<p><strong>Bibury</strong>, a small village in England's <strong>Cotswolds</strong> region with a population of just <strong>627</strong>, has become the centre of attention after reports revealed that authorities collected nearly <strong>£45,570 (around ₹58 lakh)</strong> in parking fines during 2025 alone.</p>
<p>Once admired for its peaceful atmosphere and centuries-old charm, the village is now witnessing traffic congestion, parking disputes and growing frustration among local residents as thousands of tourists arrive every day.</p>
<h3><strong>A Village Loved Across the World</strong></h3>
<p>Bibury is widely regarded as one of England's most scenic destinations. Its iconic 17th-century stone cottages, riverside landscapes and historic streets have made it a favourite among domestic and international visitors.</p>
<p>The village has long enjoyed global recognition. British designer and writer <strong>William Morris</strong> famously described it as "the most beautiful village in England," while historical accounts suggest that Japan's Emperor <strong>Hirohito</strong> once referred to it as a special place during his visit.</p>
<p>Its popularity has only grown in recent years, attracting large numbers of tourists throughout the year.</p>
<h3><strong>Parking Chaos Frustrates Residents</strong></h3>
<p>The growing number of visitors has created serious infrastructure challenges.</p>
<p>With limited parking facilities available, many tourists reportedly leave their vehicles outside residential properties, on pavements and along double yellow lines where parking is prohibited.</p>
<p>According to media reports, disputes between residents and visitors have become increasingly common. In one incident, an argument over a parking ticket allegedly escalated when a tourist drove over a resident's foot while attempting to leave.</p>
<p>Local authorities say the rising traffic has significantly affected the daily lives of people living in the village.</p>
<h3><strong>651 Parking Tickets in a Year</strong></h3>
<p>The sharp increase in illegal parking is reflected in enforcement figures.</p>
<p>Data from <strong>Gloucestershire County Council</strong> shows that parking penalty notices rose from just <strong>28 in 2019</strong> to <strong>651 in 2025</strong>.</p>
<p>The fines generated approximately <strong>£45,570</strong>, equivalent to nearly <strong>₹58 lakh</strong>.</p>
<p>Motorists who settle penalties within two weeks are required to pay <strong>£35</strong>, while delayed payments increase the fine to <strong>£70</strong>.</p>
<h3><strong>Paid Parking System Planned</strong></h3>
<p>Despite the revenue collected through fines, officials say managing traffic remains expensive.</p>
<p>Reports indicate that enforcement and monitoring cost local authorities around <strong>£4,000 every month</strong>, meaning parking penalties alone do not fully cover operational expenses.</p>
<p>To better regulate visitor traffic, authorities are planning to introduce a <strong>pay-and-display parking system</strong> between <strong>March and October</strong>, the busiest tourist season.</p>
<p>Under the proposal, visitors would pay around <strong>£6 to £7</strong> for up to two hours of parking. Officials hope the move will improve parking discipline while generating additional funds for traffic management.</p>

<p>Bibury's experience reflects a wider challenge faced by many globally popular destinations where tourism has become both an economic opportunity and a burden.</p>
