A late-night road accident in Chhattisgarh's Bilaspur left three young men injured, one of them critically, after a speeding motorcycle crashed into a roadside iron barricade. In the impact, a nearly seven-foot-long iron pipe from the barricade pierced through the rider’s abdomen, prompting an emergency rescue operation.

The accident occurred on Thursday night on the Sakri-Pendari main road under the Sakri police station limits.

According to police, Priyanshu Gyanik, a resident of Jarhagaon, was returning home from Bilaspur with two friends on a motorcycle when the vehicle reportedly went out of control and rammed into an iron barricade installed along the roadside.

Iron Pipe Pierced Through Rider's Abdomen

The collision was so severe that an iron pipe from the barricade tore through the front portion of the motorcycle before penetrating Priyanshu's abdomen and passing through his body.

The impact also threw the two pillion riders off the motorcycle, leaving them injured.

The injured have been identified as:

• Priyanshu Gyanik (critically injured)

• Abraham

• Vardaan

All three are believed to be students.

Passersby Rush to Help

The accident triggered panic among commuters on the road. Local residents and passersby immediately rushed to the spot and informed the police and emergency services.

A passerby, Gajendra Thakur, alerted the Dial-112 emergency response team, while nearby residents assisted the injured until medical help arrived.

Police personnel and ambulance staff reached the spot shortly afterward. Two injured youths were shifted to a nearby hospital immediately, while Priyanshu, whose injuries were critical, was transported separately by ambulance for advanced medical treatment.

Victim Undergoing Treatment

Priyanshu is currently admitted to Apollo Hospital, where doctors are treating his life-threatening injuries. Hospital authorities have described his condition as critical.

The other two injured youths are also undergoing treatment.

Administration Monitoring the Case

Preliminary findings suggest that the motorcycle was travelling at high speed before the crash. Police are investigating the exact sequence of events and the cause of the accident.

Following information about the incident, Takhatpur SDM Nitin Tiwari directed the local Tehsildar to visit the hospital and monitor the situation. The district administration said it is keeping a close watch on the case.

Police have stated that further investigation is underway, and necessary action will be taken based on the findings.

The Chhattisgarh High Court has taken a stern view of the growing number of deaths caused by lightning strikes, exposed electrical wires, and illegal electric fencing across the state. Hearing a Public Interest Litigation (PIL), the court questioned whether public safety measures were limited to official paperwork or were actually being implemented on the ground.

A Division Bench comprising Chief Justice Ramesh Sinha and Justice Ravindra Kumar Agrawal directed the state government and the Chhattisgarh State Power Distribution Company Limited (CSPDCL) to explain the concrete steps being taken to prevent such accidents. The court has asked the power utility to submit a comprehensive status report by August 18, the next date of hearing.

Court Questions Delay in Safety Measures

During the hearing, the bench raised concerns over the state's response to recurring electrocution incidents and asked what progress had been made in preparing a Standard Operating Procedure (SOP) aimed at preventing electrical accidents.

The judges observed that issuing circulars and administrative orders alone would not ensure public safety unless visible improvements were seen on the ground.

The court emphasized that effective implementation, regular monitoring, and accountability were essential to reducing fatalities caused by electrical hazards.

Power Company Files Affidavit

In compliance with the High Court's earlier directions issued on July 6, 2026, the Principal Secretary of the Energy Department and the Managing Director of CSPDCL submitted personal affidavits before the court.

The affidavits revealed that under the Chhattisgarh State Electricity Supply Code, 2011, Clause 5.35 had earlier made it mandatory for low-tension electricity consumers to submit a licensed contractor's wiring test report before obtaining a new power connection or after completing electrical wiring.

However, the power company informed the court that this mandatory requirement had been withdrawn through an order issued on March 2, 2026, a development that drew attention during the proceedings.

High-Level Committee Formed

The state government informed the court that a high-level committee had been constituted on July 20, 2026, to prepare a comprehensive SOP for preventing electrical accidents and improving public safety.

The committee includes senior CSPDCL officials along with the state's Electrical Inspector. It has been tasked with developing safety protocols, identifying risk factors, and recommending preventive measures to reduce electrocution-related incidents.

Illegal Electric Fencing Among Major Causes

According to the affidavit submitted by CSPDCL, a significant number of electrocution deaths occur due to:

• Illegal electrification of farm and boundary fencing.
• Construction work carried out without minimum electrical safety standards.
• Unsafe electrical installations.
• Exposure to live wires during maintenance and unauthorized connections.

The company stated that it has designated senior officials and regional Additional Chief Engineers as Electrical Safety Officers in accordance with the Central Electricity Authority Safety Regulations, 2023, and provisions of the Electricity Act, 2003.

Awareness Campaigns Underway

CSPDCL also informed the court that awareness campaigns and workshops are being organized across rural and urban areas to educate people about safe electricity usage and discourage illegal power connections, commonly known as "hooking."

Officials said these initiatives aim to improve public awareness regarding electrical hazards while encouraging compliance with safety standards.

High Court Seeks Accountability

Despite these assurances, the High Court observed that forming committees and issuing directions would not be sufficient unless measurable action was visible on the ground.

The bench directed the Principal Secretary of the Energy Department and the Managing Director of CSPDCL to submit a detailed report explaining:

• The progress made by the committee formed on July 20.
• The status of the proposed Standard Operating Procedure.
• Measures taken to strengthen electrical infrastructure.
• Steps adopted for regular inspection and maintenance.
• Efforts to ensure strict compliance with safety regulations across the state.

The matter will now be heard on August 18, when the court is expected to review the implementation of the proposed safety measures and the state's preparedness to prevent further electrocution and lightning-related fatalities.

The preliminary survey, conducted after the declaration of the Kopra wetland as a Ramsar site, has found two coal washeries and nine coal depots functioning within a five-kilometre radius of the protected water body. The findings have been forwarded to the state government through the District Wetland Committee for further action.

The Kopra wetland, spread across nearly 210 hectares (2.10 square kilometres), received Ramsar recognition seven months ago, becoming the only internationally recognised wetland in Chhattisgarh. Forest officials clarified that the current document is a preliminary assessment intended to identify activities around the Ramsar site. The report has been submitted to the District Wetland Committee, which has forwarded it to the state government for further review.

Procurement of Medical Equipment Underway

The Chhattisgarh Medical Services Corporation Limited (CGMSC) also submitted a separate affidavit detailing the procurement status of advanced medical equipment for CIMS.

The affidavit stated that the hospital is in the process of acquiring 31 advanced medical machines. Of these, 13 have already been delivered to the institution. Purchase orders for two additional machines were issued in June, while approvals are being processed for two high-value equipment purchases.

The government further informed the court that two machines are currently undergoing technical demonstrations before financial bids are opened. Evaluation of bids for two other machines is in progress, while bids for six more machines are scheduled to be opened on July 9.

Court Focuses on Better Healthcare

The High Court clarified that the purpose of the proceedings is not to initiate punitive action against officials but to improve healthcare services and infrastructure at CIMS.

A tragic electrocution incident claimed the lives of three members of a family, including a former village sarpanch and her two sons, in Chhattisgarh's Bilaspur district on Friday. The victims reportedly came into contact with a live wire while fencing their agricultural field, leaving the village in shock.

The incident occurred in Bhadam village under the Kota police station limits. Police have launched an investigation to determine how electricity passed through the fencing wire installed around the field.

The deceased have been identified as Dasan Bai, a former sarpanch of the village, her elder son Vivek Singraul (23), and her younger son Satyavrat Singraul (14).

According to preliminary police findings, Dasan Bai had gone to her agricultural field on Friday morning to install a protective fence along the boundary to prevent stray animals from entering the farmland. She was accompanied by both her sons, who were helping her secure a GI wire and nylon rope along the field's embankment.

During the work, electricity allegedly passed through the GI wire, resulting in a powerful electric shock. Officials believe the current was so strong that the three victims had little opportunity to escape.

Investigators suspect Dasan Bai was the first to come into contact with the electrified wire. As she collapsed, her sons reportedly rushed to rescue her. Tragically, both boys were also electrocuted one after another while attempting to save their mother.

All three died at the scene before any medical assistance could reach them.

The heartbreaking incident came to light only later in the evening when Dasan Bai's husband, Sitaram Singraul, returned home from work. A driver by profession, Sitaram found that his wife and sons had not returned from the fields.

After searching nearby and making inquiries with relatives, he went to the family farm, where he discovered the bodies lying near the fencing wire. He immediately alerted the Kota police.

Police personnel reached the spot shortly after receiving the information and secured the area. Since it was already late in the evening, post-mortem examinations could not be conducted the same day. The bodies were sent for autopsy on Saturday before being handed over to the family for the last rites.

Authorities said the exact source of the electricity remains unknown.

Investigators are examining whether the GI wire accidentally came into contact with a live power line, or whether a technical fault in the electrical system caused the current to pass through the fencing. Officials have not ruled out any possibility and said a detailed technical inspection will determine the exact cause of the accident.

A case has been registered, and police are continuing their investigation.

The incident has plunged Bhadam village into mourning, with residents expressing grief over the loss of three members of the same family within moments. Villagers described Dasan Bai as a respected former public representative who had remained actively involved in community affairs even after completing her tenure as sarpanch.

The tragedy also serves as another reminder of the dangers associated with electrical hazards in agricultural fields, particularly during the monsoon season when moisture can increase the risk of accidental electrocution. Authorities have advised farmers to inspect electrical installations around farmlands and immediately report any exposed or damaged power lines to the electricity department.

After enduring intense heat and humidity throughout the day, Bilaspur experienced heavy rain accompanied by strong winds and thunderstorms on Monday evening, bringing much-needed relief from soaring temperatures. However, the season's first major downpour exposed the city's inadequate monsoon preparedness, leaving several roads and residential colonies waterlogged while widespread power outages disrupted normal life.

The powerful thunderstorm uprooted trees and damaged electricity infrastructure across the city, resulting in prolonged power cuts in more than half of Bilaspur. Even the VIP zone, which houses the official residences of the District Collector, Commissioner, judges and the city MLA, remained without electricity until nearly 11 p.m.

According to the India Meteorological Department (IMD), Bilaspur recorded a maximum temperature of 38°C, nearly 4.9 degrees above normal. Despite Monday's rainfall, the city has received only 16.1 mm of rainfall during June, contributing to persistent heat conditions. Bilaspur also remained Chhattisgarh's hottest city on eight occasions during the past 13 days.

First Heavy Rain Exposes Civic Infrastructure

The Municipal Corporation had earlier claimed that drains and canals had been cleaned three times before the onset of the monsoon. However, the first spell of heavy rain led to severe waterlogging across major roads, intersections and residential areas. Overflowing drains and poor drainage systems caused significant inconvenience to commuters, residents and traders.

Following the incident, the Mayor directed all zonal commissioners to inspect waterlogged areas, submit detailed reports and initiate immediate corrective measures to prevent similar situations during the remainder of the monsoon season.

The thunderstorm caused several trees to collapse across the city. A large tree fell near the Collector's residence, damaging a parked car. Fortunately, no injuries were reported. The storm caused extensive damage to Bilaspur's electricity network. An 11 kV high-voltage power line snapped near the Collector's residence, disrupting electricity supply throughout the VIP area.

The 33 kV main transmission line connected to the Tifra and Mopka substations also suffered a breakdown. Additionally, nine insulators on an 11 kV line between Birkona and Chantidih burst simultaneously, leaving several localities across the Arpa River without electricity until late at night.

A current transformer (CT) failure at the Shanichari substation further disrupted power supply in nearby areas for nearly four hours.

Neighbourhoods including Sarkanda, Mangla, Nehru Nagar, Kududand, Aman Vihar, Gol Bazaar, Masanganj, Hemunagar, Vidyanagar, Dayalband, Vyapar Vihar, Imlibhatha, Tikrapara, Ganesh Nagar and Ayodhya Nagar remained affected by prolonged outages.

More Rain Expected Today

The India Meteorological Department has forecast further rainfall accompanied by thunderstorms and lightning across Bilaspur and neighbouring districts on Tuesday due to active weather systems over the region.

The Chhattisgarh High Court on Thursday came down heavily on the state government’s sluggish fire safety measures, warning that merely floating tenders would not suffice and insisting on visible progress on the ground.

A division bench of Chief Justice Ramesh Sinha and Justice Ravindra Kumar Agrawal took strong exception to the delay in setting up fire stations and procuring modern equipment. The court has now sought a status report on all tenders related to fire brigade vehicles and equipment worth ₹72.70 crore.

The sharp remarks came while hearing a public interest litigation triggered by the recent Lucknow coaching centre fire tragedy, which claimed several young lives. The court also took note of a recent fire at a power substation and shops in Mopka area of Bilaspur.

The bench made it clear — “Just showing tenders won’t do. Work must be visible on the ground. Work orders should also be shown.” The matter has been posted for next hearing on July 21, 2026, along with a demand for a sworn affidavit from the state government.

Administration Wakes Up, Forms Inspection Teams

In response to the growing concern after the Lucknow incident, the Bilaspur district administration has swung into action. Committees have been formed to inspect coaching institutes, malls, hotels, and multi-storey buildings across the district.

The court was informed that approval for constructing new fire stations was granted way back in 2020. However, even after two-and-a-half years, the administration failed to identify suitable land in many places. Out of 16 proposed fire stations, land has been allotted only in five districts — Gariaband, Bemetara, Balod, Sakti, and Surajpur — where funds have also been released.

In 11 other districts, including Mungeli, GPM, Bijapur, Sarangarh, Sukma, and Narayanpur, the land allotment process is yet to begin.

The high court expressed displeasure over the slow pace and directed the government to expedite both land identification and equipment procurement.

Interestingly, no single department has complete data on the total number of coaching centres, malls, and commercial buildings in the district. The administration has now decided to rely on fire audit records maintained by the fire department as the primary basis for inspections.

Aditi Maurya (28), a married woman found dead at her in‑laws’ home here, has left relatives alleging foul play after they spotted multiple injuries on her body. The city police have registered a case and begun forensic probes; the husband, however, told investigators that Aditi hanged herself.

Aditi, originally from Madhupur in Sonbhadra (UP), married 33‑year‑old Ravikant Maurya in February 2019. The couple had a 13‑month‑old daughter. Police said the body was recovered on the night of June 23 from the house on Dayalband Madhuban Road in Bilaspur’s City Kotwali area and sent for post‑mortem. The family conducted the post‑mortem in the presence of relatives, officials said.

The victim, identified as 38-year-old Narayan Singh Raj of Bharari Badpara village, reportedly transferred money over several months after being convinced that his investment would generate massive returns through forex trading. According to police, the fraudsters used a Telegram group and repeated profit projections to gain his trust before siphoning off a total of ₹21.32 lakh.

Link Led to Group

Officials said the sequence began on October 28, 2024, when Narayan received an unknown link on his mobile phone. After clicking on it, he was automatically added to a Telegram group operating under the name "India Promo Trading Company".

Members of the group allegedly introduced themselves as representatives of a forex trading firm and claimed they could double investments within a short period. The most attractive promise, according to the complaint, was that an investment of ₹10,000 could generate returns of up to ₹1 lakh within 24 hours.

Such claims persuaded the farmer to begin depositing money through online transfers.

Fake Profits Built Trust

Investigators said the fraudsters appeared to follow a common online scam pattern. After initial investments, the victim was shown virtual profits in his account.

Narayan alleged that at one stage he was shown gains worth around ₹6.80 lakh. The displayed profits encouraged him to invest larger amounts, believing that his money was growing rapidly.

However, when he attempted to withdraw funds, no payment was released. Repeated requests allegedly went unanswered, leading him to suspect fraud.

160 Transactions Recorded

The complaint reveals that money transfers continued for nearly a year.

Between December 2024 and November 2025, Narayan used accounts in India Post Payments Bank, Punjab National Bank and State Bank of India to transfer funds through UPI and other digital payment methods.

Police officials were reportedly surprised by the volume of transactions submitted as evidence. The victim arrived at the police station carrying a 46-page transaction record detailing around 160 separate payments made to accounts linked to the alleged scam.

The case has once again highlighted the growing threat posed by online investment scams operating through social media and messaging platforms.
