NEET UG 2026 Counselling: MCC Announces Major Changes to Seat Upgrade, Resignation and NRI Quota Rules

The Medical Counselling Committee has introduced a set of changes to this year's NEET UG counselling process that should meaningfully cut down on the stress and travel burden candidates have faced in previous cycles.

The most significant change concerns seat upgradation. In earlier years, candidates who received a seat allotment but wanted a shot at a better seat in the next round still had to physically report to their currently allotted college to complete admission formalities — even if they had no intention of actually joining that college. This created real hardship for families, particularly when the allotted institution was in another state, adding travel costs, document handling and last-minute logistical stress to an already high-pressure process. Under the revised rules, candidates who select the "Upgrade" or "Willing to Upgrade" option after seat allotment will no longer need to visit their allotted college in person. Their seat stays secured within the counselling system automatically, allowing them to participate in the next round without the physical reporting requirement.

Seat resignation has also moved fully online. Previously, candidates wishing to give up an allotted seat had to physically report to the institute and have a resignation letter generated through the college before it would count as valid — anything else was treated as null and void. MCC has now made this entire process available through the counselling portal directly, letting candidates submit resignation requests online within the specified deadline, wherever resignation is permitted under the round's specific rules.

For NRI quota applicants, particularly those applying to deemed universities, document submission has similarly moved online — candidates can now upload required documents through the MCC portal at mcc.nic.in rather than submitting them in person.

MCC has cautioned that these changes don't mean upgrade or resignation options are available at all times — each facility still operates strictly according to the official counselling schedule, round-specific rules and deadlines published by MCC. As of July 29, the detailed NEET UG 2026 counselling schedule itself had not yet been published on MCC's website, though registration is expected to open in early August 2026, with the process running across four stages: Round 1, Round 2, the Mop-Up Round, and the Stray Vacancy Round.

Candidates and parents are advised to rely only on the official MCC website for schedule updates and deadlines, rather than depending on WhatsApp forwards, screenshots or other unofficial sources — a caution that carries extra weight this year given how many procedural details have changed from previous cycles.
