning has also drawn a strong response from Moscow. Russian President Vladimir Putin described Zelenskyy's comments as a declaration of “state terrorism”,

Kyiv, meanwhile, has called on foreign governments and diplomatic representatives to communicate the aviation risks to their capitals.

The immediate question for international carriers is whether the increased frequency and geographic reach of Ukrainian drone operations will prompt additional changes to flight routes over Russia.

For now, Zelenskyy's message is clear: Ukraine believes the safety calculation for airlines flying through Russian airspace has fundamentally changed as its drone campaign expands.

Solar Defence and Aerospace Ltd. (SDAL), a wholly owned subsidiary of Solar Industries India Limited, has successfully demonstrated its indigenous Bhargavastra vehicle-mounted counter-swarm drone system before a special team of senior Indian Army officers. The live demonstration showcased the system's advanced detection, tracking, command-and-control, and engagement capabilities, highlighting India's growing expertise in indigenous air defence technology.

The demonstration was conducted in the presence of Indian Army officials and featured the system in its complete operational configuration. The event underscored India's ongoing efforts to strengthen domestic defence manufacturing under the country's self-reliance initiative.

Advanced Multi-Layer Air Defence System

Bhargavastra is a vehicle-mounted, multi-layered counter-swarm drone system developed specifically to counter the increasing threat posed by unmanned aerial vehicles (UAVs) and coordinated drone swarms.

The demonstration included a Command and Control Vehicle (CCV) equipped with radar, drone detection systems, and an advanced C4I (Command, Control, Communications, Computers and Intelligence) architecture. A separate launcher vehicle carrying multiple launch tubes was also deployed as part of the system.

During the trial, SDAL launched a swarm of drones that were successfully detected by the radar and sensor network. The integrated C4I system generated a real-time drone attack alert, displayed the complete operational picture, and assigned targets to the launcher vehicle. The complete engagement sequence was demonstrated successfully, although live rocket firing was not conducted due to safety restrictions within the plant premises.

Designed for India's Diverse Terrain

According to the company, Bhargavastra has been engineered to operate effectively across India's varied geographical conditions, including deserts, plains, and mountainous regions at altitudes of up to 5,000 metres above mean sea level.

Its surveillance suite combines multiple technologies, including:

• Radar capable of detecting UAVs up to 10 kilometres
• Electro-Optical/Infrared (EO/IR) surveillance system
• Passive Radio Frequency (RF) sensors

These systems work together to detect, classify, and track aerial threats, allowing operators to engage either individual drones or coordinated drone swarms with high accuracy.

Hard-Kill Solution Against Autonomous Drones

Unlike conventional anti-drone systems that rely primarily on electronic jamming or signal spoofing, Bhargavastra offers a hard-kill capability capable of physically destroying hostile drones.

The weapon system employs indigenously developed unguided rockets and precision micro-missiles arranged in a multi-layer engagement architecture. This approach enables the system to neutralize autonomous drones that are resistant to electronic countermeasures while significantly reducing interception costs.

The company believes the system offers a more economical alternative to expensive surface-to-air missiles, which are often used against relatively low-cost drones.

Addressing Emerging Battlefield Challenges

Recent conflicts around the world—including those involving Russia and Ukraine, Azerbaijan and Armenia, and the ongoing tensions in West Asia—have demonstrated the growing use of drones in modern warfare.

Industry estimates suggest that more than 100,000 drones are now deployed annually in active combat operations worldwide. The increasing reliance on unmanned aerial systems has created an urgent need for affordable and scalable counter-drone technologies.

Recognizing this evolving threat several years ago, SDAL initiated the development of Bhargavastra as a cost-effective solution capable of defeating both individual UAVs and large autonomous drone swarms.

Milestone for Indigenous Defence Manufacturing

Speaking after the demonstration, Satyanarayan Nuwal, Founder and Chairman of Solar Industries India Limited, said the company was the first among 14 private firms to demonstrate such a system.

He described Bhargavastra as one of the world's first fully integrated, vehicle-mounted, multi-layer counter-swarm drone systems employing unguided rockets and micro-missiles specifically designed for swarm neutralization.

Indian Army officials who attended the demonstration appreciated the technological achievement and expressed satisfaction with the system's capabilities.

The successful demonstration is expected to strengthen India's indigenous defence ecosystem and represents another significant step toward achieving self-reliance in advanced air defence technologies.
