MP Nursing College Case: High Court Summons Council Registrar with Records on August 13

The MP High Court has summoned the Nursing Council registrar on August 13 with college records amid disputes over exams, results and unsuitable institutions.

The Madhya Pradesh High Court has directed the registrar of the MP Nurses Registration Council to appear before it on August 13 with records related to nursing colleges across the state.

A division bench of Justices Anand Pathak and B.P. Sharma issued the direction while hearing a public interest litigation concerning nursing institutions that allegedly lacked adequate infrastructure, faculty and other mandatory facilities.

The case has major consequences for thousands of nursing students whose examinations, results or transfers have been affected by the classification of their colleges. It also raises a wider public-health question: whether institutions training future nurses meet the standards required for clinical education.

The High Court had earlier ordered a Central Bureau of Investigation examination of nursing colleges in Madhya Pradesh. According to figures cited during the proceedings and reported by The Times of India, 165 of 695 colleges were initially found fit to operate. Another 89 institutions were later classified as fit after being given an opportunity to correct deficiencies. The remaining colleges were treated as unsuitable and closed or barred from conducting academic activity.

Exams and results at the centre of dispute

The Nursing Council had sought the court’s permission to organise examinations and declare results that had remained pending during the litigation.

In an earlier order, the High Court permitted GNM third-year examinations for students of colleges found suitable during the scrutiny. It also allowed the declaration of GNM first-year results. Institutions classified as unsuitable were not given similar permission.

During Tuesday’s hearing, colleges excluded from the examination and result process sought relief, arguing that a related petition was pending before the Supreme Court. Colleges that became eligible after correcting deficiencies also asked that their students should not be transferred elsewhere.

The registrar’s appearance is expected to help the bench establish the latest status of each category of institution and determine how the orders are being implemented. The court may also seek clarity on which students can sit for examinations, whose results may be declared and whether transfers are necessary to protect academic progress.

Students face prolonged uncertainty

Nursing students have faced repeated disruption because the regulatory dispute affects academic calendars, internships, examinations and eligibility for employment. Students who enrolled before their colleges were declared unsuitable are particularly vulnerable: they may have paid fees and completed coursework without knowing whether their qualification will be recognised.

Any relief for students must be balanced against the need to enforce standards. Nursing education requires functioning laboratories, qualified teachers, hospital exposure and supervised clinical training. Allowing an institution without these facilities to operate could compromise both the value of a degree and patient safety.

The case began amid allegations that nursing colleges had received recognition despite serious shortcomings. Judicial scrutiny and the CBI exercise were intended to create a verified list of institutions capable of providing the required education.

For applicants seeking admission in the 2026–27 session, the dispute makes verification especially important. Students should check the latest recognition status on official portals and should not rely solely on advertisements or claims made by individual colleges.

The August 13 hearing may provide immediate clarity on records and examinations, but it may not conclude the larger case. Further directions could depend on submissions by the Council, the status of proceedings before the Supreme Court and institution-wise compliance.

The most urgent task is to protect students who acted in good faith without weakening minimum academic and clinical standards. A publicly accessible, regularly updated list of suitable and unsuitable colleges would help families make informed decisions and reduce confusion.
