12.26 lakh construction workers provided Ayushman card facility, remaining 15.83 lakh workers will also get the benefit soon: CM Yogi Adityanath

Chief Minister Yogi Adityanath, while addressing the ‘Shramveer Gaurav Samaroh 2026’ organized in Lucknow, reiterated the government’s commitment to ensuring security, dignity, and stability in the lives of workers. He clearly stated, "The state’s development is meaningful only when the working class is empowered and secure. With this vision, the state government is rapidly advancing a campaign to connect worker families with comprehensive health security coverage."

Every worker family will receive health security: CM Yogi,CM Yogi Adityanath inaugurated “Shramveer Gaurav Samaroh 2026” held in Lucknow, also laid foundation stones of various labour welfare schemes,“If work has been done, then wages must also be paid; if anyone refuses to pay wages, the govt will take strict action against them”: Yogi Adityanath,116 ESIC dispensaries operational in 41 districts, proposal to establish one ESIC dispensary each in the remaining 34 districts soon: Chief Minister,Workers will be provided with dormitories and a canteen providing affordable and nutritious food,“Industrial unrest must not be allowed under any circumstances; where there is industrial unrest, nothing remains except ruins”: CM,“Those who oppose prosperity and development do not want industries to function, we must not be misled”: Yogi Adityanath

He added, so far, 12 lakh 26 thousand construction workers have been provided Ayushman card facilities, enabling their families to avail free treatment up to Rs 5 lakh per year. The remaining 15 lakh 83 thousand workers are also targeted to be covered under this scheme soon. Based on an average of 5 members per family, this initiative will benefit approximately 75 to 80 lakh people with health insurance.

He said, the government aims to extend direct benefits of this scheme to at least 1 crore worker families, that is about 5 crore people in Uttar Pradesh, which will prove to be a milestone in the history of labour welfare in the state.

While honoring meritorious students of the first batch of Atal Residential Schools, the Chief Minister added, "Under the guidance of Prime Minister Narendra Modi, the establishment of Atal Residential Schools in 2023 has set a new benchmark. These children have secured positions in the CBSE board merit list and have upheld the dignity of their parents’ hard work. All worker brothers and sisters are the true architects of the Prime Minister’s vision of building a new India."

He continues by saying, regardless of heat, cold, storms, or winds, every drop of sweat shed by workers gives the earth the power to yield gold. Earlier, it was a paradox that those workers who built homes, produced food, and constructed hospitals for others did not have houses themselves, their children suffered from hunger, and they lacked access to healthcare. But now, under the leadership of the Prime Minister, workers are receiving respect and dignity with the mantra of ‘Shramev Jayate’.

Chief Minister said, the Prime Minister honored workers by washing their feet during the Mahakumbh and showering flowers on them in Ayodhya and Kashi, recognizing their dedication and labour. Due to this sensitivity, workers have now become a part of the government’s agenda. Earlier, no one could imagine that a worker would own a permanent house. But in the last 12 years, more than 4 crore people in the country have received housing, including 65 lakh families in Uttar Pradesh under the Pradhan Mantri Awas Yojana and Chief Minister Housing Scheme.

He stated, "Additionally, 12 crore toilets have been constructed across the country, including 2 crore 61 lakh families in Uttar Pradesh. Now even the poor can avail treatment in hospitals built by workers, as Ayushman Bharat provides free treatment up to Rs 5 lakh. For the bright future of workers’ children, Atal Residential Schools have been started, and today the foundation stone of a Chief Minister Composite School has been laid in Jewar. Worker families will no longer have to worry about gas, ration, housing, or healthcare facilities. Through the Ujjwala scheme, free ration, and other initiatives, the rights of the poor are being protected and their hard work is being truly respected."

Chief Minister added, earlier during disasters, sharecroppers and agricultural labourers would be crushed under debt, but now the government has ensured that compensation is given not only to landowners but also to sharecroppers and workers working on farms. Under the Chief Minister Farmers Accident Insurance Scheme, they are provided insurance coverage of up to Rs 5 lakh, and assistance ranging from Rs 700 to 1000 crore is provided annually to affected worker families.

CM Yogi said, "The one who stands with you during crises is your true well-wisher. During the COVID period, when opposition leaders stayed confined in their homes, the double engine government stood firmly with workers. We brought back lakhs of workers through 14,000 buses, arranged food and shelter for one crore workers, and provided free ration. The double engine government stands strongly with every section, from agricultural labourers to industrial workers, in any crisis."

Chief Minister said, after today’s programme, Labour Minister Anil Rajbhar will travel to Gorakhpur, where he will personally welcome guests at the mass marriage ceremony of 200 daughters of workers. The government is running several schemes for the welfare of workers. One example is the establishment of Atal Residential Schools across 18 divisions of the state, where children of workers are provided quality education along with residential facilities. Experienced teachers have been appointed so that workers’ children can become officers in the future.

He added, "In the last 9 years, 18,000 new industries have been established in Uttar Pradesh, providing employment to more than 65 lakh people. Once called a BIMARU state, Uttar Pradesh has now emerged as India’s growth engine and an enterprise state. This is the result of workers’ hard work, a better security environment, and the government’s commitment."

Chief Minister said that workers have been provided the ‘One Nation-One Ration Card’ facility, allowing them to access ration anywhere in the country. More than 7 lakh workers have been covered under the Pradhan Mantri Shram Yogi Maandhan pension scheme, while 93 lakh beneficiaries in the state are linked to the Atal Pension Yojana.

He further informed, Uttar Pradesh has the highest registrations on the e-Shram portal. Families of workers who suffer accidents during construction work are now guaranteed assistance of Rs 5 lakh, and up to Rs 2 lakh in case of disability, which was not available before 2014.

Chief Minister said that earlier, labour hubs existed in big cities where workers were neglected, and contractors or employers often refused to pay wages or paid less. Now the government has clearly stated that work must be compensated fairly. “If work has been done, then wages must also be paid; if anyone refuses to pay wages, the government will take strict action against them.”

Chief Minister added, under the Maternity, Infant and Girl Child Assistance Scheme, support is being provided to worker families, with more than 6 lakh beneficiaries already covered. Additionally, worker dormitories are being constructed to provide better accommodation facilities, including affordable and quality canteens offering nutritious food. Clean toilets, bathrooms, and recreational facilities will also be ensured. Security through CCTV cameras, common areas, and guard arrangements are also being incorporated in these dormitories.

He also added, expansion of ESIC dispensaries is also underway. Currently, 116 ESIC dispensaries are operational in 41 districts. There is a proposal to establish one ESIC dispensary each in the remaining 34 districts soon, including in Community Health Centres and Primary Health Centres, so that workers can avail free medical facilities within their areas.

Chief Minister stated, "7 acres of land have been allocated in Knowledge Park, Greater Noida, where a 300-bed ESIC hospital will be constructed, dedicated specifically to workers, whether construction or industrial workers. Similarly, 5 acres of land have been identified in GIDA Gorakhpur for another ESIC hospital. The Labour and Employment Department has been directed to ensure that ESIC hospitals are established in all industrial areas."

He said, the Industrial Development Department will be responsible for providing land, and hospitals will be constructed through ESIC. Where ESIC hospitals cannot be built, workers and their families will be provided facilities like Ayushman Bharat.

Chief Minister stated that wages of workers in industrial sectors have been increased after discussions with entrepreneurs. Industry and labour are complementary to each other. Where there is industry, there are workers. If industry progresses, workers will progress, and if workers prosper, industries will grow rapidly. “Industrial unrest must not be allowed under any circumstances; where there is industrial unrest, nothing remains except ruins.” Those who oppose prosperity and development do not want industries to function. They will try to mislead people, but we must not be misled. Industries and workers must progress together.

Chief Minister informed, "The Labour and Employment Department has been directed to constitute a new wage board and ensure that all workers, especially those employed in industries with 10 or more workers, receive fair wages. Efforts are also being made in coordination with insurance companies and entrepreneurs to provide free annual health insurance coverage of Rs 5 lakh to workers in industrial areas, allowing treatment in empanelled hospitals."

He added that illness can strike anytime, and earlier there was no security guarantee for workers’ families. Now provisions are being made to ensure accident insurance coverage of Rs 5 lakh for all industrial workers as well, similar to the coverage provided to construction and agricultural workers under the UP BOCW Board. This will establish a strong social security system, and all workers will be connected to this insurance coverage.

Chief Minister also informed, the Housing Department and Industrial Development Department have been directed to revise their policies so that residential facilities for workers are provided near industrial areas. Relaxation in FAR will be given to facilitate the construction of worker dormitories and affordable canteens.

He assured that once the wage board recommendations are received, meetings between the Industrial Development Department and Labour Department will begin immediately, and an attractive package will be prepared so that every worker can live with dignity.

On this occasion, Deputy Chief Ministers Keshav Prasad Maurya and Brajesh Pathak, Labour and Employment Minister Anil Rajbhar, Minister of State for Labour and Employment Manohar Lal Mannu Kori, Infrastructure and Industrial Development Commissioner Deepak Kumar, Additional Chief Secretary Infrastructure and Industrial Development Alok Kumar, Principal Secretary and Chairman Uttar Pradesh UPBOCW Board Dr. M.K.S. Sundaram, and Labour Commissioner Markandeya Shahi were present.
