Russia supplied more than half of India's crude imports in July as Middle East disruptions reshaped global oil flows, but proposed US action against Russian oil buyers could raise costs and complicate New Delhi's energy strategy.

Russia Crosses 50% Mark

India's dependence on Russian crude reached a record level in July, highlighting how sharply global energy disruptions have changed the country's oil procurement strategy.

Russia accounted for 50.83% of India's crude oil imports in July, with shipments reaching around 2.47 million barrels per day, according to trade data cited by Reuters. Imports were 62.4% higher than a year earlier, although they were below June's record of 2.6 million barrels per day.

The development has strengthened Russia's position as India's biggest crude supplier at a time when supplies from traditional Middle Eastern sources have been disrupted.

Middle East Disruptions

Indian refiners had reduced Russian purchases earlier this year amid concerns over US tariffs and ongoing trade negotiations with Washington.

However, disruptions to Middle Eastern supplies linked to the Iran conflict changed the equation. Refiners turned increasingly towards Russian barrels to secure sufficient crude for domestic fuel demand.

Russia's share of India's crude imports during the first four months of the financial year beginning April reached 43.25%, compared with about 37% a year earlier.

At the same time, the Middle East's share dropped to about 30% from 43%.

US Sanctions Threat

The growing dependence comes with a significant geopolitical risk.

The US Senate has passed legislation that would allow 100% tariffs on buyers of Russian oil, increasing pressure on countries such as India and China. However, the measure still requires approval from the US House of Representatives before it can become law.

If enacted, the measure could make Russian crude considerably more expensive for Indian refiners, depending on how the provisions are implemented.

That creates a difficult choice for New Delhi: continue buying relatively attractive Russian crude or increase purchases from alternative suppliers at potentially higher costs.

Oil Bill Under Pressure

India imports more than 90% of its crude oil requirements, leaving the economy highly sensitive to international oil prices and disruptions in global supply.

Any significant reduction in Russian supplies could force Indian refiners to compete more aggressively for crude from the Middle East, Latin America and other producing regions.

That could increase the country's overall import bill, particularly if geopolitical tensions simultaneously push global crude prices higher.

Higher crude costs can feed into transportation, logistics, manufacturing and other sectors, creating additional inflationary pressure.

Rupee Faces Risk

The oil-import equation also matters for the Indian rupee.

A larger crude import bill means Indian companies and refiners need more foreign currency to pay suppliers. If international oil prices rise or discounted Russian supplies become harder to access, demand for dollars could increase.

That could put additional pressure on the rupee, particularly if the change coincides with stronger dollar demand globally.

The impact would not be automatic, however. Indian refiners can adjust their supplier mix, while government policy and global crude prices will determine the eventual effect on the current account and currency.

August Imports Ease

The record July numbers may not continue at the same level.

Kpler data cited by Business Standard indicates that India's Russian crude imports are expected to average around 2.1 million barrels per day in August, down from roughly 2.6 million bpd in June and July. Even at that lower level, Russia remains India's largest supplier, accounting for more than 40% of imports.

The moderation suggests that Indian refiners are already adjusting their procurement strategy as supply conditions and geopolitical risks evolve.

What Happens Next

The next major variable is the US legislation targeting buyers of Russian oil.

The proposed measures have not yet become law, so their eventual impact on India remains uncertain. At the same time, Indian refiners will have to balance price, availability, freight, insurance and sanctions-related risks while securing crude for the domestic market.

For India, the stakes go beyond refinery margins. Russian crude has become a major pillar of the country's energy supply, while Middle East disruptions have made diversification more difficult.

If US sanctions materially restrict access to Russian oil, India could face higher crude procurement costs, a larger import bill and renewed pressure on inflation and the rupee.

The coming months will therefore test India's ability to maintain energy security while balancing its strategic relationship with Russia and economic ties with the United States.
