Indian Railways expanded its apprentice intake under the Apprentices Act, offering opportunities to ITI pass-outs across workshops and production units. Railway public sector undertakings (PSUs) such as IRCON, RITES, RVNL, and DFCCIL also announced recruitment for engineers, managers, and technical experts on regular and contractual basis. These hirings supported metro rail, overseas projects, and freight corridor construction.

Policy-level discussions on workforce rationalisation and restructuring continued in 2025. The Railways reviewed cadre management, promotion timelines, and staff deployment to balance manpower with automation and digitisation initiatives.
