Myanmar Rejects Continued ASEAN Envoy Role, Resists Call to Release Aung San Suu Kyi

Myanmar says its recent election has made the special-envoy mechanism unnecessary, while ASEAN continues to demand access to political leaders and implementation of its peace plan

Myanmar’s military-backed government has rejected the continued role of the Association of Southeast Asian Nations’ special envoy, opening a fresh disagreement with the regional bloc over the country’s political crisis.

Myanmar’s foreign ministry said the appointment and continued involvement of a special envoy were no longer necessary following the election conducted in December and January.

The election was won by a military-backed party without substantial opposition participation. It allowed former junta leader Min Aung Hlaing to assume the presidency.

ASEAN Peace Plan Remains Stalled

Myanmar’s relationship with ASEAN has been strained since the military removed Aung San Suu Kyi’s elected government in February 2021.

The takeover triggered nationwide resistance and a civil conflict that has displaced millions. Myanmar’s leadership has consequently been barred from ASEAN’s highest-level meetings because of its failure to implement the bloc’s five-point peace consensus.

The plan calls for an end to violence, dialogue among the parties, humanitarian assistance and access for an ASEAN special envoy.

Myanmar’s pro-military parliament rejected the ASEAN initiative last month, characterising it as interference in the country’s internal affairs.

Disagreement Over Suu Kyi

ASEAN has renewed its call for the unconditional release of Suu Kyi and other political prisoners. It has also requested that its current special envoy be allowed to meet her.

The 81-year-old former leader is serving an 18-year sentence for offences she denies. She recently met an International Committee of the Red Cross representative—the first publicly confirmed meeting with an international official since her detention.

Myanmar’s foreign ministry said Suu Kyi had received sentence reductions on humanitarian grounds but maintained that any full release would have to take place in accordance with domestic law.

The conflicting positions leave ASEAN’s attempt to re-engage Myanmar facing another significant obstacle. Thailand has supported renewed dialogue but says engagement must remain consistent with ASEAN’s peace framework
