Jharkhand’s recruitment-examination protest entered a decisive phase on Sunday, August 9, as the state government held fresh discussions with aspirants demanding action over alleged irregularities in examinations conducted by the Jharkhand Public Service Commission and Jharkhand Staff Selection Commission.

The agitation at Ranchi’s Jaipal Singh Munda Stadium entered its 16th day amid growing concern over the health of students participating in an indefinite hunger strike.

Some media reports indicated that the government and student representatives had moved closer to an understanding on several demands. However, no formal written settlement, order cancelling an examination or announcement of an independent investigation had been issued at the time of publication.

The protesters’ proposed march towards the Jharkhand Assembly on August 10 therefore remained an important pressure point.

Devendra Nath Mahto’s Blood Sugar Drops

Student leader Devendra Nath Mahto’s health deteriorated early on Sunday. Doctors examining him reportedly recorded his blood glucose level at 53, substantially below the normal range.

Mahto has complained of difficulty speaking, low blood pressure and severe dehydration during the hunger strike. He has continued to demand direct and decisive intervention by the state government.

Separately, protester Rahul Kranti was admitted to the intensive-care unit at Ranchi’s Sadar Hospital after his condition worsened during the fast. Reports said he had refused to end his hunger strike despite being hospitalised.

The deteriorating health of the protesters has increased pressure on the administration to reach a resolution. The New Indian Express reported that multiple rounds of talks held on Friday and Saturday had failed to break the deadlock.

What Are the Students Demanding?

Different student organisations have submitted separate lists of demands, but their principal concerns relate to transparency, accountability and alleged manipulation of government recruitment examinations.

Their major demands include:

• Cancellation of the 14th JPSC Civil Services Preliminary Examination.
• Investigation of JPSC and JSSC examinations facing allegations of irregularities.
• Action against officials and other persons found responsible.
• Reform of the appointment and functioning of JPSC and JSSC.
• Creation of a Jharkhand Testing Agency on the lines of the National Testing Agency.
• Inclusion of tribal and regional languages as qualifying papers in recruitment examinations.
• A transparent recruitment calendar and timely completion of pending appointments.

Some organisations have demanded a CBI or judicial investigation, while the Congress-affiliated National Students’ Union of India proposed a CID investigation within 90 days.

The allegations against the examinations remain subject to investigation. The government and commissions must be given an opportunity to respond to each specific claim.

Government Holds Repeated Meetings

The government initially met representatives of the JPSC-JSSC Reforms Manch, which has been leading the agitation. A ministerial panel subsequently held separate discussions with the NSUI, Jharkhand Chhatra Morcha and Adivasi Chhatra Sangh.

The Reforms Manch accused the government of attempting to divide the movement by meeting organisations that, it claimed, had not played a central role in the protest. The government maintained that it was consulting different groups to understand the concerns of all affected aspirants.

The ministerial panel includes Dipika Pandey Singh, Sudivya Kumar, Chamra Linda and Sanjay Prasad Yadav. It briefed Chief Minister Hemant Soren following the discussions.

Soren subsequently said the government would respond to the students through dialogue rather than force and promised justice and transparency. However, the students are seeking specific, time-bound orders instead of general assurances.

Have Any Demands Been Accepted?

Reports suggested that the government had responded positively to several demands and that an agreement could be possible. Nevertheless, the following points had not been formally confirmed:

Arrests and Investigation

Nineteen people have reportedly been arrested in connection with alleged irregularities involving JPSC examinations. Former commission chairperson L Khiangte has also been questioned multiple times since July 28, according to a PTI report carried by ThePrint.

These investigative actions do not, by themselves, establish the wider allegations being made by protesters. The findings of the investigating agencies and any subsequent judicial proceedings will determine individual responsibility.

What Happens Next?

The immediate focus is on whether the government issues concrete, written decisions before the proposed Assembly march.

AISA supporters have indicated that they will participate in the August 10 mobilisation, while the ABVP has announced a separate Vidhan Sabha march for August 11.

The government’s promise of dialogue has created an opportunity to resolve the crisis. But unless it is followed by verifiable orders, timelines and an investigation acceptable to the aspirants, the protest is likely to continue.
