UAE Ends Islamabad Airport Operations Plan; Pakistan Denies Existence of Deal Amid Regional Diplomatic Churn

The United Arab Emirates has withdrawn from plans to operate Islamabad International Airport, Pakistani media reported on Sunday, a development that has drawn attention amid shifting regional diplomacy following UAE President Sheikh Mohammed bin Zayed Al Nahyan’s brief visit to India earlier this month.

Abu Dhabi has decided not to proceed with managing Pakistan’s capital airport. The report linked the decision to President Al Nahyan’s two-hour visit to New Delhi on January 19, during which Prime Minister Narendra Modi personally received him at the airport and described him as a “brother,” underlining the close strategic ties between India and the UAE.

The report, however, was swiftly countered by Pakistan’s government, which said no agreement had ever been finalised with the UAE to lease or operate Islamabad International Airport. Officials termed claims of a cancelled deal “misleading” and said the airport is being readied for privatization through an open bidding process.8

“In November 2025, the government decided to offer major airports to private operators through a competitive framework rather than a government-to-government arrangement,” a senior official said. “This decision was taken after strong interest from multiple domestic and international investors.”

Islamabad International Airport, which currently handles 40 to 50 flights daily, has been included in Pakistan’s active privatization programme. The airport will be offered under a long-term concession model, similar to the arrangements being pursued for Karachi and Lahore airports. The government has said that both local and foreign investors will be eligible to participate, including companies from partner countries such as the UAE.9

While Pakistani authorities insist there was no exclusive arrangement with Abu Dhabi, the timing of the reports has fuelled speculation about the broader geopolitical context. President Al Nahyan’s visit to India, announced just a day in advance, was seen as a signal of deepening India–UAE cooperation across trade, investment, energy, and strategic sectors.

India and the UAE have expanded bilateral engagement in recent years, with Abu Dhabi emerging as one of New Delhi’s key partners in West Asia. Analysts say the reported pullback from Islamabad, even if informal, highlights the competitive regional environment in which infrastructure, investment, and strategic influence increasingly intersect.

For Pakistan, the focus now remains on attracting private capital to modernize its aviation sector. Officials say privatization of major airports is aimed at improving efficiency, upgrading facilities, and easing the fiscal burden on the state, at a time when economic stabilization remains a priority.
