Bhopal witnessed a tense protest on Tuesday as around 2,000 traders marched from New Market towards the Madhya Pradesh Chief Minister's residence against the Bhopal Municipal Corporation's action against commercial establishments operating from residential properties.Police stopped the march near Roshanpura Square, where protesters attempted to cross barricades. A scuffle broke out between traders and police personnel, while the protest continued at the spot for nearly four hours.The agitation also caused major traffic disruption in central Bhopal. Roads around Roshanpura, Raj Bhawan, Minto Hall, Malviya Nagar and Patrakar Bhawan witnessed congestion as police diverted traffic through alternative routes.The traders are opposing the BMC's ongoing drive to shut down commercial activities being carried out from residential properties. They want the government to stop the action and find a permanent policy solution for businesses that have been operating from such locations for years.

Traders warn of indefinite strike and Bhopal bandh

The traders' organisations have now warned that the agitation could escalate.Anand Soni, president of the Bhopal Vyapari Mahasangh and a representative of the 10 Number Market Association, said traders could launch an indefinite strike and consider a Bhopal bandh if the government fails to provide relief and the shutdown drive continues.The traders had planned to submit a memorandum to Chief Minister Mohan Yadav. However, they refused to hand it over to the SDM and insisted on meeting the Chief Minister personally.The protest was eventually called off around 3 pm after police and district administration officials intervened. Some traders, however, remained dissatisfied and said they wanted the sealing action stopped rather than assurances from the administration.

Why is BMC taking action?

The Bhopal Municipal Corporation is acting against commercial activities being conducted from residential properties in compliance with directions of the Supreme Court.BMC had issued 8,264 notices across the city concerning commercial activity in residential areas. Establishments that continued operating after the prescribed notices and final warnings became subject to enforcement action.The drive resumed on August 31 after the Supreme Court objected to the Madhya Pradesh government's earlier decision to halt the enforcement process. More than 100 establishments were shut during the first day of the renewed drive, with some closing voluntarily and others being sealed.The civic body's action covers several categories of establishments, including shops, hotels, restaurants, gyms and other businesses operating from properties classified for residential use.

Traders: We have been operating for decades

Trader organisations argue that many businesses have not appeared overnight.They say several shops and establishments have operated from these locations for decades and that owners have obtained government-issued registrations, GST numbers, shop-and-establishment licences and commercial electricity connections during that period.Their argument is that businesses that have operated openly for years should not suddenly face closure without a rehabilitation or regularisation mechanism.The traders are seeking, among other measures, implementation of a new Bhopal master plan and provisions for mixed land use, particularly along wider roads where commercial activity may be more compatible with surrounding development.

Government working on a possible master-plan solution

The Madhya Pradesh government has been examining ways to address the dispute.One option under consideration is to use the new master plan to classify different areas and determine where commercial activity could be permitted or regularised. Earlier reporting indicated that officials were examining factors such as road width, location and the nature of the commercial activity.The proposal could distinguish between businesses operating on major roads, establishments inside residential colonies and activities taking place on encroached government land.However, any policy solution has to operate within the framework of the Supreme Court's directions.

Petitioners have also raised questions

The dispute is not simply between traders and the municipal corporation.A resident petitioner, Vivek Tripathi, has questioned what he alleges is selective enforcement, arguing that similar commercial activities should be treated uniformly irrespective of the size or influence of the establishment.This creates another dimension to the dispute: while traders are seeking relief from the shutdown drive, residents and petitioners are seeking consistent enforcement of land-use rules.

Why the next few weeks matter

The immediate deadline is the next Supreme Court hearing, scheduled for September 15.The BMC is required to submit an action-taken report concerning commercial activities and illegal construction in residential buildings. The civic body's enforcement drive is therefore continuing while the government works on a possible longer-term policy response.For traders, the question is whether the government can offer a legally sustainable solution before the next hearing. For the civic body, the challenge is to enforce the court's directions while dealing with the economic and livelihood concerns raised by businesses.For Bhopal residents, the immediate impact is visible on the city's roads: the protest at Roshanpura showed how quickly the dispute over land use can turn into a citywide traffic and public-order issue.
