Trump Says Venezuelan Oil Will Refill US Strategic Petroleum Reserve

Donald Trump says oil from the new Venezuela deal will replenish the depleted US Strategic Petroleum Reserve, now at its lowest level since 1982.

Trump Announces Reserve Plan

US President Donald Trump on Sunday said oil from the recently announced Venezuela agreement will be used to replenish the Strategic Petroleum Reserve (SPR), signalling a major shift in Washington's energy strategy.

Trump said the process of “topping out” the reserve would begin shortly and described Venezuelan oil as a “Gift from Venezuela to the People of the United States.”

The announcement came two days after Trump unveiled an agreement under which US interests would gain majority control of more than 65 billion barrels of Venezuela's proven oil reserves through a partnership with private businesses.

SPR Hits 44-Year Low

The plan comes as the US emergency oil stockpile has reached a historic low.

Reuters reported last week that SPR inventories fell by about 3.7 million barrels to 289.7 million barrels, the lowest level since November 1982.

The US Department of Energy listed 294.1 million barrels in the reserve as of August 20, against authorised storage capacity of 714 million barrels.

The reserve has been heavily drawn down during successive energy shocks, including supply disruptions linked to the Russia-Ukraine war and the conflict involving Iran.

Venezuela Deal Changes Equation

Trump's Venezuela agreement is intended to revive an oil industry that has suffered from years of underinvestment, infrastructure deterioration and political turmoil.

The deal gives US-backed interests access to a huge resource base, but proven reserves are not the same as immediately available crude. Increasing Venezuelan production will require substantial investment, repairs and logistical improvements.

That means the announcement does not automatically translate into millions of barrels being delivered to US storage facilities in the short term.

Heavy Crude Matters

Venezuelan crude is predominantly heavy oil, making it particularly relevant to several US Gulf Coast refineries that were designed to process heavier grades.

Additional Venezuelan production could therefore strengthen US refinery supply and reduce dependence on some overseas sources. However, the exact volume and timing of additional production remain uncertain.

The US Energy Information Administration estimates that Venezuela possesses one of the world's largest oil resource bases, while its current production remains far below its potential.

Energy Security Priority

For Washington, rebuilding the SPR has become increasingly important as global oil markets remain vulnerable to geopolitical disruptions.

The reserve was established to provide emergency crude during major supply interruptions. Its authorised capacity is 714 million barrels, making it a central component of US energy-security policy.

Restoring stocks could give the US greater flexibility during another major supply shock and reduce pressure to make emergency purchases when international prices are elevated.

Impact on Oil Markets

The Venezuela announcement could have broader implications for global oil markets if production eventually rises substantially.

Greater Venezuelan supply would add another source of crude to international markets, potentially easing supply pressures. It could also strengthen the US position in the Western Hemisphere's energy system.

However, analysts caution that the immediate market impact may be limited because expanding Venezuelan production will take time. Reuters noted that it remains unclear how quickly the agreement can provide oil for the reserve or produce benefits for US motorists.

What Happens Next

The key question is how quickly Venezuela can increase output and how much of that crude can ultimately be directed toward the SPR.

The US will also have to address infrastructure, investment, transportation and operational challenges before the new arrangement can materially change American oil supplies.

For now, Trump's announcement represents a long-term energy-security strategy rather than an immediate refill of America's emergency stockpile. The SPR remains close to a four-decade low, while the success of the Venezuela plan will depend on how quickly its enormous oil reserves can be converted into actual production.
