NCERT Gets Deemed University Status: What Changes for Students, Teachers and Textbooks?

The new status will allow NCERT to expand educational research and introduce doctoral and innovative academic programmes. However, no immediate change has been announced for school textbooks or curricula

The National Council of Educational Research and Training, better known as NCERT, has officially been granted the status of an “Institution Deemed to be University,” the Union government has confirmed in Parliament.

The development could significantly expand NCERT’s role beyond preparing school textbooks, curricula and teacher-training resources. It will now be able to strengthen university-level research, introduce doctoral programmes and develop innovative academic courses—subject to applicable University Grants Commission regulations.

According to the Education Ministry’s statement released through PIB, NCERT’s application was examined by a UGC expert committee under the UGC Regulations for Institutions Deemed to be Universities, 2023.

Following the committee’s recommendation, the Ministry of Education issued a notification on March 30, 2026, declaring NCERT a deemed-to-be university under Section 3 of the UGC Act, 1956. The details were officially disclosed in a written reply in the Lok Sabha on August 10.

What will change for NCERT?

The university status gives NCERT greater academic independence to design and offer advanced programmes, conduct research and collaborate with universities and educational organisations in India and abroad.

The government has specifically required NCERT to take steps towards commencing:

Research programmes

Doctoral or PhD programmes

Innovative academic programmes

National and international research collaborations

NCERT may consequently emerge as an important destination for scholars working in school education, curriculum design, child development, teacher education, assessment and educational technology.

However, the courses, admission procedures, eligibility requirements and academic session dates have not yet been announced. Students should wait for an official NCERT prospectus or admission notification before applying to any programme claiming an association with the institution.

Will NCERT textbooks or the CBSE syllabus change?

The deemed-university status does not automatically alter NCERT textbooks, the CBSE curriculum or school examination rules.

NCERT will continue performing its existing responsibilities, which include developing textbooks and teaching resources, conducting educational research, supporting teacher training and advising the Centre and states on school-education policies.

Established in 1961, NCERT is an autonomous organisation created to assist central and state governments in improving the quality of school education, according to its official institutional profile.

Any future textbook or curriculum revision will continue to require separate decisions and official announcements. Parents and students should therefore not interpret the university status as an immediate change in school books or board examinations.

Why the decision matters for teachers

The change may have its greatest long-term impact on teachers, teacher educators and education researchers. NCERT will now be better positioned to develop specialised postgraduate and doctoral programmes dealing with classroom teaching, learning outcomes, assessment, educational psychology and digital education.

Its Regional Institutes of Education—including RIE Bhopal—already conduct teacher-education programmes and provide academic assistance to states. The new status could eventually create more research and professional-development opportunities for educators in Madhya Pradesh and Chhattisgarh.

No new programme for RIE Bhopal has yet been announced, however.

Is NCERT now a central university?

No. A deemed-to-be university is not the same as a central university established through an Act of Parliament.

It is an institution granted university-level academic status by the central government under the UGC Act. It can exercise specified academic powers and award recognised qualifications while remaining subject to UGC regulations and the conditions attached to its status.

For students, the most important next development will be NCERT’s formal announcement of new courses, admissions, entrance procedures and research opportunities.
