The reported operation, codenamed “M&Ms”, was designed to overwhelm Russian air defences, disrupt international aviation and increase pressure on Russian President Vladimir Putin to negotiate.

The reported plan has not been independently confirmed by the Ukrainian government. A representative of Ukrainian President Volodymyr Zelenskyy's office dismissed the claims as false or “total nonsense”, according to Ukrainian media reports.

The report comes as Russia has stepped up its long-range attacks on Ukraine. A major Russian missile and drone barrage on Kyiv and surrounding areas on August 20 killed at least 16 people and injured around 40, according to Ukrainian officials and international reports.
