                <title>Assam Floods 2026: Nature Unleashes, Are Human Choices Making It Worse?</title>
                                    <description><![CDATA[<p>Assam has always flooded. But follow the water from the surrounding hills to the Brahmaputra plains and a troubling chain emerges — disturbed catchments, mining, sediment, a swollen river, embankments, blocked drainage and shrinking wetlands. The rain is natural. Is the scale of the disaster entirely so?</p>]]></description>

<p class="isSelectedEnd"><strong>Follow the water.</strong></p>
<p class="isSelectedEnd">It falls as intense rain over Assam and the surrounding hills. It races downhill through streams and tributaries. It enters one of the world's great sediment-heavy river systems.</p>
<p class="isSelectedEnd">Then it reaches the flat Assam valley.</p>
<p class="isSelectedEnd">And sometimes, it struggles to get out.</p>
<p class="isSelectedEnd">This journey helps explain why Assam's recurring floods cannot be understood through rainfall alone.</p>
<p class="isSelectedEnd">There is no evidence that mining, deforestation, embankments or wetland loss <em>caused</em> the 2026 floods. Assam is naturally one of India's most flood-prone landscapes.</p>
<p class="isSelectedEnd">But there is growing reason to investigate whether human activity is making a natural hazard more destructive.</p>
<h2>Nearly 40% of Assam is flood-prone</h2>
<p class="isSelectedEnd">Start with nature.</p>
<p class="isSelectedEnd">According to the Assam Water Resources Department, <strong>31.05 lakh hectares — 39.58% of the state's total area — is flood-prone</strong>. On average, around 9.31 lakh hectares is affected annually.</p>

<p class="isSelectedEnd">The Brahmaputra valley receives water from a vast network of mountain and hill catchments.</p>
<p class="isSelectedEnd">Rivers including the <strong>Dikhow and Dhansiri</strong> descend towards Assam and eventually join the Brahmaputra.</p>
<p class="isSelectedEnd">But there is an important geographical change once the Brahmaputra reaches Assam.</p>
<p class="isSelectedEnd">Its gradient becomes extremely gentle.</p>
<p class="isSelectedEnd">The Assam government says the river's average slope falls from around <strong>2.82 metres per kilometre in Tibet to just 0.1 metre per kilometre in the Assam valley</strong>.</p>
<p class="isSelectedEnd">The river becomes wide, braided and heavily loaded with sediment.</p>
<p class="isSelectedEnd">And when its tributaries flood at the same time as the Brahmaputra, the Water Resources Department says the combination can cause severe devastation.</p>

<p class="isSelectedEnd">That is the natural foundation of Assam's flood problem.</p>
<p class="isSelectedEnd">Now add what humans have changed.</p>
<h2>What is happening in the hills?</h2>
<p class="isSelectedEnd">Look towards Nagaland.</p>
<p class="isSelectedEnd">Rain falling over its hills drains through streams and rivers towards the Assam plains and the wider Brahmaputra system.</p>
<p class="isSelectedEnd">Now overlay a mining map.</p>
<p class="isSelectedEnd">Nagaland government's own records confirm coal deposits and mining activity across several districts.</p>
<p class="isSelectedEnd">The state's Coal Policy acknowledged <strong>unplanned private coal extraction</strong> and said rampant and unscientific mining had caused ecological and environmental degradation.</p>
<p class="isSelectedEnd">Official records identify coal-bearing areas including <strong>Borjan and Tiru Valley in Mon district</strong> and areas of Mokokchung.</p>

<p class="isSelectedEnd">Recent reporting following the Assam floods has consequently focused attention on mining, deforestation and disturbed hill catchments.</p>
<p class="isSelectedEnd">The concern is not difficult to understand.</p>
<p class="isSelectedEnd">Vegetation slows rainwater and helps bind soil.</p>
<p class="isSelectedEnd">Mining, quarrying, road cutting and deforestation can expose slopes.</p>
<p class="isSelectedEnd">During intense rain, water can then move rapidly downhill carrying soil, stones and debris with it.</p>
<p class="isSelectedEnd">The question therefore isn't merely:</p>
<p class="isSelectedEnd"><strong>How much water came down?</strong></p>
<p class="isSelectedEnd">It is also:</p>
<p class="isSelectedEnd"><strong>How quickly did it arrive, and what came down with it?</strong></p>
<h2>Follow the silt</h2>
<p class="isSelectedEnd">This could prove crucial.</p>
<p class="isSelectedEnd">The Brahmaputra already carries enormous quantities of sediment naturally.</p>
<p class="isSelectedEnd">The Assam government acknowledges that sediment deposition can raise riverbeds, contribute to widening and erosion and affect the river's capacity.</p>

<p class="isSelectedEnd">Now consider the possible chain:</p>
<p class="isSelectedEnd"><strong>Heavy rain → disturbed slopes → faster runoff and erosion → more soil and debris entering streams → more sediment moving towards the plains.</strong></p>
<p class="isSelectedEnd">It is a credible mechanism.</p>
<p class="isSelectedEnd">But it is important not to jump ahead of the evidence.</p>
<p class="isSelectedEnd">Mining and deforestation should presently be treated as <strong>possible amplifiers</strong>, not established causes of the 2026 flood.</p>
<p class="isSelectedEnd">To prove the connection, investigators would need to compare rainfall, land-use change, mining locations, sediment movement and downstream flood severity across individual catchments.</p>
<p class="isSelectedEnd">But the water faces another problem after reaching Assam.</p>
<h2>What happens when the Brahmaputra is already full?</h2>
<p class="isSelectedEnd">Imagine a tributary rushing towards the Brahmaputra during extreme rain.</p>
<p class="isSelectedEnd">It needs to discharge its water.</p>
<p class="isSelectedEnd">But the Brahmaputra itself is already at flood level.</p>
<p class="isSelectedEnd">Water is arriving from behind while the main river ahead is swollen.</p>
<p class="isSelectedEnd">The result can be a hydrological traffic jam.</p>
<p class="isSelectedEnd">The Assam government itself identifies simultaneous flooding of tributaries and the Brahmaputra as a cause of severe devastation.</p>
<p class="isSelectedEnd">And because the Assam valley is extremely flat, water can spread widely across the surrounding plains.</p>
<p class="isSelectedEnd">Then come the structures humans have built to control it.</p>
<h2>The embankment paradox</h2>
<p class="isSelectedEnd">Assam has thousands of kilometres of embankments.</p>
<p class="isSelectedEnd">They protect villages and farmland by preventing swollen rivers from spilling out.</p>
<p class="isSelectedEnd">But there is another side to the equation.</p>
<p class="isSelectedEnd"><strong>Water outside the embankment must also be able to get into the river.</strong></p>
<p class="isSelectedEnd">If local rainfall and tributary water accumulate behind an embankment while the Brahmaputra is already high, drainage becomes difficult.</p>
<p class="isSelectedEnd">That is why Assam's flood-management programme includes not only embankments but <strong>drainage channels and hundreds of sluices</strong>.</p>

<p class="isSelectedEnd">Roads and railway lines can create additional local bottlenecks where culverts and waterways are inadequate.</p>
<p class="isSelectedEnd">So the flood-control question isn't simply:</p>
<p class="isSelectedEnd"><strong>How do we stop the Brahmaputra coming out?</strong></p>
<p class="isSelectedEnd">It is also:</p>
<p class="isSelectedEnd"><strong>How do we allow Assam's water to get out?</strong></p>
<h2>And then we removed some of nature's storage</h2>
<p class="isSelectedEnd">Wetlands and floodplains perform a function that concrete often cannot.</p>
<p class="isSelectedEnd">They give water somewhere to go.</p>
<p class="isSelectedEnd">During floods, they temporarily store enormous quantities of water.</p>
<p class="isSelectedEnd">When wetlands are filled, drainage channels encroached upon or construction expands into floodplains, the water doesn't disappear.</p>
<p class="isSelectedEnd">It simply finds somewhere else.</p>
<p class="isSelectedEnd">Often that means villages, roads and homes.</p>
<p class="isSelectedEnd">And here Assam possesses something extraordinarily valuable:</p>
<p class="isSelectedEnd"><strong>a record of where the water repeatedly goes.</strong></p>
<h2>Assam already knows where the next floods will come</h2>
<p class="isSelectedEnd">The Assam State Disaster Management Authority's latest Flood Hazard Zonation Atlas uses satellite observations from <strong>1998 to 2023</strong>.</p>
<p class="isSelectedEnd">It maps areas according to how frequently they have gone underwater.</p>
<p class="isSelectedEnd">Its highest-risk category includes areas inundated in <strong>nine or ten out of ten observed years</strong>.</p>

<p class="isSelectedEnd">That changes the question completely.</p>
<p class="isSelectedEnd">For many places, the next flood isn't unpredictable.</p>
<p class="isSelectedEnd"><strong>We already know where the water wants to go.</strong></p>
<p class="isSelectedEnd">Yet settlements expand, infrastructure is built and natural drainage continues to be altered in vulnerable areas.</p>
<h2>Natural flood, human disaster?</h2>
<p class="isSelectedEnd">Put all the pieces together.</p>
<p class="isSelectedEnd"><strong>Extreme rain falls over the hills.</strong></p>
<p class="isSelectedEnd">↓</p>
<p class="isSelectedEnd"><strong>Disturbed slopes may accelerate runoff and erosion.</strong></p>
<p class="isSelectedEnd">↓</p>
<p class="isSelectedEnd"><strong>Water and sediment rush through tributaries.</strong></p>
<p class="isSelectedEnd">↓</p>
<p class="isSelectedEnd"><strong>Tributaries reach an already swollen Brahmaputra.</strong></p>
<p class="isSelectedEnd">↓</p>
<p class="isSelectedEnd"><strong>Water struggles to drain through an extremely flat valley.</strong></p>
<p class="isSelectedEnd">↓</p>
<p class="isSelectedEnd"><strong>Embankments, roads and railways can create local bottlenecks.</strong></p>
<p class="isSelectedEnd">↓</p>
<p class="isSelectedEnd"><strong>Wetlands and floodplains have less space to hold excess water.</strong></p>
<p class="isSelectedEnd">↓</p>
<p class="isSelectedEnd"><strong>People remain exposed in areas known to flood repeatedly.</strong></p>
<p class="isSelectedEnd">The first link in this chain is unquestionably natural.</p>
<p class="isSelectedEnd">Several of the later ones are not.</p>
<p class="isSelectedEnd">That does not make the Assam floods "man-made".</p>
<p class="isSelectedEnd">It means something more important:</p>
<h3><strong>Nature determines that Assam will flood. Human choices may determine how disastrous that flood becomes.</strong></h3>
<p class="isSelectedEnd">Assam cannot stop the monsoon.</p>
<p class="isSelectedEnd">India cannot remove the surrounding hills or tame the Brahmaputra completely.</p>
<p class="isSelectedEnd">But forests can be protected.</p>
<p class="isSelectedEnd">Mining in sensitive catchments can be regulated.</p>
<p class="isSelectedEnd">Sediment can be monitored.</p>
<p class="isSelectedEnd">Wetlands can be restored.</p>
<p class="isSelectedEnd">Roads, railways and embankments can be designed around natural drainage.</p>
<p class="isSelectedEnd">And 26 years of satellite flood maps can tell planners where building more homes and infrastructure carries an obvious risk.</p>
<p class="isSelectedEnd">Perhaps, then, we have been asking the wrong question every monsoon.</p>
<p class="isSelectedEnd"><strong>Why does Assam flood every year?</strong></p>
<p class="isSelectedEnd">We largely know why.</p>
<p class="isSelectedEnd">The harder question is:</p>
<h3><strong>If we know where the water comes from, how it travels and where it repeatedly gets stuck, why do we still allow a predictable flood to become a disaster?</strong></h3>]]></content:encoded>
