India and China have agreed to move towards operationalising an eight-point consensus on the boundary question, marking a fresh effort to strengthen mechanisms for managing tensions along the Line of Actual Control (LAC).

The announcement followed the 25th round of talks between National Security Adviser Ajit Doval and Chinese Foreign Minister Wang Yi in Beijing on August 25. The Ministry of External Affairs (MEA) said the two sides will now determine the modalities for implementing the measures agreed during the discussions.

Eight-Point Plan Takes Shape

MEA spokesperson Randhir Jaiswal said both sides had reached an eight-point agenda during the latest Special Representatives' (SR) talks.

“The SR talks just finished in Beijing. Both sides have agreed on an eight-point agenda,” Jaiswal said while responding to questions about the meeting.

He added that the next step would be for India and China to work together on determining how the agreed measures could be taken forward.

The announcement does not mean that the long-standing boundary dispute has been resolved. Instead, the focus is on creating mechanisms to prevent tensions and improve management of the disputed frontier.

Border Delimitation Gets Push

The two countries reaffirmed their commitment to negotiations aimed at establishing a framework for settling the boundary question.

The discussions will remain guided by the 2005 Agreement on Political Parameters and Guiding Principles for the settlement of the India-China boundary question, along with understandings reached during subsequent SR meetings.

Under the latest consensus, an Expert Group on Boundary Delimitation will separately take forward discussions on an “Early and Substantial Harvest” relating to boundary delimitation.

The group will first work towards finalising its terms of reference, potentially providing a structured framework for further negotiations.

Stronger LAC Communication

Improving communication between forces deployed along the LAC is another key component of the latest understanding.

India and China agreed that situations emerging on the ground should be addressed promptly through existing diplomatic and military channels. These include the Working Mechanism for Consultation and Coordination (WMCC), local commander-level meetings and other established mechanisms.

The objective is to prevent local incidents from escalating because of misunderstanding or miscalculation.

The two sides also agreed to improve their understanding of the LAC in suitable areas as part of efforts to strengthen border management.

New Military Hotlines Planned

The latest consensus includes additional mechanisms for military communication.

India and China agreed to establish two additional meeting points for the General Level Mechanism/Senior Highest Military Commander meetings.

They also agreed to create two additional channels for border military hotlines covering the Eastern and Middle Sectors.

The measures are significant because direct communication between military commanders can help the two sides respond faster to unexpected incidents and reduce the risk of escalation in sensitive border areas.

Trade Ties At Border

The consensus also includes measures aimed at reviving and expanding economic activity in border regions.

Both sides welcomed the reopening of three designated border trading points and agreed to strengthen cooperation and exchanges connected with border trade.

The move comes as New Delhi and Beijing attempt to gradually restore practical engagement while continuing negotiations over their unresolved boundary differences.

India has stressed that peace and tranquillity along the border remain important for the broader development of bilateral relations.

Kailash Yatra Gets Boost

Pilgrimage cooperation also featured prominently in the latest discussions.

India welcomed China's decision to increase the number of batches for the Kailash-Manasarovar Yatra in the Tibet Autonomous Region.

The two countries agreed to enhance cooperation in areas including pilgrimage, border trade and other forms of cross-border exchange.

These measures could provide additional channels for people-to-people contact while the larger boundary negotiations continue.

Next Talks In India

Both countries reaffirmed their commitment to maintaining peace and tranquillity in border areas and creating conditions for the stable development of bilateral relations.

They also agreed that the 26th round of Special Representatives' talks will be held in India in 2027.

For now, the immediate challenge is translating the eight-point consensus into concrete arrangements. The latest agreement represents progress in managing the boundary dispute, but substantive resolution of the India-China border question remains a longer-term diplomatic challenge.

The emphasis on military hotlines, commander-level communication, border trade, pilgrimage and delimitation discussions indicates that New Delhi and Beijing are seeking to build multiple safeguards against renewed tensions while keeping negotiations alive.
