Jantar Mantar protesters demand economic-based reservation, review of caste quotas, SC/ST Act changes and withdrawal of UGC equity regulations. Know their key demands.

Hundreds of protesters gathered at Delhi’s Jantar Mantar on August 21, demanding major changes to caste-based reservation, an economic basis for government assistance and repeal or safeguards concerning the SC/ST Act.

A major protest over caste-based reservation and UGC equity regulations took place at Delhi’s Jantar Mantar on Friday, August 21. Demonstrators, largely from unreserved communities, demanded that government assistance be targeted according to economic disadvantage rather than caste. Some protesters also called for repeal of the SC/ST (Prevention of Atrocities) Act, while others sought stronger safeguards against what they described as misuse of the law.

The agitation was organised under the Reservation Reform Andolan, associated with NEET aspirant Harsh Dubey. The protest also drew support from groups and public figures campaigning for changes to reservation policy and opposition to the UGC's 2026 equity regulations.

‘Reservation for Poor’

The central demand raised by protesters was that economic circumstances should play the primary role in determining government assistance.

Participants argued that students from economically weaker families—irrespective of caste—should receive support through scholarships, fee assistance, coaching and other educational benefits.

One protester told PTI that the demand was not to deny assistance to economically weaker people, but to ensure that support reaches those who actually need it.

The slogan “Reservation for the poor, not for caste” was among those raised during the demonstration.

Demand to Review Quota

Protesters also questioned the continuation of the existing reservation framework and demanded a wider review of caste-based quotas.

Their argument was that India's social and economic circumstances have changed considerably since the reservation system was introduced and that government policy should be reassessed in light of present conditions.

Some demonstrators demanded a creamy-layer criterion and changes in policies affecting Scheduled Castes, Scheduled Tribes and Other Backward Classes.

The demand represents one side of a long-running national debate over whether affirmative action should primarily address historical social discrimination, current economic disadvantage, or both.

SC/ST Act Targeted

Another major demand raised at the protest concerned the SC/ST (Prevention of Atrocities) Act.

Some protesters demanded its repeal, while others focused on safeguards against alleged misuse. They argued that laws designed to protect vulnerable communities should not be used unfairly against individuals.

These are protesters' claims and demands, not established findings that the law is routinely misused. The SC/ST Act is a statutory framework intended to prevent atrocities and protect members of Scheduled Castes and Scheduled Tribes.

The distinction is important because calls for repeal or amendment represent the protesters' political position and do not themselves establish that the legislation is being misused.

UGC Equity Rules Opposed

The Jantar Mantar demonstration was also linked to opposition to the University Grants Commission's equity regulations.

Protesters argued that the new rules could create unfair or discriminatory treatment in educational institutions. The reservation reform campaign has therefore brought together two related but distinct issues—changes to caste-based reservation and opposition to the UGC equity framework.

The mobilisation has gained significant attention online, with social-media campaigns helping bring supporters to the streets.

Who Organised Protest?

The protest was associated with Reservation Reform Andolan, led by NEET aspirant Harsh Dubey. Other groups, including General Sena, Chanakya Sena and Karni Sena, were reported to have joined the mobilisation. Influencer Ajeet Bharti was also present at the protest.

ThePrint reported that more than 300 people associated with Reservation Hatao Andolan gathered at Jantar Mantar, while other reports described a much larger turnout. The varying estimates underline that there was no single independently verified crowd figure available across reports.

Police Detentions

The protest also became a law-and-order issue.

Delhi Police had said before the event that no permission had been granted for a reservation-reform protest at Jantar Mantar and that prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita were in force in New Delhi district.

Police later said permission had instead been issued for a peaceful gathering of up to 500 people at Ramlila Ground until 4 pm. Protesters nevertheless gathered at Jantar Mantar. Several demonstrators were subsequently detained, according to reports.

The venue dispute became a significant part of the day's developments.

The demands emerging from the mobilisation can broadly be summarised as follows:

The Bigger Reservation Debate

The Jantar Mantar protest has brought a contentious question back into the national spotlight: Should affirmative action primarily be based on caste and historical social disadvantage, economic deprivation, or a combination of factors?

The protesters argue that poverty can affect people across communities and that government assistance should therefore be directed towards those facing economic hardship.

Opponents of removing caste-based safeguards, however, point to the continuing relevance of historical discrimination and structural social inequalities. Any major change to India's reservation framework would therefore involve constitutional, legal and social questions extending well beyond the demands raised at a single protest.

The key point: the Jantar Mantar mobilisation reflects the demands of protesters seeking reservation reform; it does not represent a government decision to abolish caste-based reservation or repeal the SC/ST Act.
