Saudi Arabia, Turkey and Pakistan Sign NATO-Style Mutual Defence Pact

The Mecca Joint Defence Agreement treats an attack on one member as an attack on all three, according to Turkish officials.

Saudi Arabia, Turkey and Pakistan have signed a landmark collective defence agreement that could reshape the security architecture of West Asia.

The Mecca Joint Defence Agreement was signed on August 7 by Saudi Crown Prince Mohammed bin Salman, Turkish President Recep Tayyip Erdogan and Pakistan Prime Minister Shehbaz Sharif amid widening regional instability.

Collective Defence Commitment

Under the agreement, an attack against any one of the three countries would be treated as an attack against all signatories.

Turkish Foreign Minister Hakan Fidan described the provision as technically comparable to NATO’s Article 5 collective-defence clause. However, he maintained that the agreement was defensive and was not directed against Iran or any other specific country.

The pact is expected to expand cooperation in intelligence sharing, military training, logistics, defence technology, counterterrorism and joint exercises. A permanent secretariat will be established in Saudi Arabia, while foreign and defence ministers from the three countries will hold regular meetings.

More Countries Could Join

Turkey has indicated that the agreement could eventually be expanded. Egypt is among the countries being discussed as a possible future participant.

The pact brings together Saudi Arabia’s financial and diplomatic influence, Pakistan’s large military establishment and nuclear capability, and Turkey’s expanding defence industry and NATO experience.

Why India Will Watch Closely

The agreement gives Pakistan a formal place in an emerging West Asian security arrangement involving two countries with which India maintains important diplomatic, commercial and strategic relationships.

No official Indian reaction had been reported at the time of publication. New Delhi is, however, likely to closely assess whether the agreement remains limited to collective defence or evolves into a wider military and diplomatic bloc.
