Choudhary said this year’s budget will be framed around a new theme, continuing the government’s tradition after earlier themes such as “Gyan” and “Gati.” He added that the financial plan is being prepared with special emphasis on women, youth and farmers, while ensuring balanced provisions for all sections of society. The government’s priority, he said, is to accelerate development and strengthen welfare schemes through targeted allocations.

The session will open with an address by Governor Ramen Deka, who will outline the administration’s policies, achievements and future roadmap. The budget presentation will then detail revenue, expenditure and sectoral allocations for the coming fiscal year, followed by discussions on development projects and public policy initiatives.

Officials indicated that infrastructure expansion will be a central pillar of the budget. Proposed measures include construction of ring roads in major municipal councils and towns to improve traffic flow, along with investment in sports facilities across districts. Plans under consideration include installing a statue of freedom fighter Veer Narayan Singh at the international cricket stadium in Nava Raipur and building new sports complexes in towns such as Pakhanjur and Duldula. Renovation funds may also be allocated for an indoor stadium in Sarangarh and additional works at an existing facility in Durg.

Sources said the government also plans to rationalize spending by reducing allocations to non-essential schemes across departments. Approximately ₹100 crore may be earmarked for urban ring road projects, while around ₹2,000 crore could be set aside for major welfare initiatives, including healthcare and renewable energy programs. Funding is also expected for new public libraries in districts that currently lack such facilities.

Analysts say the upcoming budget will be closely watched as an indicator of the state’s fiscal strategy and development priorities, particularly its approach to infrastructure, social welfare and long-term economic planning aligned with India’s Vision 2047 framework.
