Ukraine Hits Russia’s Last Major Black Sea Naval Hub as Putin Threatens Retaliation Against Western Shipping

The Russia–Ukraine war has entered a dangerous new maritime phase after Ukraine launched a large overnight attack on Novorossiysk, Russia’s principal remaining naval stronghold in the Black Sea, while President Vladimir Putin threatened retaliation for Western seizures of Russian-linked commercial vessels.

Ukrainian President Volodymyr Zelenskyy said anti-ship missiles and drones targeted air defences, piers and other port infrastructure at Novorossiysk. Russia moved much of its Black Sea fleet to the port after repeated Ukrainian attacks made its traditional base at Sevastopol in occupied Crimea increasingly vulnerable.

Russian regional authorities said three people, including an eight-year-old child, were killed and 24 others were wounded in attacks across the Krasnodar region. Residential buildings and industrial sites were damaged. The Russian Defence Ministry said its forces shot down more than 500 Ukrainian drones.

The claims from both sides could not be independently verified in full. In wartime reporting, statements about targets hit, weapons intercepted and military damage should be clearly attributed to the government or military making the claim.

Two of Novorossiysk’s three grain terminals were damaged and one halted operations, according to Russian business newspaper Vedomosti. The port is also an important oil-export centre and the endpoint of the Caspian Pipeline Consortium route carrying crude from Kazakhstan. There was no immediate report that the major Grushovaya oil terminal had been struck.

The attack has implications far beyond the battlefield. Novorossiysk handles grain and energy exports, meaning extended disruption could affect shipping costs and international commodity markets.

Zelenskyy also alleged, citing Ukrainian intelligence, that Russia was preparing an additional mobilisation of several hundred thousand people by the end of the year. Moscow has not announced such a mobilisation, and Russian officials have dismissed the suggestion as an attempt to unsettle the public. The claim should therefore remain clearly attributed to Ukraine.

At the same time, Putin described Western detentions of Russia-linked vessels as piracy and said Moscow could respond in kind. Speaking during a visit to a Russian warship participating in a Pacific exercise, he suggested retaliation could occur in any region Russia considered appropriate—not only in the waters where Russian ships had been stopped.

Britain, France and other European countries have detained tankers suspected of carrying Russian oil in breach of sanctions. Western governments describe many of these vessels as part of a “shadow fleet” used to conceal ownership, avoid restrictions and keep Russian energy exports moving.

Russian naval officials told Putin they were prepared to inspect and detain commercial ships serving countries Moscow considers unfriendly. Any attempt to act on that warning in international waters could increase the risk of confrontation between Russia and NATO countries.

The maritime dispute is inseparable from sanctions. Russia is believed to use hundreds of tankers with opaque ownership, changing flags or limited Western insurance to move oil. European governments say detaining sanctioned vessels enforces lawful restrictions; Moscow says the seizures violate freedom of navigation. That legal and political disagreement is now being backed by naval power on both sides.

Russia also continued strikes on Ukraine. Ukrainian authorities said Russian drones killed two people in the Kherson region and destroyed a shopping mall in Zaporizhzhia. Moscow said it hit military-linked port and fuel infrastructure in the Odesa region.

The latest developments show how the conflict is expanding from land warfare into ports, tankers, trade routes and maritime enforcement. A cycle of ship detentions and retaliatory inspections could create a new flashpoint at sea even without a direct clash between Russian and Western warships.
