                <title>Bhopal Declaration: BRICS Backs AI Copyright Protection, Return of Cultural Property and Global Artist Network</title>

It brings some of the most contested questions of the digital age—AI training, copyright protection and payment for creators—into the BRICS cultural agenda.</p>
<p>The declaration also calls for cooperation in tracing and returning cultural objects, safeguarding traditional knowledge and connecting artists across BRICS countries through a proposed voluntary registry.</p>
<p>The ministerial meeting, held under India’s 2026 BRICS chairship, brought 55 delegates from 14 countries to Madhya Pradesh’s capital.</p>
<p>Ten BRICS members—Brazil, China, Egypt, Ethiopia, India, Indonesia, Iran, Russia, South Africa and the United Arab Emirates—participated alongside partner countries Belarus, Cuba, Kazakhstan and Thailand.</p>
<h2>What Did the BRICS Countries Agree On?</h2>
<p>The declaration creates a common framework rather than a single programme. Its main commitments include:</p>

<h2>AI and Copyright Enter the Cultural Agenda</h2>
<p>One of the declaration’s most significant sections concerns the use of copyrighted material by artificial-intelligence systems.</p>
<p>Generative-AI platforms can be trained on books, music, paintings, photographs and other creative works. Artists and publishers internationally have questioned whether their work can be used without permission, disclosure or payment.</p>
<p>The Bhopal Declaration supports transparency and “fair and equitable remuneration” when copyright-protected works are used by AI systems.</p>
<p>However, this is presently a policy principle—not a new copyright law. The declaration does not create an immediate payment mechanism or impose binding rules on technology companies. Individual countries will still need to develop laws, licensing systems or institutional arrangements to implement the principle.</p>
<h2>Can AI Help Return Cultural Objects?</h2>
<p>The declaration also addresses the return and restitution of cultural property.</p>
<p>BRICS countries have large collections of historical objects that were removed, trafficked or acquired under disputed circumstances. Establishing where an object came from—known as provenance research—often requires examination of museum records, photographs, auction catalogues and archival documents.</p>
<p>The declaration proposes exploring AI-enabled tools to search and compare such records. These systems could potentially help identify artefacts and connect them with their original communities or countries.</p>
<p>This does not mean that any particular object has been ordered to be returned. It establishes cooperation and technological exploration as shared objectives.</p>
<h2>India Proposes Voluntary Artist Registry</h2>
<p>India announced a pilot Voluntary Artist Registry as the principal concrete initiative emerging from the meeting.</p>
<p>The proposed platform is intended to connect artists and creative professionals across BRICS countries, facilitate cultural exchanges and expand professional opportunities.</p>
<p>For Madhya Pradesh, the registry could eventually offer greater visibility to tribal and folk traditions such as Gond painting, Bhil art, Bagh printing, Chanderi weaving and the state’s diverse dance and musical forms.</p>
<p>Participation, eligibility rules, funding and the implementation schedule have not yet been announced. Therefore, artists should wait for formal registration guidelines before submitting personal information to any website claiming to represent the initiative.</p>
<h2>Why the Bhopal Declaration Matters for Madhya Pradesh</h2>
<p>The adoption of an international declaration carrying Bhopal’s name gives Madhya Pradesh a lasting place in the BRICS cultural framework.</p>
<p>Delegates were introduced to the state’s cultural and archaeological heritage through visits to the Indira Gandhi Rashtriya Manav Sangrahalaya, Sanchi and Bhimbetka. The BRICS Culture Festival held in Bhopal on August 6 and 7 also featured performances by artists from Belarus, Brazil, Indonesia, Russia and the UAE.</p>
<p>The event provides Madhya Pradesh with an opportunity to promote its museums, archaeological sites, tribal heritage and creative industries internationally.</p>
<p>Yet the immediate benefit should not be overstated. The declaration does not contain a specific tourism package, funding commitment or investment allocation for Madhya Pradesh. Its long-term importance will depend on whether the artist registry, museum partnerships, heritage projects and AI-copyright principles are actually implemented.</p>
<h2>What Happens Next?</h2>
<p>The Bhopal Declaration followed three preparatory meetings: a virtual meeting in April, a second session in Varanasi in June and a third Culture Working Group meeting in Bhopal on August 5 and 6.</p>
<p>The next stage will involve converting the declaration’s broad commitments into projects, institutional partnerships and measurable timelines.</p>
<p>For Bhopal, the meeting has delivered international recognition. The real test will be whether that recognition creates sustained opportunities for Madhya Pradesh’s artists, museums, heritage sites and traditional communities.</p>]]></content:encoded>
