New Rule Announced

In a significant policy shift, the Centre has allowed the sale of 5 kg LPG cylinders without address proof, easing access for millions of migrant workers and students across the country. The decision comes amid supply concerns linked to global disruptions and is being positioned as a public interest measure.

Under the revised norms, consumers can now purchase a 5 kg cylinder by presenting just a valid photo identification, eliminating the need for address verification.

Simplified Purchase Process

According to the Ministry of Petroleum, buyers only need to show any one government-issued photo ID such as Aadhaar card, PAN card or voter ID to an authorised distributor. The process has been streamlined to ensure immediate issuance of cylinders without lengthy documentation.

Officials indicated that the move is aimed at improving accessibility for individuals who frequently relocate and do not possess local address proof.#

Focus On Migrants

The policy is expected to benefit migrant workers, students, and urban poor populations who often face challenges in securing cooking gas connections due to documentation hurdles.

To support implementation, 11 dedicated help desks have been set up at select Hindustan Petroleum outlets. These centres will guide consumers in locating distributors and facilitate hassle-free purchases.

Supply Situation Reviewed

The decision comes against the backdrop of supply chain disruptions triggered by tensions in West Asia. Authorities have taken proactive steps to boost availability of small cylinders to prevent shortages at the consumer level.

Government data shows that around 6.6 lakh small cylinders have been sold since March 23. On April 4 alone, sales touched approximately 90,000 units, indicating a surge in demand.

Demand Hits Record

Domestic LPG demand has witnessed a sharp rise, with over 51 lakh cylinders reportedly delivered in a single day. Officials noted that nearly 95 per cent of bookings are now being made through online platforms, reflecting changing consumer behaviour.

Despite the surge, authorities maintain that there is adequate stock across distribution points and no immediate shortage is expected.

Crackdown On Black Marketing

The government has simultaneously intensified action against hoarding and black marketing. Since March, enforcement agencies have seized over 50,000 cylinders in various operations.

More than 1,400 distributors have received show-cause notices for irregularities, while 36 gas agencies have been suspended. Officials stressed that strict monitoring will continue to ensure fair distribution.

Priority To Households

To manage supply efficiently, authorities have prioritised domestic consumers, hospitals, and essential services such as schools. As part of this strategy, commercial LPG supply has been reduced to about 70 per cent of pre-crisis levels.

Fertiliser plants, however, are set to receive up to 90 per cent gas supply from early April to maintain agricultural output.
