The Enforcement Directorate has arrested Chhattisgarh Congress leader and former party treasurer Ramgopal Agrawal in a money-laundering investigation connected to the alleged state liquor scam.

Agrawal was arrested on Tuesday under the Prevention of Money Laundering Act and produced before a special PMLA court in Raipur. The court sent him to ED custody for seven days, according to a Press Trust of India report.

The arrest is an allegation-stage development and does not establish guilt. Agrawal will have the right to challenge the agency’s claims and seek legal relief before the appropriate court.

The ED told the court that Agrawal was allegedly connected to proceeds of crime worth ₹72 crore. It also alleged that he had failed to appear in response to four summonses and was evasive during questioning. These claims are part of the agency’s case and will require judicial examination.

What the ED alleges

The central agency has claimed that a syndicate influenced Chhattisgarh’s excise administration during the previous Congress government and generated illegal money through commissions and unrecorded liquor sales.

In its broader disclosures, the ED has put the alleged proceeds of crime at more than ₹2,800 crore. Reports describe the suspected operation as running mainly between 2019 and 2022, while parts of the investigation examine the state’s liquor trade through 2023.

The agency alleges that the network exercised influence over procurement, distribution and retail operations. It claims commissions were collected from legitimate liquor sales and that unaccounted alcohol was sold through state-linked outlets without the revenue reaching the government.

All these allegations remain subject to trial. The defence may contest the claimed money trail, witness statements, documents and the legal basis for attaching individual responsibility.

Political battle intensifies

The arrest is likely to sharpen the political confrontation between the BJP and Congress in Chhattisgarh. The alleged liquor scam has already led to action against several politicians, officials and private individuals.

The Congress has previously called the investigation a political witch-hunt by the BJP-led Union government and rejected the ED’s accusations. The party is expected to extend legal and political support to Agrawal, though its detailed response to every allegation in the latest remand proceedings was not immediately available.

The BJP has used the case to target the record of the previous Congress government headed by Bhupesh Baghel. Congress leaders, in turn, have accused central agencies of selectively acting against opposition figures.

The legal process will now move through custodial questioning and further court hearings. The ED may confront Agrawal with financial records and statements gathered during the investigation. At the end of the remand period, the agency must produce him again before the court and either seek further custody, if legally justified, or allow him to be sent to judicial custody subject to the court’s decision.

For readers, it is essential to distinguish between the amount alleged in the overall case and the ₹72-crore link specifically attributed to Agrawal in the latest court submission. Neither figure is a judicial finding at this stage.

The arrest is a significant development in one of Chhattisgarh’s most closely watched investigations, but the final determination of criminal liability rests with the courts.

ED Arrests Ramgopal Agrawal in Chhattisgarh Liquor Scam Probe

The Enforcement Directorate on Tuesday arrested former Chhattisgarh Congress treasurer Ramgopal Agrawal under the Prevention of Money Laundering Act in connection with its investigation into the alleged state liquor scam.

The development is a fresh formal arrest by the ED and should not be confused with Agrawal’s earlier arrest and custody under proceedings initiated by the Chhattisgarh Economic Offences Wing and Anti-Corruption Bureau.

Agrawal had surrendered before the EOW in July after remaining unavailable to investigators for nearly three years. He was subsequently questioned in connection with alleged irregularities involving liquor distribution, coal levy collections and custom-milling incentives.

ED Examining Alleged Money Trail

Investigating agencies have alleged that money generated through an illegal liquor-distribution network between 2019 and 2022 was moved through intermediaries and routed to different beneficiaries.

Agrawal, who formerly handled the state Congress organisation’s finances, is accused by the agencies of playing a role in managing and transferring part of the alleged proceeds. The ED is expected to question him regarding financial transactions, party-related accounts and his alleged links with other people named in the investigation.

These remain allegations made by investigating agencies and have not been proved in court.

Political Confrontation Likely to Intensify

The investigation has already become a major political issue in Chhattisgarh. Congress leaders have accused the BJP government and central agencies of targeting Opposition figures, while the ruling party has demanded accountability for alleged corruption during the previous Congress government.

Agrawal and Congress leaders have previously denied wrongdoing. His response to the latest ED action was not immediately available.

The next important development will be the court’s decision on the ED’s request for custodial interrogation. Any remand order should be added to this report once formally issued.
